Background
The Ministry of Internal Affairs (MoIA) was officially established after the signing of the Comprehensive Peace Agreement (CPA) in January, 2005. As part of the Government of Southern Sudan (GoSS), the Ministry is responsible to, among other obligations: advise all levels of GoSS on security matters; maintain the internal security in Southern Sudan; administer and supervise the working of the police, prison and fire brigade services; develop sectoral policies, identify and prioritize needs within the units; ensure that the unit personnel are efficiently trained to meet their assigned duties; liaise with regional and international law enforcement agencies to combat cross boarder crime; control vehicle licensing and issuance of driving permits; initiate, formulate and draft legislation to guide and regulate professional law enforcement standards, and any other functions and duties that may be assigned to it by law or GoSS.
Although, the Ministry of Internal Affairs has been officially established and has a clearly defined mandate, it is currently facing many operational challenges including lack of capacity to fulfill its constitutional mandate as articulated above. To support the Ministry in its effort to meet its constitutional mandate UNDP South Sudan, is implementing the Police and Prisons Support Project as part of a broader Access to Justice and Rule of Law programme, in partnership with the Ministry.
Through this Project UNDP has been providing support to the Ministry of Internal Affairs in three components: (i) technical advice; (ii) capacity building and (iii) infrastructure/equipment support. Both national and international staff with functional expertise and experience in relevant areas is engaged on the project to provide assistance in various ways.
UNDP wishes to recruit a Technical Advisor to support the Ministry of Interior and South Sudan Police and Prisons Service as the country makes progresses in the State building agenda; and also to support the UNDP Police and Prisons project team to achieve its stated results and objectives. This will require a technical person with expertise and hands on experience to guide the Ministry as it now implements the policies that have been developed to establish a functional and professional police service, and also knowledge of UNDP programming policies and procedures.
The Technical Advisor will report to the Team Leader of the Governance and Rule of Law Unit, who will set specific tasks on achieving project results, programme direction, harmonization, linkages and coordination.
Duties and Responsibilities
The Technical Advisor will be based at the Ministry of Internal Affairs in Juba, and will directly advise the Minister of Interior and his IGP and Director General of Prisons on strategies, policies and methods of management. The Advisor will support the establishment of systems and policies while facilitating the capacity development of Sudanese colleagues to manage functions related to enhanced security and promoting the rule of law. S/he will also be an integral part of the UNDP Police and Prisons project team contributing towards achievement of project results, and will be supported by a team of policing and rule of law specialists at national and State level.
The post requires a person with extensive experience of security, policing and corrections issues in the Region, who can guide the Ministry effectively as it establishes its strategic systems and policies, as well as understanding of UNDP’s programme policies and values.

Initiate and provide strategic policy guidance to the Ministry of Internal affairs;
Offer technical support to the creation of systems that will support the establishment of a sound law enforcement institution, critical to ensuring successful State building initiatives, as well as fostering a culture that is premised on the rule of law and respect for human rights in South Sudan;
Provide advisory assistance to the Senior Management Team of the Ministry and the Inspector General of Police and Director General of Prisons;
Advise the UNDP on matters relating to police and prisons services.
Building strategic partnerships and alliance:
Engage in a constructive dialogue with partners in Southern Sudan and the Region to maximize consistency and synergy between the various support components, as informed by the priorities of the Government of Southern Sudan;
Maintain continuous dialogue with the Government and other key partners to provide knowledge based advisory services and to ensure proper integration and co-ordination of other related development efforts;
Advocate and promote awareness, clarity and understanding of issues and responses related to the role of UNDP;
Provide professional opinions in areas of expertise to promote networking and teamwork between counterparts and the general donor community;
Support the development and implementation of UNDP’s strategy in relation to policing and corrections issues;
Liaise with UNPOL, UN agencies and with donors to promote partnership and collaboration for the effective management of Law enforcement and Corrections in South Sudan;
Ensure adequate information flow, discussions and feedback among the various stakeholders of the project.
Resource Mobilization:
Catalyze mobilization of additional cost-sharing resources from the government, donors and Regional partners to widen the support base to institutional development in the Ministry;
Develop partnerships with other individuals and organizations to ensure wide participation and sharing on development best practice;
Maintain relationships between the Ministry and the donors and present a clear analysis of how their financial support has contributed to the results they requested, and promote the institutional development efforts to new donors.
Support donor coordination and liaison for the justice sector:
Support the leadership of the justice sector to strengthen the joint donor coordination mechanism;
Maintain a database of donor inputs into the sector;
Support the convening of regular justice sector partnership forum;
Network and build credible working relations with the Ministry of Interior, UN and donor partners.
Achievement of results under the Police and Prisons Project:
Advise the Police and Prisons project team on achievement of specific results of the project as detailed in the Annual Work Plan;
Identify synergies between the Police and Prisons Project and other projects of the Access to Justice and Rule of Law programme to maximize impact and results;
Act for the Portfolio Manager in his/her absence.
Undertake any other duties as may be required by counterparts and UNDP.

Background
The assignment is with the African Peer Review Mechanism [APRM] and APRM is a voluntary self-monitoring mechanism focused on improving governance in participating countries. The APRM is the main governance programme originating from the New Partnership for Africa’s Development (NEPAD) – the socio-economic development programme of the African Union [AU]. This implies that not all Members of the AU participate in the APRM. The APRM was adopted by the Heads of State and Government Implementation Committee of NEPAD in Abuja on 9 March 2003 as an instrument voluntarily acceded to by African countries as an African governance self–monitoring mechanism.
The APRM's objective is to ensure that policies and practices of participating countries conform to the agreed governance values, codes and standards as a means of fostering political stability, economic growth, sustainable development and accelerated sub-regional and continental economic integration. Countries willing to adhere to this voluntary programme accede to by signing the Memorandum of Understanding (MOU) on the APRM. The Committee of Heads of State and Government participating in the APRM is the highest policy-making body and is referred to as the APR Forum. The APRM Panel of Eminent Persons [APR Panel] comprises is appointed by the APR Forum to oversee the mechanism on behalf of the Forum. The APR Secretariat provides support to the APR Forum APR Panel, APR Focal points and implements APR processes under the direction of the APR Panel.
A communication strategy has been designed by the Secretariat which is seeking the expertise of a Communication Consultant for its implementation.
Under the guidance and direct supervision of the Chief Executive Officer, the Communications Consultant implements the corporate communications strategy, designs, manages and facilitates the implementation of the APRM Secretariat communications and publication strategies with a view to influence the Governance agenda, to promote public and media outreach and to mobilize political and financial support for APRM.
The Communications Consultant leads the communications staff of the Secretariat and has a strong regular working relationship with the African Union and the APRM Strategic Partners. The Communications Consultant also works in close collaboration with APR Panel, APR Secretariat staff, APRM stakeholders and the Global Community ensuring successful APRM communication strategy’s implementation.

Background
UNDP, South Sudan supports the Rule of Law sector through a three pronged approach. The unit’s programme supports State building through technical institutional support to key sector institutions including the Judiciary, Ministry of Justice (MoJ), the Police and Prison Services to improve service delivery; and in seeks to increase the scope and reach of the State through infrastructure development. The programme also supports access to justice through empowerment of right holders through support to the human rights commission, civil society organizations, community led rule of law forums; and promoting access to justice and strengthening of the customary justice system.
The Judiciary of Southern Sudan became operational during the period of the Comprehensive Peace Agreement (CPA) 2005- 2011) and was inaugurated in June 2006. Today the functions and role on the Judiciary of South Sudan have been clearly recognized and spelt out in the Transitional Constitution (TCSS, 201), which came into force on the 9th July 2012 following the declaration of Independence of South Sudan. The Judiciary of South Sudan (JOSS) has the primary mandate of application and interpreting the law, adjudicating civil and criminal cases, in an independent, non discriminatory, fair and timely manner.
Like most nascent institutions of South Sudan, the Judiciary of South Sudan faces significant challenges including: case backlog and low case disposal; inadequate staffing, lack of adequate infrastructure and insufficient capacity to administer justice which has been further impacted by the introduction of a common law system as opposed to Sharia and Civil law system that prevailed per CPA era.
To accomplish its goal of providing access to justice to all without discrimination, the Judiciary seeks to ensure that judicial and administrative personnel in all courts and at all levels are competent, professional, customer service oriented, accountable and observe the highest standards of integrity and ethics based on the core values of the judiciary. In its Action Plan (2011-2014), the Judiciary strives to develop and implement effective management policies, systems and standards to improve the performance of the court system with the ultimate aim of providing an accessible forum for the impartial, efficient and fair resolution of disputes that has the confidence of the public.
UNDP support to the Judiciary is aimed at building both institutional and human resource capacity. This objective is intended to support the Judiciary of South Sudan (JoSS) to achieve its mission of laying a strong foundation for a united, peaceful and prosperous society based on justice, equality, respect for human rights and the rule of law premised on an independent judiciary, a pivotal concept for a solid, democratic Southern Sudan. UNDP South Sudan now seeks Technical Advisory support to be co-located in the Judiciary of South Sudan Ministry of Justice and to provide leadership and coordinating support to justice sector institutions through the UNDP Access to Justice and Rule of Law project. The Technical Advisor will support the Judiciary particular, and the justice sector as a whole, in collaboration with other UNDP technical advisors in the Ministry of Interior, Justice and with support from a Portfolio Manager.
Duties and Responsibilities
The Technical Advisor will be responsible for technical advisory support relating to Court management and administration and will be co-located at the Judiciary Headquarters in Juba and work in close collaboration and consultation with Judges and judicial personnel. Support the introduction of information technology and computerization of data within JOSS;
Contribute to the training of JoSS personnel on case management and administration;
Promote capacity development aimed at improving case disposal rates and reducing case backlogs sourcing a series of training and learning events.

The unit’s programme supports State building through technical institutional support to key sector institutions including the Judiciary, Ministry of Justice (MoJ), the Police and Prison Services to improve service delivery; and in seeks to increase the scope and reach of the State through infrastructure development. The programme also supports access to justice through empowerment of right holders through support to the human rights commission, civil society organizations, community led rule of law forums; and promoting access to justice and strengthening of the customary justice system.
The Judiciary of Southern Sudan became operational during the period of the Comprehensive Peace Agreement (CPA) 2005- 2011) and was inaugurated in June 2006. Today the functions and role on the Judiciary of South Sudan have been clearly recognized and spelt out in the Transitional Constitution (TCSS, 201), which came into force on the 9th July 2012 following the declaration of Independence of South Sudan. The Judiciary of South Sudan (JOSS) has the primary mandate of application and interpreting the law, adjudicating civil and criminal cases, in an independent, non discriminatory, fair and timely manner.
Like most nascent institutions of South Sudan, the Judiciary of South Sudan faces significant challenges including: case backlog and low case disposal; inadequate staffing, lack of adequate infrastructure and insufficient capacity to administer justice which has been further impacted by the introduction of a common law system as opposed to Sharia and Civil law system that prevailed per CPA era.
To accomplish its goal of providing access to justice to all without discrimination, the Judiciary seeks to ensure that judicial and administrative personnel in all courts and at all levels are competent, professional, customer service oriented, accountable and observe the highest standards of integrity and ethics based on the core values of the judiciary. In its Action Plan (2011-2014), the Judiciary strives to develop and implement effective management policies, systems and standards to improve the performance of the court system with the ultimate aim of providing an accessible forum for the impartial, efficient and fair resolution of disputes that has the confidence of the public.
UNDP support to the Judiciary is aimed at building both institutional and human resource capacity. This objective is intended to support the Judiciary of South Sudan (JoSS) to achieve its mission of laying a strong foundation for a united, peaceful and prosperous society based on justice, equality, respect for human rights and the rule of law premised on an independent judiciary, a pivotal concept for a solid, democratic Southern Sudan. UNDP South Sudan now seeks Technical Advisory support to be co-located in the Judiciary of South Sudan Ministry of Justice and to provide leadership and coordinating support to justice sector institutions through the UNDP Access to Justice and Rule of Law project. Duties and Responsibilities
The Technical Advisor will be responsible for technical advisory support relating to Court management and administration and will be co-located at the Judiciary Headquarters in Juba and work in close collaboration and consultation with Judges and judicial personnel. The Technical Advisor will report to Team Leader of the Governance and Rule of Law Unit, who will set specific tasks on achieving project results, programme direction, harmonization, linkages and coordination.

Regulation of customary courts and Traditional Authorities;
Judiciary administration and optimal design and use administrative structures and operating systems.
Building strategic partnerships and alliance:
Engage in a constructive dialogue with partners in South Sudan and the region to maximize consistency and synergy between the various support components, as informed by the priorities of the Government of South Sudan;
Maintain continuous dialogue with the Government and other key partners to provide knowledge based advisory services and to ensure proper integration and co-ordination of other related development efforts;
Support the Institutionalization of sector-wide approach to justice sector reform through the development of a national justice sector strategic plan;
Disseminate the information on best practices and be active member of the UNDP global and regional networks;
Provide professional opinions in areas of expertise through articles and papers.
Capacity development for institutional reform and development:
Assess and identify the training needs of Judges and JoSS support staff in the area of court and case management and administration;
Support the development and rollout of a standardized case filing and tracking system;
Provide technical advice on the establishment of a formal and standard court case data collection and record management system;
Support the introduction of information technology and computerization of data within JOSS;
Contribute to the training of JoSS personnel on case management and administration;
Promote capacity development aimed at improving case disposal rates and reducing case backlogs sourcing a series of training and learning events.
Support donor coordination and liaison for the justice sector:
Support the leadership of the justice sector to strengthen the joint donor coordination mechanism;
Maintain a database of donor inputs into the sector;
Support the convening of regular justice sector partnership forum;
Network and build credible working relations with JOSS, UN and donor partners.
Resource Mobilization:
Catalyze mobilization of additional cost-sharing resources from the government, donors and Regional partners to widen the support base for institutional development in the Judiciary and sector as a whole;
Develop partnerships with other individuals and organizations to ensure wide participation and sharing in development issues that UNDP is addressing, including UNDP’s most valuable resource –knowledge;
Maintain relationships between the Ministry and the donors and present a clear analysis of how their financial support has contributed to the results they requested, and promote the institutional development efforts to new donors.
Achievement of results under the Access to Justice and Rule of Law Programme:
Advise project team on the achievement of specific results of the project detailed in the Annual Work Plan;
Identify synergies between the institution specific interventions and other projects of the Access to Justice and Rule of Law programme to maximize impact and results;

Insurance

Applicants for internship must show proof of valid medical and life/accident insurance for the duty station for which they will work. It must include adequate coverage in the event of an injury or illness during the internship which:
a. requires transportation to the Home Country or Country of Residence for further treatment; or
b. results in death and requires preparation and return of the remains to the Home Country, or Country of Residence.
Subsequent Employment
The purpose of the Internship Programme is not to lead to further employment with UNDP but to complement an intern’s studies. Therefore, there should be no expectation of employment at the end of an internship.
Should an offer of employment be envisaged, a 3-month break, from the end of the internship, must be respected. Interns cannot apply for posts during the period of internship.

UNDP may accept interns providing the following conditions are met:
a. Enrolment:

a. the nominating institution, related institution or government, which may provide the required financial assistance to its students;
b. the student, who will have to obtain financing for subsistence and make his/her own arrangements for travel (including to and from the office), visas, accommodation, etc.
Insurance
UNDP accepts no responsibility for the medical and life insurance of the intern or costs arising from accidents and illness incurred during an internship. As interns are not covered under any insurance, including MAIP, they should not travel to hazardous locations in the course of their internship with UNDP.
Applicants for internship must show proof of valid medical and life/accident insurance for the duty station for which they will work. It must include adequate coverage in the event of an injury or illness during the internship which:
a. requires transportation to the Home Country or Country of Residence for further treatment; or
b. results in death and requires preparation and return of the remains to the Home Country, or Country of Residence.
Subsequent Employment
The purpose of the Internship Programme is not to lead to further employment with UNDP but to complement an intern’s studies. Therefore, there should be no expectation of employment at the end of an internship.
Should an offer of employment be envisaged, a 3-month break, from the end of the internship, must be respected. Interns cannot apply for posts during the period of internship.
Required Skills and Experience
UNDP may accept interns providing the following conditions are met:
a. Enrolment:
Enrolled in a bachelors/masters programme in a graduate school (second university degree or higher) at the time of application and during the internship (if a candidate is graduating before the internship period begins, they are no longer eligible); or
Pursuing their university/college studies, having completed at least four years of full-time studies at a university or equivalent institution towards the completion of a degree, if pursuing their studies in countries where higher education is not divided into undergraduate and graduate stages;
Not have graduated prior to the beginning of the internship.
b. Skills
Proficiency in English required. Fluency Somali or in Arabic is an asset;
Computer literate in standard software applications;
Demonstrated keen interest in the work of the UN, and of UNDP in particular, and have a personal commitment to UNDP's Statement of Purpose and to the ideals of the UN Charter; and
Demonstrated the ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.
Duration
Internship assignments vary in length according to the availability and academic requirements of the intern, as well as the needs of UNDP. However, they will normally last no less than six weeks and no more than twelve months.
Internship assignments are available on a part-time and full-time basis throughout the year, depending on the availability of meaningful assignments and the needs and capacity of offices to receive and supervise interns.

The decision to develop this tool was taken following the G20 Financial Inclusion Expert Group meeting in September 2010 in Seoul, which called for the development of country level technical and programmatic tool to help governments and countries to achieve the goal of financial inclusion for all.
This tool builds on FIPA’s experience with National Microfinance Strategies, Finmark Trust microfinance market assessment tool (Finscope) and CENFRI’s technical expertise in developing diagnostic and programmatic instruments related to financial inclusion (i.e similar tool developed on micro-insurance). It also reflects lessons learnt from the CGAP CLEAR (1) exercises and incorporate the new trends that have emerged in the field of financial inclusion and are radically transforming this field (role of technology, innovation in agent banking models, potential of linking social programmes’ (conditional) cash transfers to the development of savings accounts as a way to promote financial inclusion etc...).
Based on this diagnostic / programmatic tool, UNCDF, in partnership with FinMark Trust and Cenfri, plans to develop a global initiative / programme related to implementing this diagnostic / programmatic tool on financial inclusion in at least 15 LDCs as well as carefully selected non LDCs. Before any country selection, UNCDF will engage with the governments in potential countries to ascertain their interest in using the tool to develop a national roadmap towards financial inclusion, and will engage in a dialogue with global centers of excellence in this area, especially CGAP and AFI (Alliance for Financial Inclusion). With AFI, UNCDF will ensure that the implementation of this global programme builds upon and leverage their on-going work of advocacy and capacity building on financial inclusion, and lead to a global peer to peer learning process (including between LDCs and non LDCs) among the countries that will have used this tool to build their national financial inclusion roadmaps.

Duties and Responsibilities
The Programme Advisor will work under a matrix supervision of FIPA’s Director at UNCDF and UNCDF Head of Africa Region. He/She will work closely and in regular consultation with FIPA’s regional offices, the rest of FIPA team at Headquarters, as well as the FinMark Trust and CENFRI teams.
Key Functions:
Programmatic Quality Assurance & Portfolio Management (40%)
Manage the “MAP” pilots in four countries; finalize the description of criteria for country selection to pilot test the tool and related pipeline of LDCs as well as non LDCs countries initially considered for the global programme.
Plan for and manage the expansion phase of the MAP programming.
Finalize a global programme document (based on UNCDF format) describing how the MAP is being tested and implemented on a global basis, with a thorough analysis of the rapidly evolving context related to financial inclusion (including the revolutions of branchless and agent banking globally) and how the tool is addressing those challenges and opportunities.
Engage, in close coordination with UNCDF, FinMark Trust and Cenfri, with key stakeholders (AFI, CGAP, WB, select bilateral donors etc…)
Work on positioning of the tool within the global initiatives and players around FI (Global Partnership for Financial Inclusion, AFI and CGAP work, WP FSAPs programs etc…).

Studies have revealed that malfunctioning or closure of these schemes are due to: inadequate business management skills and entrepreneurship among staff and elected board members; poor governance in administering principles of Cooperatives; limited advocacy and communication skills, and; financial constraints which make it impossible to hire calibre staff and provision of capacity building among members and leaders.
In a bid to address the challenges alluded to above the Ministry of Commerce, Industry and Trade intends building capacity for the leaders of the Cooperatives in the country including the Ministry of Industry, Commerce and Trade, Department of Cooperative Staff.
