After years of wars and neglect, several areas of the Eastern provinces had been rendered inaccessible by road. This state of isolation exposes people to major security and human rights risks while inhibiting trade and increasing the vulnerability of local populations.  Likewise this isolation impedes the deployment of security forces and humanitarian organizations as well as hindering the work of administration and justice services.

UNOPS’ portfolio in eastern DRC is comprised of 3 main programmes with an approximate value over the past five years of more than 56million USD:

Launched in 2009, the Stabilisation Strategy for zones emerging from conflict (known as STAREC) to which UNOPS is a key implementing partner, defines 5 main sectors of intervention targeting geographically strategic areas along 6 road axes in the provinces of North Kivu, South Kivu and Oriental Province as priorities for bringing peace and stability to conflict prone areas.  The DRC government strategy is supported by a multi-sectoral framework for assistance and coordination made up of international partners known as International Security and Stabilisation Support Strategy for Eastern DR Congo (ISSSS, formerly UNSSS).  These plans build on priorities identified by national and international partners at provincial level.  The aim of the ISSSS is to, “address specific root causes and consequences of conflict, support the implementation of peace initiatives at local level, and help stabilize areas where conflict has recently ceased.”[1]  The strategy will be implemented in the areas where armed groups are disengaging- Orientale, North Kivu, South Kivu, Maniema, northern Katanga and Equateur.  Thus far, a number of donors have supported the ISSSS.

Likewise, since 2002 CDOC has provided support to the DRC government’s Ministry of Scientific Research primarily through technical assistance to the Goma Volcanic Observatory (GVO).  The Gestion et Prevention des Risques Naturelles dans la RDC programme provides technical assistance and operational support to the GVO while facilitating scientific exchanges and training support for monitoring volcanic activity in the Virunga chain.

Finally, beginning in 2009 the Data Centre for IDPs (known as the DC4IDPs) was established upon the request of UNHCR, UN OCHA and other humanitarian partners to respond to the information needs of the humanitarian community.  UNOPS has been collecting data and profiling displaced populations in North Kivu IDP Camps in support of the provincial Camp Coordination & Camp Management (CCCM) strategy.  Under the oversight of strictly controlled coordination mechanisms, the DC4IDPs team collects, centralizes, analyzes and disseminate useful and accurate information through reports, maps, statistics, and graphics to the partners and the humanitarian community.  Non-confidential information is also shared through the project’s website www.dc4idp.org to the public.

In order to ensure the sound project and fiduciary and administrative management of its portfolio of projects in the east, including compliance with corporate rules and regulations CDOC is seeking qualified candidates for the position of Programme Support Officer (PSO).

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

The Programme Support Officer works under the overall guidance and supervision of the Coordinator for Eastern DRC with technical guidance from the Head of Support Services (HOSS) in Kinshasa and provides support to all projects in the region.  He/she analyzes and interprets financial rules and regulations and provides solutions to a wide spectrum of complex financial, budgetary and policy issues. The Programme Support Officer promotes collaborative, client oriented approach consistent with UNOPS rules and regulations and shall focus on providing the following support for all projects in eastern DRC outlined below:

Project Formulation and Approval
-       Support the Project Managers/Coordinator in conducting analysis and providing information on expenditure patterns and obligations in support of estimating cost requirements for new projects;
-       Set up new projects in ATLAS and upload support documents for approval by HQ.

Programme Support
-          Ensure effective management of the project budgets and supervise the financial administration of projects in the region;
-          Prepare working budgets to support the implementation of work plans according to UNOPS financial management system and ensure accuracy of supporting documents (Project documents, Project budgets, No objection Letters etc.);
-          Advise and identify problems in financial and budgetary areas, suggesting alternative solutions to resolve issues in compliance with broader UNOPS policies, rules and procedures.
-          Establish and maintain effective project resources and processes for the implementation of projects
-       Liaise with UNOPS supporting units and CDOC for project-related administrative and operational matters such as payments, financial status, contract management, recruitment of staff, procurement of goods and services, and asset management;
-       Ensure that all business processes are backed-up by required supporting documents for processing of staff and sub-contract payments, awarding and amending of contracts;
-       Ensure conformity of project disbursement requests with UNOPS financial rules and regulations, work plans, and availability of resources for disbursement;
-       Monitor and control the commitment of funds through purchase orders (PO) in the financial system in accordance with SOPs and planned budgets;

-       Analyze outstanding obligations and expenditure patterns of prior years.
-       Perform quality control function of the project’s accounts by performing ongoing review, analysis and reconciliation of project’s financial transactions in accordance with the signed agreement or project document. Investigate discrepancies and propose corrective action on a timely basis;
-       Support the implementation of internal audits and their recommendations for all projects in the East as required;

Project Completion
-       Ensure the timely operational and financial closure of projects within the portfolio in accordance with UNOPS’ rules and regulations – e.g. financial and narrative completion reports, settlement of any pending contractual and financial obligations/commitments, full receipt of donor/client contributions, assets disposition, etc.

Capacity Building
-       Identify training needs of national support services staff and develop a training/coaching plan to reinforce capacities of other team members

Security Council resolution 1925 (2010) established the mandate of the United Nations StabilizationMission in the DRC (MONUSCO) and reiterated protection of civilians as the main priority of the Mission.

While MONUSCO has already designed and implemented, to the extent allowed by available resources, awide range of mechanisms to effectively implement its mandate to protect civilians, the Mission’s capacityin this context could be further strengthened.

The Office of the DSRG-RoL serves as the focal point for two of the main Mission-wide protection mechanisms, namely the Protection Working Group (PWG) and the Senior Management Group –Protection (SMG-P).

Both mechanisms were created to strengthen the mission’s responsiveness to protection threats and to enable the senior management to make quick and informed decisions on protection priorities and actions.

MONUSCO also developed a conditionality policy in connection with its mandate to provide support to the FARDC in dismantling remaining armed groups operating in the DRC territory, which continue to represent a major source of insecurity and threat to the civilian population. The objective of this policy is twofold: to minimize risk of the Mission’s association with human rights violations perpetrated by elements of the national army during the conduct of joint military operations; and to positively influence the behavior of the FARDC by encouraging and promoting respect for international human rights,humanitarian and refugee law.
UNOPS is seeking qualified candidates to take on the role of Senior Protection Advisor to play a key role in the processes described above. The incumbent will be seconded to the Office of the DSRSG RoL of MONUSCO for the duration of his/her assignment.

Functional Responsibilities

Under the overall supervision and guidance of MONUSCO DSRSG-RoL and of the SMG-P, the Senior Protection Advisor will perform the following functions:

·Coordinate the work of the PWG and ensure timely gathering and analysis of information on protection issues generated by the Mission’s civilian and military components, in particular through the provincial protection mechanisms (SMG-P at provincial level);
·Liaise closely with the SMG-P at the provincial level to ensure a uniform methodology vis-à-vis the Mission’s protection strategy, as well as an effective application of MONUSCO’s policy on protection of civilians and of the conditionality policy;
·Liaise with other protection actors, including those part of the UN protection cluster, to promote a coordinated response and timely exchange of information and analysis to better protect civilians, especially children and women;

Project Title: Implementing Integrated Water Resource and Wastewater Management in Atlantic and Indian Ocean SIDS.

The geographic scope of this regional project covers the Indian and Atlantic Oceans, focusing on six Small Island Developing States (SIDS). The Goal of the project is to contribute to sustainable development in the Indian and Atlantic Ocean SIDS through improvements in natural resource and environmental management. The overall Objective is to accelerate progress on WSSD targets and IWRM and WUE plans and water supply and sanitation MDGs for the protection and utilization of groundwater and surface water in the participating countries. This will be based on best practices and demonstrations of IWRM approaches.

The project is consistent with the GEF IV strategic objective for International Waters: ‘to play a catalytic role in addressing trans-boundary water concerns by assisting countries to utilize the full range of technical assistance, economic, financial, regulatory and institutional reforms that are needed’.  It will do so through supporting and building on existing political commitments and through promoting sustainable water use and improved water management, making it easier to address the challenges of the future as climatic variability and change affects water resources further.  More specifically, the project will deliver outcomes under GEF IV Strategic Programme III (SP-3) through working with communities to address their needs for safe drinking water and other socio-economic benefits of sustainable and safe water resources, including balancing environmental requirements with livelihood needs.

Functional Responsibilities

Under the direct supervision of the UNOPS KEOC Deputy Director (DOCD) for managerial and administrative aspects, and with accountability via the DOCD to the UNEP/GEF Task Manager for substantive matters and also secondary supervision by the UNOPS International Water Cluster Senior Portfolio Manager, the Project Manager will be responsible for the overall coordination, implementation, supervision and delivery of the GEF funded IWRM Project. S/he shall liaise directly with the National Project Teams (National Project Managers, National Governance Coordinators and National Assistants), National Steering Committees and the Regional Steering Committee (RSC) and other relevant bodies and stakeholders where relevant. S/he will also liaise with representatives of UNDP/GEF and UNEP/GEF, as well as co-financiers and other regional donors, in order to coordinate the annual work plan for the project.

The Project Manager will also liaise with other project managers and coordinators of related and relevant projects and programmes, and other GEF funded projects, including the Pacific IWRM project and the Caribbean Integrated Watershed and Coastal Area Management (IWCAM) project implemented through various partners. This will include close coordination with the Pacific Geoscience Commission (SOPAC) and the Caribbean Environmental Health Institute (CEHI) responsible for the implementation of these projects and programmes.

S/he shall be responsible for all technical, planning, managerial, monitoring, progress and financial reporting for the project. S/he will provide overall supervision for all staff in the Programme Coordination Unit (PCU). This will include recruitment and performance monitoring.

The Project Manager will consult and coordinate closely with the UNEP DEPI office in Nairobi and the UNDP Resident Representative in Mauritius.

In particular the Project Manager will:


    Serve as the Head of the Project Coordination Unit (PCU) located in Nairobi, and manage its staff and budget;
    Assume general responsibility for the day-to-day planning, budgeting, management and implementation of all project objectives and activities, ensuring delivery of the work programme and supervising all UNEP/UNDP/GEF related activities pursuant to implementation of the objectives and specific activities of the IWRM Project;
    Prepare Terms of Reference for consultants and contractors, oversee their contributions to the project and be ultimately responsible for the delivery of work produced by consultants under the project;
    Coordinate and oversee the preparation of the substantive and operational reports for the IWRM Project implementation;
    Prepare the annual work plan of the programme, in a format consistent with UNDP and UNEP budgets, work programmes and monitoring and evaluation procedures and Financial Regulations on the basis of the UNEP and UNDP Project Documents, and in close consultation and coordination with the RSC, National IWRM APEX Bodies, National Project Teams, GEF partners and relevant co-financiers;
    Act as the Secretary to the RSC during its meetings and those of its sub-committees;
    Coordinate and monitor the activities described in the work plan and report to the UN Agencies and the RSC;
    Facilitate liaison and networking between and among the six country participants, relevant regional organisations, other relevant organisations, non-governmental organisations, key stakeholders and other individuals involved in project implementation using the knowledge transfer platform where applicable as the coordination vehicle;
    Foster and establish links with other related Atlantic and Indian Ocean programmes and projects and, where appropriate, with other regional GEF International Waters projects;
    Ensure consistency between the various programme elements and related activities provided or funded by other donor organizations;
    Collect and disseminate information on policy, economic, social, scientific, and technical issues related to the IWRM Project implementation;
    Promote public awareness and participatory activities necessary for successful IWRM Project implementation; and;
    Assist in the delivery of training courses on both technical and project management, monitoring and evaluation issues to strengthen regional capacity in this area.


The Project Manager will prepare the Annual Work Plan reflecting project activities and outcomes. In addition, a detailed activity work plan per project component will indicate periods of activity and parties responsible for delivery. The Project Manager will be the registered UNEP Executing Agency signatory for the project and will be accountable to the RSC.

It is desirable that s/he will be a specialist in IWRM governance matters and will lead the technical delivery of all the project components, including:

    Providing support for the preparation of technical and feasibility studies and coordinate monitoring and valuation activities, including delivering regular progress and monitoring reports to UNDP/UNEP;
    Preparing progress and monitoring reports concerning project activities;
    Participating in and preparing project reviews where required;
    Sourcing additional funding for initiatives started by the project at the local, national and regional level to ensure sustainability of the interventions. This includes working with national governments to assist them in learning from project initiatives and looking for mainstreaming opportunities to ensure replication and sustainability; and
    Assisting and support monitoring missions.

Education/Experience/Language requirements

a. Education

    A master’s degree-level education and experience in project management are required.
    Desirable education includes, a relevant post-secondary degree, for example, in public or business administration, natural sciences, social sciences, public health, environment, economics, or engineering (or related discipline).

b. Work experience

The selected candidate will have:

    At least eleven years of experience in project management with increasing management responsibility in fields related to the assignment;
    Previous experience in the operational aspects of large UN-funded projects or similar regional/multi-country projects, as well as experience with funding organizations such as the GEF will be an advantage;
    Proven financial management experience of large and complex multi-country budgets;
    Experience of aligning project goals with wider development frameworks for long term benefits and understanding of cross-sectoral national planning processes will be highly regarded;
    Experience of evaluating technical projects and organisational strategy, policy development and change management, including development of M&E frameworks will be an advantage.

In addition, the following experience is desirable:

    Demonstrated experience in IWRM;
    Experience working in SIDS.

 c. Key competencies

Functional Responsibilities

The Results and Knowledge Management Specialist (RKMS) position is designed to improve the efficiency and effectiveness of the overall results management of Component 1. This includes key tasks associated with monitoring and evaluation, knowledge management, learning, reporting and communications of the demonstration projects in the context of the overall project.  The RKMS will provide support to 6 demonstration projects in their efforts on managing results at both national and regional level. The RKMS will do so applying the logframe approach with well-defined indicators. The Specialist will also assist the National Demonstration Project Managers on their reporting and communication efforts. Day-to-day monitoring of the demonstration project activities will remain the responsibility of the National Demonstration Project Managers.

The RKMS will work under the direct supervision of the Project Manager (PM).  For substantive issues s/he will have secondary supervision by UNDP RTA, in close consultation with the PM.  Although s/he will assume direct responsibility primarily for the technical delivery of the demonstration component (C1) of the Project, s/he will also be expected to provide technical inputs to other project components particularly components C2 and C4.

In particular the RKMS will:

    Coordinate and monitor the activities of the national demonstration projects and provide assistance to countries in developing national participatory M&E plans (especially indicator development and monitoring); 
    Define key performance parameters and indicators to manage and monitor progress of the demonstration activities against defined targets both for each demonstration project and for their contribution to C1;
    Provide technical advice and support to the Island States in the implementation of their national demonstration projects and introduction of IWRM;
    Provide assistance and capacity building to all project partners to improve their understanding of participatory M&E methodology not only as a reporting function but as a means of supporting the project with the identification and publishing of best practices and lessons learned;
    Regularly review and assess the logframe and M&E framework in consultation with the Project Manager and key stakeholders;
    Promote public awareness of IWRM, using examples and stories from demonstration projects;
    Support project dissemination and knowledge sharing activities between countries and across the region;
    Contribute to the development of the annual work plan of the overall project to ensure clear linkage between annual work plans for the demonstration projects and the overall project;
    Provide technical support and advice to the Project Manager. This may also include input to the development of technical reports and the preparation of the substantive and operational reports for the regional project;
    Assist the Project Manager in collecting and disseminating information on policy, economic, scientific, and technical issues related to the IWRM implementation;
    Facilitate liaison and networking between and among the six country participants, in particular the relevant national and regional organizations, non-governmental organizations, key stakeholders and other individuals involved in project implementation on matters related to IWRM, WUE and environmental management;
    Assist the Project Manager with the preparation and oversight of Terms of Reference for consultants and contractors;
    Assist the Project Manager in the development of stress reduction, process, environment, socio-economic, water use efficiency, catalytic, governance and cross-cutting indicators as part of the IWRM and WUE Indicators Framework component of the project;
    Assist the Project Manager with the preparation of IA and EA required progress reports concerning project activities. 


The RKMS will enhance the project’s ability to demonstrate its delivery of results both at the national and regional level.  Also s/he will enhance the project’s ability to practice adaptive management and learn and share knowledge among IWRM demonstrations within the project and beyond.  This work will result in greater efficiency in operations, the early identification of bottlenecks and problems, and the identification of practical solutions.  In addition, s/he will inform management decisions on policy and strategy, and support better coordination between demonstration projects (C1) and the rest of the project (C2-C4).


Education/Experience/Language requirements

Qualifications and Experience

a. Education

    The selected candidate will have a master’s degree in: environmental engineering (or a related engineering discipline) or environmental science/management
    A first-level university degree (bachelor’s) with an additional 2 years of relevant professional experience may be accepted in lieu of a master’s degree
    Further qualifications in environmental management, public health, hydrology, and hydrogeology will be an advantage


b. Work Experience

    At least 5 years of professional experience of which 2 years are in international projects
