Situated in the North, it is rather isolated from the rest of the region and receives little attention from the regional capital Jijiga. Shinile zone is composed of 7 districts or so called woredas: Aysha, Hadigala, Shinile, Afdem, Erer Miesso and Dembel. Oxfan GB has been active in the 5 first of the above mentioned area. The population, estimated at 360,000- 470,000 people, is mainly Issa Somali and their limited contact with other parts of the region restricts mobility and amplifies the effects of droughts. Livestock forms the main backbone of the economy of this community which is mainly pastoralist (75%). The scarcity of natural resources and the remoteness of the area, linked with other factors including above-average staple food prices contribute to a high vulnerability of Shinile households in terms of access to water and food security. As the area has been facing consecutive severe droughts (2008, 2011), several emergency interventions have been implemented by INGO including OGB. The activities implemented are designed to have a quick impact on the population to respond to their immediate needs. The most significant types of intervention have been water trucking, with in February 2012, 55,000 persons dependent on OGB water trucking for access to water; or Cash for work with in Feb 2012, 7,400 HH engaged in OGB CFW activities. Emergencies in this area are a cyclical phenomena with either a severe drought every 2 -3 years and/or every year, some pockets in the region experiencing varied degrees of water/ fodder scarcity. Despite longer terms projects implemented in the area by both NGO and government, the humanitarian interventions are recurrent. The approaches adopted by the different agencies are different and coordination shows space for improvement. To support the GoL in the achievement of priorities and outcomes described in the PRS and UNDAF, the Liberia Peace building Programme was formulated. The programme builds on the Peace Building Commission’s (PBC) Priority Plan for Liberia which was concluded on 26 January 2011. The LPP is divided into two sections, which are strategically linked. Component 1 focuses on joint justice and security programming, while Component 2 focuses on national reconciliation programming. Component 1 is the key component, given that Social Security Reform and Rule of Law are fundamental to enabling UNMIL transition and fundamental to helping Liberia address the challenges it faces today. This component represents a Joint Justice and Security Programme between the Government of Liberia and the UN with a core outcome to enhance access to justice and security at regional and county level in preparation for UNMIL transition. The Justice and Security Joint Programme (JSJP) proposes a catalytic initiative to enhance access to justice and security at the regional and county levels with the development of five regional justice and security hubs, in addition to the provision of justice and security services that are urgently required. In terms of resources, the estimated financial requirements to implement the UNDAF AP amount to approximately $2.6 billion, of which around $0.9 billion constitutes available resources. The remaining $1.7 billion will be mobilized both by individual agencies and through a comprehensive joint resource mobilization strategy. The current gap of $ 1.7 billion includes financial estimates for both development and humanitarian interventions. The joint resource mobilization strategy will only cover the financial requirements for the development interventions. The Ethiopia One UN Fund was established in January 2011, as an inclusive mechanism, that would allow the pooling of financial support. An important component of making the UN a more effective and efficient organization is to have one financial framework, such as the One UN Fund, in place. The One Fund, a single joint donor financing instrument for non-core resources, would reduce transaction costs both for the UN and for the Government of Ethiopia, as it would allow for joint mobilization and tracking of resources. A single financial framework could add value by reducing overlap and duplication, and ensure that the programmatic initiatives of the UNDAF Action Plan are adequately financed through predictable sources channelled through the One UN Fund. The Resource Mobilization Strategy will answer the following key questions: * The UNCT need in terms of resources for the UNDAF (2012-15) * UNCT expectations to mobilise in terms of resources (core and non-core funding). * Traditional and new sources of funding are available to cover the resource gap. * Identify potential donors should be targeted for each Pillar, Outcome and Joint Programmes. The development of the Resource Mobilisation Strategy would include three phases. Background The UNCT in Ethiopia is striving to enhance the coherence, effectiveness and efficiency of its country-level operations. To this end, the UN in Ethiopia has just finalized the UNDAF 2012-2015 and the UNDAF Action Plan (UNDAF AP 2012-2015), one common, coherent operational plan for all UN funds, programmes and agencies in Ethiopia for the coming four years, covering both development and humanitarian response interventions. The Action Plan defines responsibility for the delivery of a set of strategic key actions that will jointly contribute to shared results (output level); and shows how those results will be tracked. In terms of resources, the estimated financial requirements to implement the UNDAF AP amount to approximately $2.6 billion, of which around $0.9 billion constitutes available resources. The remaining $1.7 billion will be mobilized both by individual agencies and through a comprehensive joint resource mobilization strategy. The current gap of $ 1.7 billion includes financial estimates for both development and humanitarian interventions. The joint resource mobilization strategy will only cover the financial requirements for the development interventions. The Ethiopia One UN Fund was established in January 2011, as an inclusive mechanism, that would allow the pooling of financial support. An important component of making the UN a more effective and efficient organization is to have one financial framework, such as the One UN Fund, in place. The One Fund, a single joint donor financing instrument for non-core resources, would reduce transaction costs both for the UN and for the Government of Ethiopia, as it would allow for joint mobilization and tracking of resources. A single financial framework could add value by reducing overlap and duplication, and ensure that the programmatic initiatives of the UNDAF Action Plan are adequately financed through predictable sources channelled through the One UN Fund. * The Resource Mobilization Strategy will answer the following key questions: * What does the UNCT need in terms of resources for the UNDAF (2012-15) * What can the UNCT expect to mobilise in terms of resources (core and non-core funding); * What traditional/new sources of funding are available to cover the resource gap; * What potential donors should be targeted for each Pillar, Outcome and Joint Programmes? The development of the Resource Mobilisation Strategy would include three phases. The first two phases will include preparatory, fact-finding missions and analysis, to generate awareness of the past and current national fundraising environment and Agency-specific considerations that need to be taken into account when developing a resource mobilisation strategy. The third phase will focus on the actual recommendations for resource mobilisation. Duties and Responsibilities Methodology The methodology will involve both desk work and face-to-face interviews with key stakeholders in Ethiopia. Support to the consultant will be provided by the RC Office and the consultant will also work closely with the Heads of Agency-level Task Team on resource mobilization, lead by the UN Resident Coordinator. The assignment will not require the consultant to travel outside of Addis Ababa or Ethiopia. The methodology used to develop the resource mobilization strategy will entail the following three phases, which should be reflected in the report presented to the UNCT at the end of the engagement: Phase 1: Research and analysis of the current resource gap and past fundraising experience * Analyze past funding strategies and spending volumes by the UN System and their results. * Percentage of past non-core funded and support by agency/UNDAF pillars (successes & gaps). * Look at contribution management experience. * Review what type of funding the various UN Agencies receive from their Headquarters in support of country level activities (central ‘core’ allocations, thematic funding, and other cost-sharing arrangements at HQ level). This will summarize how and when funding decisions are made at HQ in support of country-level activities. * Review and clarify existence of absorption and management capacity and lessons learned * Analyze the current resource gap in UNDAF 2012-2015 by Pillars, Outcomes and Outputs to identify critical gaps and provide an overview of (non-core) funding requirements * Determine the proportion of resources required to fund humanitarian actions and those required for development interventions. * Develop a breakdown per year of funding requirements for the entire UNDAF period Phase 2: Analysis of current local and regional fundraising environment and future needs * Look at specific circumstances (opportunities and threats) and how they may affect resource mobilization efforts. * Identify new funding possibilities/opportunities. * Mapping of traditional and nontraditional funders (foundations, private sector, etc..) * which will clarify opportunities - identify “window of opportunities” and catalytic resource leveraging. Prioritize the potential funders for each pillar, outcome, and/or Joint programmes according to their areas of development priorities. Determine priority funding needs. * Plan for pursuing new donors (traditional and non-traditional) and obtaining new funding from existing sources for new areas. Explore possible funding opportunities through the existing Trust Funds within and outside of the UN. Phase 3: Based on the research and analysis undertaken in the previous t phases, Development of the strategy on resource mobilization which will include: * Clear objectives for fundraising, methods, tactics and focus (bilateral, private sector, Civil Society, Government etc). * Clear methodology for a phased approach for how the UNCT/Government can jointly mobilise resources for the current UNDAF. * A concise comparative analysis of total ODA in Ethiopia compared to the UN’s financial contribution. This will include an analysis of the overall development / humanitarian assistance strategies of each of the potential donors and non traditional funders for Ethiopia. * An extensive overview of non-core (“Other”) sources of funding for UN activities in Ethiopia. The overview will include: * Multilateral and bilateral cost-sharing arrangements with donors in support of specific projects. * Current and emerging donor priorities. This will include a summary of the donors’ decision making procedures for the allocation of funds for UN activities at the country-level, and the degree of decentralization of decision-making (local level, Headquarters). * Thematic funds or other budgetary-type support funds available. * Availability of funding for humanitarian support vs. development activities. * An overview of the financial funding gaps in support of UN development / Humanitarian activities in Ethiopia, as defined in the UNDAF 2012-2015, with particular focus on the Joint Programmes.
