DESCRIPTION & REQUIREMENTS:

Position Overview:

The position is responsible for leading the end to end activities relating to
the Process and Compliance function and managing internal and external customer
inquiries. Additionally, the position is responsible for the management of the
Process and Compliance staff which includes hiring, training, assigning and
directing the work flow of the staff.

The Process and Compliance Manager is required to establish internal controls and procedures to protect the assets of the company. Other responsibilities include undertaking a detailed review of Financial processes and updating process narratives, guide discussions on the
segregation of duties, play a lead role in the review and update of role sorts documents between Business Units (BU) and Region Finance Centre(RFC), lead and report on risk based continuous Internal Audits, assessment reviews within the BU & RFC, coordinate between work-streams, liaise with key clients & Audit service providers, oversee implementation of process improvements, coordinate and build out the key performance metric structure for the RFC and build capability of the team.

Function Specific Activities:

• Legal entity scope includes all service and trade companies in Africa. This represents approximately 22 legal entities (4 Languages).
• Provide direct reports with leadership, direction and coaching to achieve work objectives and improve performance and skills - 2 associates.
• Perform management review and representation activities to attest the accuracy of financial records and compliance with accounting standards and policies
• Prepare and communicate business results and financial reporting packages to various levels of management
• Address non-routine financial/accounting issues and implement courses of action to resolve the issues.
• Establish, maintain and promote internal controls (e.g., adhere to Chart of Authority, separation of duties, ensure SOX compliance, etc.)
• Ensure all accounting entries and authorizations are in compliance with company policies and GAAP.
• Fulfill research requests and respond to internal and external inquires. 
• Continually search for continuous improvement opportunities to drive productivity, efficiency and effectiveness.
• Manage the KPI process with stakeholders, partners and clients
• Manage communication and interaction with corporate stakeholders and partners
• Meet all assigned Service Level metrics.
• Conduct periodic/ continuous risk based Audit Readiness Reviews for the RFC and BUs
• Coordinate both the Corporate Auditing Department (CAD) and External audits of the locations.
• Ensure implementation of CAD audit report recommendations and External auditor’s management comments


Requirements:
• Fluent in English language

Education:
Accounting or Finance Degree required, and additional qualifications such as CA or ACCA also required

Related Work Experience:
At 8-10 years’ work experience in progressive equivalent roles with people management experience. International experience is also preferred.

As a key member of the country Senior Management Team you will take shared responsibility for the direction and coordination of the country programme. The Director Of Programme Development and Quality in its capacity is responsible for technical support, advocacy, representation, communication, programme development and M&E with the objective of developing a high quality and responsive programme and obtaining greater impact for children in Cote d’Ivoire.

KEY AREAS OF ACCOUNTABILITY:

1.    Strategic Planning
    Lead the development of programme strategies and annual plans
    Lead the design and report of cost effective, innovative programs to realise the rights of vulnerable and marginalised children in Cote d’Ivoire.
    Ensure a participatory coordinated child rights approach is taken to proposal development and that Technical Advisers, Area Managers, Finance, HR and Operations departments participate in this process
    In conjunction with the Grants and Compliance Manager and the country leadership, design and implement fundraising strategies and project proposals to ensure that programme sectors are adequately financed, within the parameters of the Country Strategic Plan
    Develop working relationships with donor liaisons to ensuring that Save the Children is well positioned to access information on donor strategy and priorities

2.    Strategic Policy Development
    Develop and  maintain  an  overview  of  child rights issues,  key  policies  and programmes concerning children and main actors  involved  in children’s  issues  in Cote d’Ivoire
    Keep abreast with and contribute to Save the Children initiatives and global trends and wherever possible apply them in Save the Children’s programme and advocacy efforts
    Initiate research in key thematic areas and lead policy analysis at national level in key Save the Children programming sectors

3.    Provision of Technical Assistance
    Ensure provision of high quality technical assistance to all programmes and ensure integration of policy and advocacy initiatives in all aspects of programming, including partner and staff capacity building
    Ensure appropriate coordination between the technical support unit and field operations
    Ensure that Save the Children is positioned as a technical leader at national level in the sectors it works, including active participation in clusters and technical working group fora
    In coordination with Director of Programme Implementation ensure that Save the Children principles such as child rights and participation, community based approaches, good governance, non discrimination etc. are mainstreamed in programme development
    Support the Director of Programme Implementation to review and update programme approaches in the country and in line with the changing needs of children and our objectives

4.    Advocacy and Networking
    Lead the development of an advocacy plan based on the analysis of child rights in the country and with a view to position Save the Children in Cote d’Ivoire as the leading organization for children’s issues in Cote d’Ivoire. 
    Identify advocacy messages for relevant thematic areas and design strategies to influence policy decisions
    Prepare key policy briefing documents and communication materials
    Network with NGOs, INGOs, UN and policy makers and media, representing Save the Children
    Maintain strategic links with  Government  of  Cote d’Ivoire key  ministries  at national  and  state  levels,  identify  opportunities  and  ensure  Save  the Children’s participation in key activities of the national, state and local level government

5.    Knowledge Management
    Ensure learning by the country programme from relevant best practice and assessing performance regularly against agreed programme objectives and indicators 
    Ensure a strong monitoring & evaluation system is in place enabling the country programme to learn from experience and influence external policies and actors
    Support the Director of Programme Implementation in the measurement of achievement and progress toward program goals and results through the M & E system
    Lead internal and external programme/project evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary in coordination with Director of Programme Implementation

6.    Team leadership

Ensure the intentional mainstreaming of Advocacy and Children & Gender within WVSA Programmes cutting strategies.
        Contributes to the strategic and operational leadership and effectiveness of WVSA Senior Management Team by being an active team player, Programme Quality
        To ensure quality programming, innovative designs, monitoring, evaluation, reflection, learning and reporting of all WVSA’s programme interventions according to WV (including LEAP) and global standards, integrating the strategic focus areas; Health-HIV/AIDS, education, economic development. The ‘cross cutting’ strategic themes (peace building, gender, Christian commitments). And, the WV 3 mission pillars; Transformational Development, Relief and Advocacy, that leads to sustainable livelihood for children and their community Programme customer service management
        To provide customer service to and including the community, children, sponsors and donor community, to ensure sustainable transformational development (sustained wellbeing of children) of all WV SA communities. Funding programme management
        To ensure the development of new sources of funding (Governments grants, Private Public Partnerships, Private Non-sponsorships, Corporates and Foundations) and grow the existing funding sources (e.g. Sponsorship) to enhance the sustainable impact on all WVSA communities. People Leadership
        To provide leadership and support to the Project Quality Team to ensure effective management of the entire employee-life-cycle (Recruitment, Performance Management- including Coaching and Mentoring, Capacity Building, Talent Management, Employee Relations Stakeholder relationship management (internal &external):
        To develop and maintain strategic alliances, networks, and partnerships with key internal and external partners and actively pursue contact with government authorities, donor community (AUS aid; US aid; EU aid); multilaterals (UN agencies, WFP, etc); corporate partnerships; support offices (inclusive of joint learning), other National offices in the region, civil society, and other stakeholders as a means to strengthen the results of WV SA programmatic interventions .         To provide thought leadership on Organisational Effectiveness and keeping abreast of current trends by linking up with relevant research organisations to inform and benchmark best practices.

        Financial & governance:
        Lead the embodiment of WV’s core value “we are stewards” throughout WV South Africa’s programming by ensuring high standards of stewardship and accountability and compliance with the division’s budget and WV financial policies and procedures, including participation in and follow up of periodic financial and operational audits.



KNOWLEDGE, SKILLS & ABILITIES:

        REQUIRED:
        Post Graduate degree (MA/MS) in a relevant field – Management /Leadership, International Development, Social Development, Monitoring and Evaluation, or a sectoral area such as agriculture, public health, education, etc.
        10 years practical experience in national programme management and leadership – must be an effective and efficient coach of international and national staff.
        Experience in the relevant development fields – Health, HIV/AIDS, Education, Economic development, food security, WASH, disaster management, gender mainstreaming, child protection and/or advocacy,
        Experience in implementation of grant-funded and privately-funded relief and development programming.
        Experience working in other countries is an added advantage
