Job Title:Chief of Party, Uganda (1013)
Kampala, Uganda - Samaritan's Purse is seeking a qualified individual to lead and manage a Title II funded Development Food Assistance Program (formerly MYAP). This person will have oversight and managerial responsibility over all aspects of this multi-year and multi-agency program. S/he will be responsible for overall program implementation and staff development. The Chief of Party will provide direct oversight and leadership for the program. This position is contingent upon funding.
RESPONSIBILITIES:
• Provide overall strategy and vision for the DFAP while meeting program goals and objectives and recommending program priorities
• Closely monitor program implementation and strategy
• Coordinate and share information with the Country Director to ensure project targets and donor obligations are being met
• Ensure all project funds are spent in accordance with donor rules and regulations. Work with the Country Director to forecast expenditure surpluses and deficits to enable adjustments to be made to the program in a timely fashion
• Manage the recruitment and training of program staff and build capacity and teamwork
• Support all efforts toward accountability to beneficiaries and to international standards guiding development work
• Liaise with relevant community representatives, donors, and local government
• Attend devotions and participate in prayer support for the ministry, its donors and volunteers
• Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public
• Frequent travel from Kampala to Karamoja, to Kenya (Nairobi and Mombasa), and to the US is required
• Manage all national and international staff related to the program (number of staff to be determined)
• Responsible for the overall direction, coordination, and evaluation of this multi-year program
• Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws
• Interview, hire, and train employees
• Plan, design, and direct work; appraise performance; reward and discipline employees; address complaints and resolve problems.
QUALIFICATIONS:
• Master’s degree in international development, economic development or other related field is preferred•
• One year of college-level Biblical studies is preferred
• Experience managing development programs in post-conflict/conflict and/or pastoralist areas required
• A minimum of 5+ years of related relief and development experience
• Prior experience in managing multi-year development programs and project management related to agriculture, water and sanitation, community mobilization, commodities and pipeline grants, or Food/Cash-for-Work is strongly desired
• Extensive proven knowledge in program management, specifically previous Title II and DFAP experience
• Desire to help lead people to knowledge of Jesus Christ that transforms desperate situations
• Commitment to the Samaritan’s Purse statement of faith, and experience in working with cross-cultural and cross-denominational Christians

Job Title:Advisor, Monitoring and Evaluation (1120)
International - Monitoring and Evaluation (M&E) systems and processes require definition, discipline and training. The Program Development Unit (PDU) Advisor for Monitoring and Evaluation will provide clarity, definition and system synchronism across all Samaritan’s Purse (SP) field office locations. The individual serving as the Advisor for Monitoring and Evaluation will work closely with the Program Management Advisor, Regional Directors, Country Directors, and Program Managers as well as within the Program Development Division (PDD) in general. The M&E Advisor will seek to establish meetings with key implementers in the critical start-up phase of programs to ensure the best possible chance of success. Along with the Technical Advisors, this person will promote the best practices of the organization both internally, by capturing the critical lessons learned as well as externally, by writing and presenting programming results to the international community.
The location of where this position will be based is still to be determined.
RESPONSIBILITIES:
• Provide Monitoring and Evaluation training and mentoring on-site for SP Country Directors, and their Program Management/M+E staff;
• As a basic step in program development s/he will provide guidance in the design of program monitoring and evaluation strategies specific to each project while using the tools developed in the Program Management Guidelines.
• Train and/or participate in rapid or baseline-assessments which serve as a basis for validation of outcomes of all program activities.
• Be available to assist/advise/support field offices in conducting project evaluations on a project to project basis to ensure maximum impact.
• Assist offices in developing data entry, storage and analysis templates to assist with M+E.
• Be available to advise on statistical analysis of project data and conduct advanced analysis when required.
• In coordination with the Technical Advisors, write reports for publication and present impact results of SP programs at international conferences, educational institutions and in other venues.
• Stay current in M+E approaches, with the ability to provide clarity on all donor approaches as well as the continually changing codes within the international community.
• Follow policies and procedures of Samaritan’s Purse as set forth in the Policy and Procedure Manual.
• Attend daily morning devotions and participate in prayer support for the ministry, its donors and volunteers.
• Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public.
• Position requires moderate international travel.
SUPERVISORY RESPONSIBILITIES:

QUALIFICATIONS:

Job Title:Logistician, Mabaan, South Sudan (1148)
Mabaan, South Sudan - South Sudan - The Logistician is responsible to oversee and manage logistics, staff security, and to design and implement systems for procurement, importation, and transport of emergency relief commodities. When appropriate, this position will provide support for the field operations of food distribution and emergency relief by Samaritan’s Purse (SP) in South Sudan. In addition the Logistician may serve as an accountant for the assigned project.
RESPONSIBILITIES:
• Design, implement and maintain an effective system of procurement, transportation, and storage of all project and office relief and support materials and commodities
• Act as a focal point for logistical requests from the team, implementing and safeguarding SP field procurement system
• Develop and implement reliable and appropriate processes for orderly, effective and safe distribution of relief items in the field, helping to manage the distribution
• Assist the Area Coordinator with decision making related to field operations
• Assist in maintenance and improving the project logistic systems, vehicles, radio/electrical and other equipment

Flight Coordinator Job Vacancy at Samaritan Purse International Relief South Sudan
Job Title:Flight Coordinator, South Sudan (1072)
Juba, South Sudan - The Flight Coordinator will be responsible for overall coordination and management of all flights in South Sudan and supporting flight operations. This position will support and train area logistics managers in implementing existing air cargo activities while also providing monitoring and evaluation tools to assess progress against agreed objectives. The Flight Coordinator will also identify areas and opportunities for improving cost effectiveness of all flights.
This role will be responsible for regular program reporting to the Senior Operations Manager and must ensure effective coordination of flight activities with the relevant area logistics managers. This position will be based in Juba but may travel up to 20% of the time to Samaritan’s Purse (SP) field sites.
RESPONSIBILITIES:
• Know what is required to ensure an airstrip is acceptable for landing in South Sudan.
• Ensure that any airstrip maintenance is done in a timely manner to ensure operations are not halted due to bad maintenance and so they will be ready for rainy season conditions.
• Be familiar with airstrips, fuelling regulations, and fuelling contracts in South Sudan.
• Improve SP flight coordination capacity; research what it would take to put up flight operations for SP in South Sudan.
• Be the main focal point for liaising with area logistics managers for flight movement needs, scheduling of flights, invoicing to joiners, and internal cost allocation between project budgets when any one flight stops at more than one project’s location.
• Continuously ensure that flight operations are only used when absolutely necessary, maintaining a high cost effectiveness standard by always making an evaluation between transport options (i.e. road or plane).
• Be the main liaison for exemption for all flight cargo crossing into Sudan from Nairobi.
• Establish clear strategy and direction for flight coordination with all organizations SP charters with in South Sudan.
• Ensure effective budget management at field level, including correct coding of expenses and adherence to SP’s financial management guidelines.
• Make periodic visits to SP field sites to provide field staff support, address programmatic challenges, and explore potential program possibilities for flight coordination.
• Make weekly financial forecasts for flight expenditures across the different programs in South Sudan.
• Submit monthly reports to the Senior Operations Manager including progress against objectives, activity summary, issues faced, impact stories and photos.
QUALIFICATIONS:
• Bachelor’s degree from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.

• Technical flight knowledge in terms of: payloads and how it is impacted with rotation lengths to different airstrips.

Job Title:Emergency Nutrition Coordinator, South Sudan (1139)
Doro/Mabaan - Samaritan’s Purse has been responding to the refugee crisis in Upper Nile State, South Sudan since September 2011. Our programming currently includes the Doro/Mabaan transit camp for Nuban refugees and contains projects in Nutrition, Health and Food Distribution. Upper Nile State is a fascinating and challenging place to work with insecurity, austere field locations and basic accommodations.
The Emergency Nutrition Coordinator is a key member of the Nutrition team and fully participates in key decision making for the program. The primary function is to supervise, provide leadership and overall day to day management of all nutrition programming at the Field level. Additional function includes participation in nutrition interventions, develop necessary contacts and relationships, lead the development of strategies, and manage existing programs and resources. This position will provide day to day supervision, management and training to a team of nutrition staff at the field level.
RESPONSIBILITIES:
• Oversee all programmatic aspects of the Nutrition Program and ensure that all nutrition projects are implemented to the highest standards.
• Ensure that reporting to Area Coordinator, NGO partners and WFP is done on a timely and regular basis and that the quality of reports meets the funding partners’ expectations and standards.
• Ensure that the relationships with all local health partners is cordial, that regular communication is maintained, and that partners receive adequate support, capacity strengthening, program oversight, and fully comply with program and resource management standards.

Juba, South Sudan - Samaritan's Purse (SP) has been working full time in South Sudan since 1997. During the war, the main office was located in Nairobi, Kenya. As of July 2011, Juba is the country office while Nairobi will provide logistical and financial support.
The Deputy Country Director (DCD) is responsible to assist the Country Director (CD) in activities that promote the success of field programs and staff development. Management responsibilities include
government and donor relations, program design and implementation, grants, budgets, daily field operations, and field staff support.
RESPONSIBILITIES:
• Work with the CD to create and articulate a clear vision and strategy for SP in the field.
• Perform field assessments, identify needs, and design appropriate response programs in coordination with the CD and area Program Managers (PM).
• Make periodic visits to SP field sites to provide field staff support, address programmatic challenges, and explore potential program possibilities.
• Assist in writing proposals, creating budgets, and planning new activities.

• Monitor financial accountability, and ensure systems are in place to monitor accountability
• Provide professional representation for SP with government officials, dignitaries, other Non-Governmental Organizations (NGOs) and visitors as requested.

• Assist the CD in monitoring potential and present emergencies and keeping SP informed of events, including crisis response.

As directed by the Country Director, the DCD manages employees in various areas. The DCD is directly responsible for the overall direction, coordination, and evaluation of the programs staff. The DCD supervises all field managers in the absence of the CD; responsibilities will include orienting new staff; planning, assigning, and directing work of key managers ; appraising performance; addressing complaints and resolving problems.

Job Title:Senior Programs Manager, Mozambique (1084)
Maputo, Mozambique - Samaritan’s Purse (SP) began operations in Mozambique in 2000, responding to floods in Gaza Province. Since then SP has expanded its work to seven districts in Gaza Province and six districts in Inhambane Province. SP implements its community-based programs through a team of over 200 full-time staff and 5,000 community volunteers.
SP’s primary areas of intervention are food and economic security, water and sanitation, health and nutrition, orphans and vulnerable children, and ministry. In addition, SP specializes in providing rapid and effective disaster relief.
The Senior Programs Manager is responsible for the overall leadership, direction, and oversight of programs in Mozambique. The Senior Programs Manager must ensure that all program designs and outputs align with Samaritan’s Purse’s strategy, donor standards, and local laws. RESPONSIBILITIES:
Work with the CD to create and articulate a clear vision and strategy for SP in Mozambique.
Coordinate all projects in Mozambique in close communication with the CD.
Oversee all aspects of ongoing programs:
• Work directly with the program managers to address programmatic challenges
• Adjust implementation strategies as necessary for successful program outputs
• Ensure each program is contributing a significant impact through monitoring and evaluation
Produce timely and accurate program reports:
• Weekly and monthly program reports submitted to the Country Director
• Review quarterly and final reports for external donors
Develop new program concepts to address the needs in Mozambique:
• Coordinate assessments and gather information
• Prioritize high need areas and sectors
• Assist with new program proposals and budget writing
Ensure program operations are functional:
• Prioritize needs for resource sharing with SP assets
• Ensure accountable and efficient systems are in place
• Approve international purchase requests
• Audit procurement systems, pricing, and inventory on a monthly basis
Monitor financial risk, reporting, and program budgets:
• Work with the Finance Manager to produce funds requests and spending forecasts
• Approve funding requests and payments
• Review program activity reports to ensure proper expense allocation
• Conduct surprise cash counts
Facilitate good community relations by establishing and maintaining positive relationships with church leaders, Government officials, the UN, and non government organizations:
• Ensure that SP is accepted by the community
• Attend relevant meetings
• Coordinate with Government, NGO’s and UN agencies to avoid overlap and identify programming gaps
With a generous and serving spirit perform all other tasks and responsibilities assigned for the benefit of Samaritan’s Purse.
Maintain a Christian witness to the communities.
SUPERVISORY RESPONSIBILITIES:
• As directed by the Country Director, manages employees in various areas. Is responsible for the overall direction, coordination, and evaluation of staff in these areas. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities will include training, planning, assigning, and directing work of national staff; appraising performance; addressing complaints and resolving problems.
QUALIFICATIONS:

• Bachelor’s degree; or 3 to 4 years of related experience and/or training; or equivalent combination of education and experience.
• One year of college-level Biblical studies is preferred

The Africa Health, Nutrition, and Population Unit (AFTHE) is seeking a Senior Health Specialist/Economist to be part of the health team. The position will be based in Juba South Sudan and the candidate will report to the Sector Manager, East and Southern Africa. Working in the world’s newest country and participating in the building of a health care system represents a wonderful challenge. Although the health care system in South Sudan is confronting severe constraints, the country can learn from experience elsewhere and boldly leapfrog past less innovative systems. The overall responsibility of the Senior Health Specialist / Economist is to support the core operational work of the World Bank’s Human Development Team, and oversee the HNP portfolio in South Sudan as well as provide support to other HD task teams. The successful candidate will have an opportunity to help the Government take on its stewardship role through: crowding in financial and human resources, actively managing the activities in the health sector, and increasing the focus on results by systematically tracking health sector performance. She/he is expected to lead project implementation and provide the government with expert advice in the areas of health system strengthening, health financing, disease control, nutrition, and maternal and child health. The candidate will also guide the Bank’s policy dialogue and business development in South Sudan. Ability to work on both analytic and operational tasks is desired as well as demonstrated capacity to listen and dialogue with the client and counterparts. She/he will work closely with the Country Management Unit and will support operational and analytical work and provide input into Country Assistance Strategy development and implementation. AFTHE is one of three sector groupings in the Human Development Department of the Africa Region. The HNP sector grouping will led by two sector managers. The countries belonging to the East and Southern Africa Region in Sub-Saharan Africa are in various stages of economic and social development, ranging from very poor post-conflict countries to middle income countries. The Bank supports them with a wide range of instruments and services, including investment and budget support operations, economic and sector work and other Technical Assistance, and helps ensure that large grant funding from vertical programs (such as the Global Fund, GAVI Alliance, Presidential Malaria Initiative, etc.) and bilateral donors is well integrated into health systems to achieve results. The Bank would also use its unique multi-sector capacity and macro-economic focus to improve impact and sustainability at country-level.
Duties and Accountabilities
The Senior Health Specialist/Economist will: • Lead the health policy dialogue with the government focusing on key issues including: ensuring the government has the tools to steward the sector, addressing the results agenda, enhancing innovation (such as results based financing) and ensuring innovations are rigorously evaluated, addressing the serious health care financing issues the country faces, ensuring complete coverage of the country with basic services, and helping solve the serious human resource constraints the MOH faces, including at central level, etc. • Lead the implementation of the proposed health operation in South Sudan and contribute to the design, preparation, and implementation of health projects and operations (both lending and non-lending) in a manner that leads to high quality products with a strong focus on results. Given the lack of progress since the comprehensive peace agreement on the coverage of services like immunization, ITN use etc. the selected candidate will have to be passionate about improving health sector performance; • Help design and manage impact evaluations, develop technical assistance and analytical work to meet the demands of the client, and strengthen the evidence basis for policy more generally; • Work closely with cross-sectoral teams responsible for the preparation and implementation of country programs; • Represent the health team in the CMU and help with cross-sectoral tasks by ensuring coordination of inputs and consistency of approach to key CMU and multi-sectoral products; • Keep abreast of recent developments in the health sector world-wide, and on cross-cutting issues affecting the performance of the health sector, such as HIV/AIDS, governance, decentralization, fiscal considerations and public sector reform; and • Provide technical inputs and support to regional activities as needed.
Selection Criteria
The incumbent must have the following qualifications: • Advanced degree with a specialization in health system management, health financing, international health, health policy and management and/or public health or health economics and a minimum of 8 years of relevant experience. • Extensive experience in post-conflict or fragile situations providing advice on health systems and health-related policy. An ability to adapt to challenging living conditions. • Demonstrated capacity to carry out in-depth analytical work including impact evaluation. • Experience from a cross disciplinary perspective with health systems-related issues in developing countries including M&E, health care financing, public health, human resources for health, public sector management, etc. • Experience working in the public sector, such as a Ministry of Finance, Ministry of Health or Ministry of Planning is a definite plus. • Ability to shape a policy debate by listening to diverse views, integrating ideas, building a consensus, and communicating to constituencies inside and outside the Bank. • Ability to work in teams and across organizational boundaries, respecting the views of others. • Ability to deliver high-quality policy and analytic products within tight deadlines. • Excellent written and spoken communications skills in both French and English. Portuguese would be an advantage. • Strong diplomatic and interpersonal skills are a requirement for this position.
