SECTION B - BACKGROUND
This is a unique opportunity to work at the cutting edge of humanitarian assistance in a complex, conflict affected environment, contributing to poverty reduction in Africa’s newest country. South Sudan is an extremely challenging place to work – it faces high levels of poverty, extremely limited government capacity, very poor infrastructure, an exceptionally broad ethnic mix, major unresolved political and economic issues with the Republic of Sudan, and complex internal political dynamics. South Sudan became an independent country on 9 July 2011, following a referendum result in favour of secession from the Republic of Sudan. Two decades of civil war followed by an uneasy peace set the background for independence. The relationship with Sudan is still defining the humanitarian context: border closures have increased the prices of essential goods and fuel, the ongoing crisis in Abyei, and the conflicts in Southern Kordofan and Blue Nile State all affect the humanitarian needs in South Sudan. Furthermore, the South is beset by internal conflicts, reflecting both the activity of Rebel Military Groups, the Lord’s Resistance Army and intra and inter-communal conflicts: January-September 2011 saw 3000 deaths and over 300,000 people displaced. South Sudan also suffers from high levels of humanitarian needs related to flooding and food insecurity, with 21% of the population food insecure, despite a good harvest in 2010 and good indications for 2011. Institutions in the South are in their very early stages of development and state capacity to deliver humanitarian assistance is currently low. There is a capable humanitarian community and a strong Humanitarian Coordinator, but with limited capacity nonetheless to address the full extent of humanitarian needs across the emerging country. DFID programme: DFID’s programme in South Sudan will be one of the largest in Africa over the next four years, at over

£90m annually. DFID South Sudan has developed an Operational Plan that includes a rapid and ambitious expansion of programming in food security, health and education, a continued focus on governance and security, and humanitarian assistance to meet basic needs. In 2011, DFID’s humanitarian assistance in Sudan and South Sudan has mainly been delivered via the Common Humanitarian Fund (CHF), to which DFID contributed a total of £50m in 2011. The funds were for both North and South. In addition, DFID financed 10% of ICRC’s budget for both North and South (£5.5m) in 2011. Since Independence the UN Humanitarian Country Team has split in two and a decision has been made to establish a CHF in South Sudan given the context and current needs. Discussions are ongoing on the future shape of the South Sudan CHF. Humanitarian assistance is a crucial part of DFID’s programme in South Sudan. During the protracted civil war and through the period of the Comprehensive Peace Agreement, much basic service delivery and food security support has been through the humanitarian system. The UK is now working to ensure that humanitarian aid is not used to substitute for state-led and or transitional activities. Over time, and with UK support, state institutions will ‘crowd out’ relief actors from front line delivery, and will themselves become sufficiently resilient to address the humanitarian impact of shocks and stresses on communities. In this respect, DFID’s humanitarian resilience and state-building objectives are mutually supportive. And in practical terms, where basic service delivery by the state fails, needs-based humanitarian aid will address the acutest unmet need. UK humanitarian aid must be principled and conflict-sensitive in order to achieve this complementarily. DFID South Sudan is committed to increasing impact on gender equality and women’s empowerment and addressing social exclusion across all of its programmes.
SECTION C – JOB ROLE
Key Responsibilities
DFID is likely to be the lead donor to the South Sudan CHF and the adviser’s primary role will be to provide advice to DFID, and other CHF donors, to help shape the development and implementation of the CHF as a strong mechanism for effective, efficient and well coordinated used of humanitarian resources. The Adviser will need to engage with a range of cross cutting issues including: Providing advice to DFID and engaging with the international humanitarian community to support a gradual transition from humanitarian to development programming, while retaining the flexibility to respond to urgent humanitarian needs. Providing advice to DFID and engaging with the international humanitarian community to ensure that humanitarian assistance in South Sudan integrates best practice on humanitarian system reforms, resilience, gender, climate change and conflict sensitivity. Promoting stronger analysis and lesson learning in humanitarian programming in South Sudan. Helping the broader DFID Office and British Embassy to understand and engage with humanitarian issues, including through contributions on policy and results, learning and development, DFID and Embassy meetings, contributing to diplomatic reporting etc. Responsibilities: Engage with the humanitarian system, with a particular focus on the development and implementation of the new Common Humanitarian Fund for South Sudan, to ensure that the humanitarian system is able to respond to needs quickly, effectively and efficiently. Monitor the performance of the UN humanitarian system, with a particular focus on the the CAP, the CHF, OCHA and the Humanitarian Coordinator, and report on results achieved or expected via the CHF. Monitor the performance of other humanitarian actors including International and local NGOs supported by CHF Engage with the humanitarian system, and in particular the CHF and CHF

donors, to shape thinking on how to take forward the transition from humanitarian assistance while retaining the flexibility to respond to urgent needs as they arise. Engage with the humanitarian system, and in particular the CHF and CHF donors, to ensure that humanitarian assistance works to proactively build the resilience of communities, and that it integrates other key cross cutting concerns including gender, climate change and conflict sensitivity. Coordinate with humanitarian actors and represent DFID at interagency coordination meetings such as the Humanitarian Country Team (HCT) meeting, the Humanitarian Co-ordination Forum (HCF), cluster meetings and other fora. Oversee other humanitarian actors, such as ICRC and RedR provided with bilateral funding outside the CHF. Work closely with the DFID C1 Programme Assistant to develop her knowledge of humanitarian aid policy and strategy generally and in South Sudan in particular. Closely monitor and advise DFID and FCO colleagues on the humanitarian, conflict and returnee situation in South Sudan, keeping abreast of developments in Abyei, Southern Kordofan and Blue Nile, in coordination with the Republic of Sudan (RoS) Humanitarian Adviser (HA). Work closely with the RoS Humanitarian Adviser in developing response, advocacy and contingency plans. Provide humanitarian information, reporting and updates on developments in the humanitarian situation to all UK, DFID, FCO and external entities, as required. Assist DFID to design and develop appropriate business cases for high quality humanitarian programming in South Sudan, and contribute to the design of development business cases ensuring sight of humanitarian concerns and relevant cross-cutting issues, such as conflict potential, resilience, gender, and climate change are taken into account. SECTION D – PERSON SPECIFICATION
Skills and experience
This post is suitable for an experienced humanitarian adviser with a strong track record in similarly challenging posts. The post-holder will need to show evidence of strong/outstanding skills and/or performance in most of the following: Understanding and influencing the UN Humanitarian system, and ideally the development and implementation of Common Humanitarian Funding (CHF) mechanisms. Managing humanitarian programming in a complex conflict affected environment, including designing interventions that are conflict sensitive and that contribute to broader community resilience. Experience of influencing the humanitarian community to help shape engagement by government, donors, and implementing partners. Demonstrating collegiate team working with programme colleagues and other advisers.

Background
The Department for International Development (DFID) leads the UK Government’s fight against global poverty. DFID works in partnership with national governments, other development partners, civil society and the private sector to achieve the UN Millennium Development Goals.
Tanzania is one of DFID’s largest country programmes in Africa, with an annual aid framework of £160m (approx Tsh 390 Billion) per annum. A significant percentage of the DFID Tanzania programme is provided as General Budget Support (GBS) to assist the Government in implementation of its National Strategy for Growth and the Reduction of Poverty (more popularly known as the MKUKUTA). This assistance is complemented by programmes to increase domestic accountability, tackle corruption, improve public financial management and improve the availability and quality of basic services (health, education and water). There is also a growing portfolio of projects working with the private sector to support growth in the country.
DFID is just starting to provide financial contribution directly to the water sector, with funds channelled through the Water sector basket for rural water supply and sanitation. There will also be significant support to water sector NGOs to improve accountability. There will be strong links to other work that DFID will be doing around equity between and within districts, and improving the predictability and reliability of the way that funds are transferred to districts and managed.
DFID Tanzania is a friendly, well equipped and positioned office. You will be a member of the MDG team which focuses on improving access and quality of basic services in education health and water. The team comprises three administrative staff, three locally engaged advisers, working on education, water and social policy, and two expatriate advisers – the team leader and education adviser. In addition to work on water, the team has projects supporting rural water and sanitation, food fortification, family planning and the provision of insecticide treated bednets
Overall Objective
Reporting to the Social Policy Adviser, the Water and Sanitation Adviser will lead DFID’s engagement in the water sector and monitor and review investment and activity around water and sanitation.
Job Description
The Water and Sanitation Adviser will lead discussion with government, other donors and civil society. This will involve active engagement in water sector dialogue structures, and more activity with the prime ministers office, that manages implementation at district level, and other parts of government. S/he will have overall responsibility in the management of water sector support programme.
Working with Wateraid and the civil society forum s/he will ensure:
that the financial management of the programme continues to improve and offer better value for money
adherence to policies and guidelines - with particular emphasis on enhancing equity and value for money
improvements in implementation capacity
adoption of innovation and other evidence based solutions that improve efficiency and cost effectiveness
minimisation of fiduciary risk
The Water and Sanitation Adviser will also:
Work on the cross cutting issues that affect services quality such as Public Financial Management and anti corruption and domestic and parliamentary accountability
Provide specific support to the Government on meeting the challenges in the rural subsector of sustainability, improving sanitation outcomes and building LGA capacity
Monitor activity and results form the government and civil society components of the project
Be a part of the DFID water and sanitation network and comply with corporate reporting requirements and requests for information as appropriate.
Liaise with the infrastructure adviser and growth team who will lead on water resource management where appropriate, ensuring that there is consistency in our approach and messaging with work on water supply
Contribute to donor harmonisation around water and aid effectiveness by maintaining / strengthening relations will all bilateral and multilateral colleagues,
Develop and maintain a broad network of contacts who have an interest in the education sector – within the different arms of government and non governmental actors
Work on the cross cutting issues that affect services quality such as Public Financial Management and anti corruption and domestic and parliamentary accountability
In taking this agenda forward, the Water and Sanitation Adviser will be able to access assistance from an infrastructure adviser, public financial management adviser, social policy adviser and the MDG team leader.

Education is the largest sector. Most resources go through government systems, but DFID has an increasing number of projects and support to civil society organisations and the private sector. There is scope to have real impact on the quality of education, learning outcomes and life chances of millions of Tanzanians.
The focus of our work in education will be improving the learning outcomes in basic education. This will involve policy dialogue and financial support to government, work with civil society on cash on delivery and accountability and a large project focusing on quality improvement and enhancing girls access and learning outcomes. The team is also overseeing the procurement and distribution of books and desks with BAe monies.
You will be a member of the MDG team which focuses on improving access and quality of basic services in education health and water. Background
The Department for International Development (DFID) leads the UK Government’s fight against global poverty. DFID works in partnership with national governments, other development partners, civil society and the private sector to achieve the UN Millennium Development Goals.
Tanzania is one of DFID’s largest country programmes in Africa, with an annual aid framework of £160 m (approx Tsh 390 Billion) per annum. A significant percentage of the DFID Tanzania programme is provided as General Budget Support (GBS) to assist the Government in implementation of its National Strategy for Growth and the Reduction of Poverty (more popularly known as the MKUKUTA). This assistance is complemented by programmes to increase domestic accountability, tackle corruption, improve public financial management and improve the availability and quality of national statistics on development and poverty.
Education is the largest sector. Most resources go through government systems, but DFID has an increasing number of projects and support to civil society organisations and the private sector. There is scope to have real impact on the quality of education, learning outcomes and life chances of millions of Tanzanians.
The focus of our work in education will be improving the learning outcomes in basic education. This will involve policy dialogue and financial support to government, work with civil society on cash on delivery and accountability and a large project focusing on quality improvement and enhancing girls access and learning outcomes. The team is also overseeing the procurement and distribution of books and desks with BAe monies.
You will be a member of the MDG team which focuses on improving access and quality of basic services in education health and water. The team comprises three administrative staff, three locally engaged advisers, working on education water and social policy, and two expatriate advisers – the team leader and a senior education adviser. In addition to work on education the team has projects supporting rural water and sanitation, food fortification, family planning and the provision of insecticide treated bednets
Overall Objective
Reporting to the Senior Education Adviser, the Education Adviser will contribute to education policy dialogue with government (Ministry of Education, Prime Minister’s Office, Regional and Local Government administrations and parliamentarians), civil society and other stake holders around improving education outcomes. S/he will be responsible for managing, monitoring and reviewing one of DFID’s education programmes
Job Description
The job holder will be the assistant adviser for the education sector. S/he will lead discussion with government and other donors on education policy As DFID moves to sector budget support (in addition to General Budget Support) we plan to increase the focus on learning outcomes and service delivery at district level This will involve active engagement in education sector dialogue, and more activity with the prime ministers office, that manages implementation at district level, and other parts of government.
The job holder will:
Lead the initiation and implementation management and monitoring of large projects to improve education quality and girls education.
Contribute to donor harmonisation around education services delivery financing and aid effectiveness by maintaining / strengthening relations will all bilateral and multilateral colleagues.
Develop and maintain a broad network of contacts who have an interest in the education sector – within the different arms of government and non governmental actors.
Work on the cross cutting issues that affect services quality such as Public Financial Management and anti corruption and domestic and parliamentary accountability
Skills and Qualifications
The post-holder will need to be able to demonstrate:
An in depth knowledge of the education sector in Tanzania and an ability to translate political and cultural complexities to international advisers
In depth knowledge of the issues that impact upon access and quality in basic education (primary and early secondary)
Proven experience in design, delivery and/or evaluation of education programmes and/or policy initiatives with national/local government
Knowledge of the governance and financial issues that underpin the education system in Tanzania (decentralisation etc)
An understanding of monitoring and evaluation, the importance of results
Demonstrated ability to work and interact with senior officials
An interest in improving efficiency and value for money
Good team working and flexibility to assist with cross cutting issues and ideas.
Excellent communication, presentation and influencing skills in English and Kiswahili with high level IT skills.
