Programme Manager Job Vacancy at Comesa Zambia

Job Title: PROGRAMME MANAGER P4 (1 post)
Purpose of the job
This post has a particular emphasis on ensuring that the aims and objectives of the Climate Change Initiative are attained through successful co-ordination and implementation of detailed programmed activities as well as ensuring that the reporting and other contractual requirements of the grants are met in a timely manner.
Specific Tasks:
a) Overall coordination and implementation of all activities of the COMESA Climate Change Initiative;
b) Ensuring timely preparation of work plans and budgets for the Initiative with clear indicators and benchmarks;
c) Coordinating timely preparation of quality reports on all implementation, audit, monitoring and evaluation activities
d) Coordinating and facilitating the preparation of project accounts and financial reports;
e) Ensuring that programme activities and processes comply with set procedures, rules and regulations and highest governance standards
f) Preparation of terms of reference and supervision of experts and sub-contractors needed for the successful implementation of the Initiative;
g) Follow-up requests and provide feedback to member states and other stakeholders as required;
h) Ensuring effective communication with Donors and compliance with grant agreements

Qualification
University degree and a post-graduate qualification at masters level in a subject relevant Climate Change, Sciences, economics or social sciences.
Experience
(i) Minimum 10 years of proven professional experience in senior-management capacity in the area of project management, planning, strategy development, policy analysis in either the private or public sector.
(ii) At least 5 years in multi-disciplinary development assistance programme or project management in a regional/international environment;
(iii) Practical experience in EU-ACP cooperation would be an added advantage.
5. GENDER AND CLIMATE CHANGE EXPERT - P3 (1 post)
Purpose of the job: to ensure practical and results-oriented mainstreaming of gender perspectives into all aspects of the COMESA Climate Change Programme
Specific tasks
a) Ensure effective institutionalization of gender in all programme activities and compliance with the decisions of Ministers responsible for Gender and Women’s Affairs on climate change issues.
b) Research, assess and document the impact of the programme on the livelihoods of the vulnerable women, children, youths, PLWA, etc.
c) Facilitate the mainstreaming of gender and climate change into related programme elements implemented by other divisions, units and projects of COMESA
d) Facilitate capacity building of negotiators on gender and climate change issues.
e) Promote gender balanced representation in climate change negotiations and national climate change processes funded by the programme.
f) Compile a database of international, regional and national gender sensitive and climate-smart institutions
g) Prepare and organize gender and climate change sensitization advocacy and publicity materials and events.
h) Undertake any other duties to enhance the effective and efficient implementation of the job.

To strengthen COMESA’s partnership with other RECs and donor community and enhancing the role of technical co-operation in regional co-operation and integration through a programme approach.
KEY TASKS
Under the guidance and general supervision of the Secretary General, the incumbent performs the following duties:-
(1) Maintains ongoing dialogue and cooperation with the international donor community and cooperating partners with a view to getting support and mobilising resources for COMESA programmes by:
(a) Studying the mandate, areas of interest and experience of donors;
(b) Conducting regular consultations with donors;
(c) Following up implementation of projects regularly;
(d) Organizing visits by COMESA to donor organizations and vice-versa;
(e) Negotiating with donors to ensure maximum participation of COMESA in regional initiatives and regional funding of projects;

(a) Assisting project preparation at the COMESA Secretariat to ensure consistency, and complementarity between projects/programmes;
(b) Following up and monitoring implementation of projects, analysing difficulties, and recommending solutions;

(e) Studying the ways and means by which the Secretariat could be self financing;

(3) Establishes and enhances close cooperation with the African Economic Community, other regional economic communities, intergovernmental organisations and specialized agencies with a view to rationalizing and harmonizing their activities and thereby facilitating regional integration by:

(b) Conducting regular consultations;
(c) Sharing responsibilities and supporting one another ;
(d) Working as a member of OAU Committee of Officials;
(e) Preparing progress reports and attending meetings;
(f) Negotiating, reviewing and revising cooperation agreements to reflect current realities;
(g) Exchanging and sharing of experiences and information;
(h) Taking common positions and approaching donors jointly.
(4) Assists member States in negotiating multilateral agreements and in taking common positions on matters of common concern by:
(a) Acquiring in depth knowledge of the issues under discussion;
(b) Analyzing the issue and its impact on member States;
(c) Providing technical assistance to the member States during negotiation;
(d) Providing forum for member States to make advance preparation.
(5) Designs and manages a programme of technical co-operation and advisory services to member States to enhance regional economic co-operation by:
(a) Undertaking regular reviews of technical co-operation requirements at the sub-regional level;
(b) Preparing and implementing integrated projects;

(c) Co-ordinating with Ministry on regular basis to keep it informed of developments and to facilitate implementation of COMESA programmes.

FACTORS
DECISION MAKING
Decision is made on the adequacy and quality of project submitted to donors. Wrong decision will undermine COMESA, will not bear fruit. Programmes of COMESA will suffer.
CONSEQUENCE OF ERROR
COMESA could spend its time and resources dealing with wrong partners and the programmes of COMESA could suffer form lack of donor support. Relations with donors and co-operating partners could get sore and be difficult to mend.
EDUCATION
At least a Master’s Degree in economics, management, law, sociology or international relations from an internationally recognised university.
EXPERIENCE
A minimum of 8 years experience at the national or international level with proven skills of negotiations and resources mobilisation. Knowledge of the COMESA region is desirable.
LANGUAGES:
Fluency in English, French or Arabic – working knowledge of the other is an advantage.

TASKS
