PURPOSE OF POSITION:
The National Director will strategically lead, develop and direct the implementation of all aspects of World Vision Lesotho Ministry as an effective member of the Partnership in line with Twin Citizenship principles to ensure high Ministry quality and high impact in the field. You will also be accountable for all of aspects of WV’s work in the country.
KEY RESPONSIBILITIES:
Represent WV to all donors, project partners, other WV Partnership offices and divisions, local government, church representatives and non-governmental organizations serving according to given Power of Attorney.
Appropriately develop national governance through identifying national lay leaders for advisory council or board membership and leading organizational transition.
Provide leadership, strategic direction and support in the development and implementation of an effective National Resource Development Strategy.
Spiritual Leadership:
Ensure that the office has a high quality Christian Commitment strategy and operations plan that is appropriate for country context;
Model a high standard of personal Christian leadership, ministry and integrity though lifestyle and work relationships, and provide spiritual guidance to staff on the Vision, Mission and WV Core Values;
Participate and lead Christian commitments through regular devotional meetings and through live, deeds and signs—regular devotions, spiritual retreats, Day of Prayer.
Ministry Performance:
Ensure high ministry quality and high impact in the field by leading in a way that the office is achieving its expected annual targets at all stages of the LEAP cycle on a sustainable basis;
Ensure full LEAP alignment of /the office/ ministry;
Ensure adequate resources are acquired and managed to meet and enable quality program implementation;
Ensure the highest standards of quality and accountability through compliance with World Vision policies and standards and international standards for emergency response, disaster mitigation, rehabilitation and development;

Ensure that a national monitoring & evaluation strategy based on technical and managerial indicators exists and is implement;

Ensure a relevant, timely and accurate flow of management and operational reports according to program objectives and standards and to meet reporting standards of the support and donor partners, the Regional and Partnership offices (as specified in the Covenant of Partnership) and local partners;
Strategy, Operating Plan and Long- and Short- Term Targets:
Ensure there is a documented office strategy, Ministry strategies and operating plans, and the latter have been derived from the office strategy and has clear, measurable short-term and long-term targets; Ensure that Ministry strategies are aligned with Regional and Partnership strategic priorities;
Ensure there are clear strategies for People and Culture, Communications and other main functions, and they are based on the office strategy and operational plan and include main priority areas identified in respective Regional and Partnership Strategy.
Facilitate and be accountable for the execution and monitoring of strategies;
Leadership and Management of the Office:
Promote WV’s Vision, Mission, Core Values and key Partnership Standards and Practices among the staff and partners and ensure these are the core foundation of /the office/ strategies and work;
Ensure capable staff are available to implement office strategy and operational plans;
Review and approve /the office/ succession plan; ensure that proper capacity is in place and succession plan is updated and executed;
Promote and participate in leadership development initiatives.
Lead and manage /the office/ team in a way that facilitates a high performance culture, open trustworthy relationships and integrity;
Promote a culture of learning and development, employee engagement and good stewardship of human capital in the office;

Advocacy and Representation:
Represent /the office/ engage and build strategic alliances with the government of the country, WV board, major donor agencies, WV Partnership, non-governmental agencies, churches and media;
Develop and implement appropriate advocacy strategies to raise awareness of- and advocate for change in- key issues within the specific context;
Lead and facilitate strategies for the promotion of justice that look for the change of unfair structures that oppress those in need;
Ensure WV is positioned as a leading NGO in promoting the well-being and rights of children within the country context to deserve public and stakeholders’ confidence and trust;
Strengthen awareness of World Vision’s program both within and outside of the WV Partnership;
Ensure that the WV brand is respected within the country and none of office operations or staff conduct harm it;
Provide leadership, strategic direction and support to the team for developing and implementing excellent donor experience and acquisition of Ministry funds; Identify new opportunities and forge alliances that lead to optimisation of all resources;
Financial Management and Financial and Operational Audit Compliance:
Ensure efficient and effective organizational practices, that result in successful financial and operational audit scores;
Ensure action planning and execution to resolve audit findings in an agreed and timely manner; Undertake appropriate reporting of audit results and actions;
Ensure strong financial compliance through timeliness and completeness of financial reports;
Ensure strong operational compliance through timeliness and completeness of program/project reports;
Provide direction for integrating private and public funds to maximize results and respond to community needs in most effective and efficient way;
Manage overall financial integrity of the program to WV Support Offices, donors, the government and other stakeholders;
Provide overall strategic leadership and initiative for identifying and securing financial resources to support the program;
Safety and Security, Disaster Mitigation and Preparedness:
Develop and maintain capacity to respond to natural and man-made emergencies;
Maintain, and regularly review security and safety plans and protocols (security manual, evacuation plan, Disaster Preparedness Plan, and risk assessments at national and ADP levels) and ensure understanding and compliance by all staff and visitors;
Oversee relief efforts, as and when they arise and work in partnership with response teams. Build in-country relief response capacity to ensure adequate disaster management and response;
Liaise with other international organizations to collect information about the security environment and, where appropriate, discuss joint responses to security threats;
Learning Centre Oversight Responsibilities:
Assure the effective execution of the Child Protection Learning Center strategy in all NOs in SAR
Oversee the integration of the LC with WVL’s key sector units and network with peer NDs for learning sharing and replication of emerging, tested models.
Compliance and Country Legal environment:
Ensure the office complies to local legal requirements and standards;
Represent WV /the office/ in courts, if required
Ensure and oversee proper mechanisms for Child Protection and other WVI Standards and Principles implementation
Governance:
Ensures that Advisory Council meets at least on quarterly basis with a purpose of evaluating the organizational progression.
Establishes the Advisory Council Capacity building plan and ensures that it is in line with WVI Core Documents.
Lead processes to develop national office governance from advisory status to governing board.
National Resource Development:
Explore opportunities and facilitate National Resource Development plan;
Develop and implement an effective National Resource Development strategy and implementation plan to generate funds locally;
Implement long term and short term programs that create new opportunities for acquisition, retention and transformation of diverse set of donors;
Influence donors using creative approaches to motivate them to get involved in support of /office/ Ministry;
In line with twin citizenship principle contribute to the Partnership with locally generated funds.
KNOWLEDGE, SKILLS & ABILITIES:
Required:
Bachelor's degree or equivalent experience in management or social sciences
Degree in International Development is a plus
At least 3 year experience in overseeing large Government grant, its acquisition and donor engagement
Experience in Advocacy, national advocacy strategy development and leading campaigns
Experience and/or understanding of Matrix management.
Ability to present persuasively to Board, Senior Management Team, staff, donors, NGO’s, government officials, community leaders and other stakeholders
Understanding of Board mandate
Ability to effectively engage with Church, NGOs, Corporate sector and other key players in support of WV Mission and Vision, enthusing them to be involved.
Proven Decision making skills;

Good knowledge of financial management and accounting principles; All Government Grants have got satisfactory evaluation from Donors
Experience in one of major Ministries (Relief, Development, Advocacy), close familiarity with other two.

PURPOSE OF POSITION:
The Child Protection emergency response Manager will lead the child protection response within Upper Nile region in South Sudan. This will include responsibilities for managing child protection in emergencies response in Upper Nile working with children affected by conflict and children on the move. The Child Protection Manager will support psychosocial support programming in IDP transit sites and host communities as well as supporting the implementation of standard operations procedures for Family Tracing and Reunification. The Child protection Manager should ensure that all aspects of work are undertaken in accordance with World Visions Policies and appropriate working relationships are developed with the Ministry of Social Development, international and national NGOs and other relevant authorities and organizations. This post is anticipated for a period of 12 months, with potential for extending or shortening that is dependent on funding.
KEY RESPONSIBILITIES:
Project management
Implement the objectives of a UNICEF-funded emergency Child Protection project – including Family Tracing and Reunification, Psychosocial support through child friendly spaces and interactive peer activities and capacity building of government partners and community based structures in child protection.
Ensure the timely delivery of a quality project (ensuring effective reporting mechanisms are developed and are operational, regular monitoring occurs against log frame, individual work plans are developed and performance management is undertaken).
In conjunction with the Child Protection Advisor (Juba) adjust project strategy and operational and management plans as context changes (as required).
Recruit, train and manage national staff members, providing mentoring, personal development plans and capacity building opportunities.
Manage, in conjunction with the Finance & Grants Manager, the project expenditure requesting for amendments where needed.
Ensure appropriate monitoring and evaluation systems are in place, support staff in all monitoring processes and provide regular reports on progress.
Support the development and follow up of a case management system working with unaccompanied and separated children, and other vulnerable children and investigating possible options of alternative care where needed
Partnership management
Maintain working partnerships with the Ministry of Social Development to continue support with basic training of social workers and case management systems
Build and maintain partnership with International and National NGOs in child protection in emergencies
Where appropriate and possible, initiate new partnerships with local NGOs, CSOs and community volunteers for the continuation of CFS activities.
Coordination and advocacy
Represent World Vision and take a proactive role in the Child Protection sub cluster, and take a leading role to strengthen a child protection system.
Ensure interventions are developed in partnership with authorities and other key stakeholders, including local partners (where present) and aim to establish/strengthen processes and mechanisms at state, county, payam and boma levels.
Promote the participation of children in all aspects of the response where possible and appropriate.
Contribute case studies and stories to the communications department, as needed.
Ensure that project interventions continue to be informed by and integrated with other core sectors of education, health, livelihoods, WASH and Food Aid
Technical
Keep abreast of good practices and also policy developments within the sector and other closely related themes – both within World Vision and the international policy arena.
Actively promote technical learning and contribute to the development of effective tools that will enhance the quality and integration of programming throughout the team, organization and sector.
Ensure that the project is implemented in accordance with recognized international standards.
KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:
At least two years international experience in relief and rehabilitation programmes, including experience of child focused programming within a disaster or conflict or post conflict context
University degree in community development, social work or other relevant degree

Experience in operations research and health system strengthening shall be an added advantage.

Overall Responsibilities
The Capacity Building Specialist works closely with technical staff on the conceptualization, development, implementation, and evaluation of coaching, mentoring, and training programs and activities (e.g. Training-of-Trainer programs, pre-service and in-service curriculum development, etc.) in line with the overall health systems strengthening strategy.
The ideal candidate will have specific expertise in one or more of the following areas: institutional capacity building; pre- and in-service training; leadership and management development; and human resources for health. Experience in Mozambique in the following areas is desired: health governance; health finance; monitoring and evaluation; and health planning, budgeting, and reporting.
Qualifications
Master’s Degree (or equivalent) in Public Administration, Public Health or related field is required.
At least five (5) years of public health experience in institutional capacity building, pre- or in-service training, and/or leadership and management development. Relevant experience in Mozambique is required.
Prior experience and success managing similar or larger international donor-funded projects. Demonstrated strategic planning and visioning skills.
Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects.
Proven record of aligning diverse, multi-level teams with project mission and vision.
Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, CAs, and donor organizations.
Demonstrated strategic ability, diplomacy, conflict management, team building, supervisory, written and oral communication, and negotiation skills.
Strong written and oral presentation skills in English, and fluency/proficiency in Portuguese is required. Willingness to locate in Maputo and to travel within Mozambique required.

Overall Responsibilities
The Capacity Building Advisor will work in a team lead by a the Capacity
Building Director to provide integrated technical assistance for the capacity
building of CSO and government partners to be more programmatic,
institutional and financially sustainable by strengthening their institutional systems for improved HIV/AIDS services delivery.
S/he will be required to have specialized training and experience in one of the program areas mentioned above and should be familiar with PEPFAR and HIV/AIDS service delivery in Southern Africa. Good knowledge of the expectations and demands of USAID and other international donor agencies will be an added advantage. S/he
is expected to have strong facilitation skills and be able to work with, train and provide technical assistance staff of partner organizations. S/he will work under the supervision of the Capacity Building Director but will be expected to
work closely in a team and with other colleagues on the project.
Specific Responsibilities
Design and lead interventions that are directly related to their
specialized areas of Project Management and Governance.
Implementing technical assistance in a manner that leads to adoption and sustainable use of tools and approaches by building client awareness of current gaps, achieving
buy-in on the viability and need for appropriate tools or approaches, and
training client staff on the use of these tools or approaches.
Building and managing professional relationships with key stakeholders, and providing reliable, high-quality follow through on all obligations to clients and other parties.
Bringing pending needs for contracted work or short term technical assistance to the attention of the Capacity Building Director in a timely manner.
Providing support to Capacity Building Director and other staff on integrating clients’ needs for institutional capacity building into project work plans and budget projections.
Drafting internal reports and/or communications as needed.
Making the Capacity Building Director aware of opportunities to expand the project’s impact through new client engagement.
Qualifications
1) Degree in Public Health, Social Sciences, Business, Finance, Organizational Development or other related field, plus minimum of 2 years relevant capacity building experience, or Bachelors degree with minimum of 4 years relevant experience, preferably in HIV/AIDS interventions in the Southern African
region.
2) Ability to work as a member of a team, and to contribute to developing a new project in a dynamic environment.
3) Proven programmatic, technical, and interpersonal skills to collaborate effectively with professional colleagues in a broad range of indigenous governmental organizations and NGOs.
4) Strong interpersonal, verbal and written communications, teamwork and partnering abilities.
5) Demonstrated computer skills in MS Office Suite applications, including Word, Excel, and PowerPoint.
6) Superior facilitation, presentation and interpersonal skills with demonstrated success in promoting multi-organizational collaboration
7) Fluency in English required
Background Information
With funding from the USAID Regional HIV/AIDS Program (RHAP), Management Sciences for Health (MSH) implements the Building Local Capacity for Delivery of HIV Services in Southern Africa Project (BLC). The project assists governments and civil society organizations in the region to strengthen their technical and leadership capacity to deliver quality, accessible and sustainable HIV and AIDS services to the people.
The BLC project currently operates from the regional office in Pretoria, South Africa and country operations in Angola, Botswana, Lesotho, Namibia, and Swaziland, implementing a portfolio of projects clustered around four focus areas; capacity building, HIV prevention, care and support for orphans and vulnerable children and provision of community based care.
