The Information Technology & Systems (IT&S)/Orange Business Services Applications Systems is responsible for delivering systems (around 110 systems) to support Orange Business Services business including the Operation Support Systems (e.g. Customer Relation Management, Service Fulfillment or Service Assurance systems) and the Business Support Systems (e.g. Sales, Billing, Human Resources or Finance systems).

The Central Application Support (CAS) team is part of the IT Service Management (ITSM) function, which is the last link of the Orange business services Application Systems delivery chain. The World Bank is looking for a Financial Management Specialist (FMS) who is a professional accountant (CPA, CA or equivalent), with a relevant bachelors degree in accounting, business, finance or economics, and at least 5 years of relevant experience in financial management (FM). Public sector experience would be an advantage. The FMS will report to the Regional Financial Management Manager (RFMM) who is part of the core team Africa Region Quality and Knowledge Services Team in Washington, DC. The FMS will work from the World Bank Country Offices in Malawi, and assist in all financial management (FM) aspects related to the World Bank’s operations. The FMS will perform as a member of the various Task Teams of the World Bank financed projects, and in addition lead special purpose initiatives. Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year renewable term appointment.
Duties and Accountabilities
The FMS is expected to assume the following duties and responsibilities: •Assess the adequacy of the Borrower’s project financial management systems and their ability to manage and monitor World Bank financed projects. This includes budgeting, policies and procedures, internal controls, accounting, financial reporting and auditing; •Carry out supervision work to ensure that projects financial management systems are functioning appropriately, including the review of periodic interim financial reports; •Assess the selection and engagement of auditors, ensuring their suitability including their independence, and competence to perform; and ensure that the borrower provides auditors with all the relevant information (including Terms of Reference and Bank requirements) necessary to carry out their engagement; •Review audited financial statements received, monitor the Borrower's compliance with financial covenants including audit compliance, ensure adequate communication with the Borrower and the project implementing agencies with respect to audits and advise as appropriate; •Provide advice and support to Borrower and the World Bank Task Teams on matters affecting financial management; •Provide financial management guidance for the development of technical assistance programs and evaluate and monitor their implementation; •Provide guidance and advice to borrowers and Bank staff on capacity building in projects and with public sector accountability institutions; •Assess the financial and operational viability of implementing entities (e.g. with respect to revenue earning entities), and to advise on the design and use of financial performance covenants; •Monitor implementation of the agreed action plans for the Country Financial Accountability Assessments (CFAA), and provide technical advice to the Government in the implementation of reform actions; •Complete/update country financial management strategy; and •As requested by the RFMM, undertake other FM activities, as appropriate.
Selection Criteria
The FMS should be a professional accountant (CPA, CA or equivalent) with preferably a Masters degree in accounting, business, finance or economics, and a minimum of 5 years of post-qualification experience in financial management. Also, the ideal candidates should have: •Knowledge of International Accounting Standards and International Standards on Auditing; •Experience and in-depth familiarity with public sector financial management (desirable); •Experience with internal audit and internal control systems and procedures (including familiarity with COSO), with the ability to assess such systems and recommend remedial action where necessary; •A good understanding of the review of financial statements including statements which link financial to non-financial information; •Experience in auditing, including assessing audit competence, and to the ability to analyze the impact of qualified audit reports and matters arising from management letters; •Understanding of management information systems and the application of new information technologies; •Capacity to function as a member of multi-disciplinary team, search for common ground, and where appropriate recommend decisive actions; •Ability to communicate effectively, in writing and orally, in English and to negotiate substantive and difficult issues with senior government officials; and •Demonstrated ability to deal with complex analytical and strategic work; process coordination; and interpersonal skills with the ability to work independently with the clients The FMS should be willing to travel frequently.

The Southern Africa Department 1 (AFCS1) is a dynamic Country Management Unit (CMU) which covers five countries in Southern Africa: Lesotho, Botswana, Namibia, South Africa and Swaziland. The Country Director is based in Pretoria, South Africa. She is supported by a Country Program Coordinator and a Senior Operations Officer based in Washington, a Country Manager based in Gaborone, one Senior Country Officer, two Senior Operations Officers and several operational support staff. Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year renewable term appointment.
Duties and Accountabilities
The Team Assistant will be based in Pretoria and shall operate under the overall guidance of the Senior Executive Assistant. He/she shall provide administrative and operational support to Senior Operations Officer, Senior Country Officer, Senior Communications Officer and Operations Analyst, as well as provide additional support to the Country Director under the supervision of the Senior Executive Assistant. The job implies frequent interaction with other VP units, other institutional units, staff in other locations (locally and internationally), government officials, consultants and external organizations. Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year renewable term appointment. Responsibilities (includes but not limited to): •Provide administrative support to the office and on operational projects, ensure effective follow through on actions with government and with Task Team Leaders (TTLs). •Draft standard letters, memos, faxes etc conforming to the organizational’s regional standards, using proper grammar, punctuation and style. •Provide primary assistance in the implementation of the unit's work program, including some specialized support in a specific area(s), e.g. task management, procurement, database management, information technology, editorial assistance, etc. •Perform analytical tasks as may be requested by TTLs from time to time. •Provide assistance in formatting and editing large documents. •Identify and resolve diverse issues/problems as they arise, which often requires interpretation of existing procedures and processes and independently determining the appropriate application. •Collect and input data provided by TTLs into the central database, including processing new project status reports. •Tracking and reporting on appropriate aspects of the team’s operational activities. •Enhance work organization and effectiveness. Exercise quality enhancement function for project and other documents by ensuring adherence to departmental, VPU and institutional guidelines. •Attend meetings, draft minutes and ensure timely clearance and distribution. •Maintain coordination with the rest of the Country Management Unit (CMU) in Gaborone, Maseru, Windhoek, Mbabane and Washington offices. •Use word processing or desktop publishing skills to type complex text, reports, figures, graphs, etc., according to standard Bank formats and distribution. •Assist in preparation and logistical planning for various events such as visits by high level Bank visiting missions, conferences, seminars and workshops. •Respond to internal and external queries from external and internal clients and, as necessary, and/or ensure routing to appropriate staff to handle. •Maintain / update current distribution lists, phone/address lists of project/product contacts, and distribute documents to relevant task team. •Maintain up-to-date work unit project and other files. •Serve as a back-up to other staff and Team/Program Assistants on project and administrative tasks. Essential Specialized Skills/Knowledge/Competencies •Proficiency in using advanced functions of Bank standard computer applications and adaptability to use state-of-the-art software. •Knowledge of standard office equipment (e.g. computers, photocopy, fax machines, etc.) •Understanding of basic file/record systems. •Proficient English skills (verbal and written) including ability to draft routine correspondence and edit materials using proper grammar, punctuations and style. •Committed team player with demonstrated inter-personal skills and ability to interact and work effectively in a multi-cultural environment. •Willingness to seek assistance from more experienced staff and learn from them. •Ability to deliver high-quality work under pressure. •Ability to follow through on team priorities in the absence of the team leader and respond to requests for information. •Effective time management and organizational skills. •Ability to pass relevant Bank Group tests in place at time of recruitment, as required.
