The position is located in Kampala, and is implemented in collaboration with the World Bank with Bilal Zia, from the World Bank Finance and Private Sector Development Unit, as principal investigator.

Project Description:

The project studies the network effects in small, informal businesses that operate in the outskirts of Kampala via a randomized control trial methodology. The study aims at understanding the knowledge transfer and information sharing within small businesses networks, identifying and comparing transfers of observable technical skills with spillovers of unobservable business /financial management knowledge. For this purpose, the project evaluates a technical and business skills training program among around 700 workshop owners and their workers implemented with the support of the World Bank and the Ugandan Government.

The responsibilities of the Project Associate will include, but not be limited to, the following:

Developing and piloting the survey instruments,
Training and managing a survey teams that conduct surveys among business owners, workers, and household members.
Planning, organizing and reporting on surveys in the field,
Managing the project data from collection to cleaned datasets,
Tracking expenses and adhering to the project budget,
Writing regular progress reports,
Working closely with the principal investigator and the local partners running the program to ensure study protocols are followed.

Innovations for Poverty Action seeks qualified applicants for the position of Project Associate to assist on research testing different ways to deliver cash transfers with HIV/AIDS patients in Uganda.The Project Associate will work closely with academic researchers to conduct a randomized evaluation of cash transfers in a network of HIV/AIDS clinics in Uganda beginning in June 2012. The Principal Investigators for this project are Dean Karlan, Achyuta Adhvaryu, and Pamela Jakiela, from Yale University and the University of Maryland at College Park.

Project Description:

With the success of increased anti-retroviral (ARV) distribution throughout Africa, HIV positive individuals are now living longer, healthier lives. Consequently, policy is shifting to focus on improving long-term livelihoods for this oftentimes stigmatized population. One way to do so is through cash transfers. Unconditional cash transfers are being implemented across a variety of development projects as a way to help households pay down debt, invest in income generating activities, smooth consumption, and/or overcome shocks. Instead of simply measuring the returns to capital from these transfers, we will be testing how the various delivery methods of grants affect the way the money is spent and the impact on livelihoods.

Can we change the way grants are used and the returns to capital through different delivery methods? Do people react differently to receiving money in public versus private settings? What social pressures keep individuals from spending money effectively? Can discussing a grant before receiving it help people to anticipate temptation and spend their money better?

The responsibilities of the Project Associate will include, but not be limited to, the following:

Developing and piloting the survey instruments,
Overseeing a small pilot of the various grant delivery methods, and conducting in-depth qualitative interviews with this group,
Coordinating with the partner organization for implementation of cash drops,
Managing the field teams that will conduct a baseline survey of 2,000 HIV/AIDS patients,
Managing the project data from collection in clinics to delivery of a final, cleaned baseline dataset,
Tracking expenses and adhering to the project budget,
Contributing to funding applications as needed,
Writing regular progress reports and a final baseline report,
Working closely with NGO partners running the program to ensure study protocols are followed.

Current research projects in Zambia draw on behavioral economics and sociology in their designs, and include research on the optimal way to distribute health products, understanding male preferences in family planning choices, and technology adoption in both health and agriculture.

Job Description:

The Country Director manages the research activities of the IPA Zambia office in the following ways:
Initiate and manage the development of new research proposals including both the technical design as well as identifying and applying for funding support.
Contribute to research design of projects, with particular emphasis on tailoring research to the local context. Ensure compliance with research design and communicate closely with PIs.
Manage relationships with current and potential IPA partner organizations in the implementation of interventions whose effect we are researching.
Disseminate results via local and international presentations, reports, and publications.
Manage a team of Project Associates/Coordinators, whose responsibilities include project design and implementation, data collection, data management and analysis, and reports.
Liaise with US-based and local Principal Investigators and IPA headquarters.

IPA works with development partners and academic researchers to create and evaluate approaches to solving development problems, to communicate what works and does not work in development and to scale up successful projects in a variety of fields, including microfinance, agriculture, education, health and governance.

The Ghana Country Director provides a unique opportunity to oversee and direct cutting-edge research and to work with academics from top universities, including University of Ghana, Harvard, Yale, Oxford, MIT and UCLA. The Ghana Country Director will oversee multiple impact evaluations that use a randomized controlled trial (RCT) approach in a range of sectors, including agriculture, rural finance and savings, small and medium size enterprises, health, education and others. The Ghana Country director will also manage a team of more than 40 local and international staff, oversee all country office operations, lead strategic planning and project development for the country office, oversee capacity building of local staff and partners, and lead the dissemination of results to local practitioners and policy makers. The position provides the opportunity to guide the research program in Ghana, spend significant time in the field, direct in-county operations and manage relationships with key players in development organizations, donors, academia, and governments. The Country Director will also contribute to IPA’s continued expansion by initiating new partnerships and projects in Ghana.

The position requires close interaction with academic researchers, donors, local government agencies, and other NGOs. The Ghana Country Director also provides ongoing oversight of all project and office operations, including finance and human resource systems, data collection, in-house data entry, and a short-term staff payroll of up to 250 individuals at any given time.

Description:

The Ghana Country Director will oversee the research activities of the IPA Ghana field office in the following ways:

Develop and implement a country office vision and strategic plan, in line with IPA’s mission.

Develop new relationships in order for the country office to maximize its impact
