Task Complexity:

Key Tasks:

• Issue RFQ’s, check quotes against contract pricing and issue works authorisations (WA’s) to EIA and LA contractors.

• Apply for all new Greenfield site build Civil Aviation Authority Permission, as per requirements – thus understanding of site plans and technical site plans is required to ensure effective submission of applications. Ensure relationships are managed between CAA and MTN.
• Financial management of invoices and quotes for EIA and LA contractors, as well as any other professional contractor required from a property perspective.
• Assist landlords with their lease payment queries, and ensure that the queries are resolved.
• Assist consultants with payment queries and ensure resolution is supplied timeously.

Supervisory / Leadership / Managerial Tasks:
• Ensure that quotes and invoices are received from region to be processed for payment or purchase orders
• Management of the Property Control function – which ensures that the correct permits are attached to the projects, as well as Lease Agreements are accurate and submitted to finance
• Management of Civil Aviation approvals, end to end by submitting and ensuring the regions supply correct information. Ensuring that applications are processed timeously and following up with the Authority to ensure that MTN receives these documents as soon as possible.

Role Dependencies:

• Regional Property negotiators are to submit permit quotations and invoices for EIA/LA consultants for processing
• Ensuring regions confirm which sites require CAA approvals and understanding of site plans
• Ensuring and understanding of obtaining the required permits as may be prescribed by Law and understanding when required and managing this responsibility to ensure speedily release of projects for site builds for Network Group.

We are looking for an expert in protection referral systems who is passionately interested in grass-root experiences of service provision in the Democratic Republic of Congo


Background

The role

Reporting to the Protection Coordinator, you will develop the programme's approach to referral. You will talk to communities to better understand their motivation behind "case management", and what good practices they have developed around this. You will look in more remote areas, such as Haute Uele and Fizi where there are very limited referral services, at what local support mechanisms are in place, and how we can reinforce these. Where there are referral services, you will suggest ways communities can increasingly self-refer. You will train staff and partner staff to design an appropriate approach for different areas with community members, developing tools for a diagnostic; you will coach them as they train communities as appropriate, and develop simple methodology for assessing the quality of services. You will document lessons learnt and work closely with Oxfam GB's global advisor to feed into Oxfam GB policy and wider lessons learnt and good practice.

About the role

As a key member of the policy team, you will provide an overview of key issues on which Oxfam is engaged, relaying information and supporting analysis as necessary. The role will cover a diverse portfolio of subjects with focus on Oxfam's key programme areas in South Sudan; Water, Sanitation & Health, Food Security and Livelihoods and Emergency Response across both development and emergency contexts. Oxfam is an International NGO working with others to find lasting solutions to poverty and suffering in Tanzania and more than 80 other countries worldwide. In Tanzania Oxfam is working in Shinyanga, Dodoma, Morogoro, Tanga, manyara and Arusha to implement three change goals that have been identified in the country strategy for 2010/2015, namely Economic Justice - Rural Livelihoods (including smallholder, pastoralist and women's livelihoods), Gender Justice - equality for women and Social Justice centred in active citizenship and effective governance for quality essential services.

We are currently looking for a dynamic and knowledgeable Economic Justice Programme Manager to enhance the impact of our work in Tanzania.


The role

Reporting to Programme Coordinator Economic Justice, you will provide overall effective leadership, development and management of all aspects of the Shinyanga Economic Justice programme and staff for high quality programme delivery and visibility of Economic Justice Programme. Lead in building effective and focused partnership and team - based relationships with staff, partners and leaders at all levels and contribute to the leadership of work at district level and national level. Lead the Shinyanga team to translate and communicate local policy and advocacy issues into national and global campaign programme designs and facilitate linkage with national advocacy organisations and networks. Ensure strategic planning of projects in the economic justice programme and coordinate development of project work plans to se integration of gender, social and economic justice plans. Plan and coordinate Monitoring, Evaluation, Accountability and learning activities and events based on the Economic Justice logic model and indicators. Ensure mainstreaming of HIV/AIDS and gender into the programme's work. Regularly monitor the drought and food security situation in the district and collaborate with the programme coordinator to ensure timely assessment an appropriate response to emergencies. Ensure systems in place and programme staff adhere to policies, regulations, procedures and systems according to Oxfam standards.


The person

A candidate envisaged for this role will have a degree level of education in social science or natural science. Strong project cycle, project coordination and project management skills and extensive practical experience in management and complex programmes. Knowledge of a programme sector such as agriculture, water, livelihood and vulnerability, gender etc gained through experience and/or qualifications. Analytical and strategic thinking and planning skills. Understanding of participatory development approaches and understanding of gender issues and actively committed to gender equity and mainstreaming. General administration, procurement and asset management, effective human resource allocation, creative and strategic thinking skills. Strong financial management and control skills. Sensitive to cultural differences and the ability to work in a wide variety of cultural contexts. Excellent team work skills and the ability to build relations both internally and externally. Excellent oral and written communication in English including the ability to write clear reports and proposals.

The role

Reporting to Funding Coordinator, You will be responsible for ensuring programmes maintain a high standard of budget and financial control, compliance to funding agreement, efficient grant management and sub grantees management. Prepare periodic financial and donor reports for all restricted contracts. Assess and monitor partner's management's framework, providing programme and partner support on finance related matters including partner training on donor reporting and reporting requirements.


The person

A candidate envisaged for this role will hold a relevant advanced level degree with not less than three years experience in the relevant field, well versed in the project management and experience in donor financial management. Qualified accountant, preferably with experience in nongovernmental organisation with the ability to support programme and partners in appreciating the importance of financial standards, procedures and controls. Ability to provide financial specialised support in relation to the effective attainment of programme objectives and work with contract managers in the compilation of quality financial reports for a range of donor. Strong knowledge and experience of donor financial reporting requirements in particular with EC, DFID, UN and SIDA. Proven knowledge and experience of computerised systems, preferably with accounting packages. An understanding of gender and diversity considerations within key areas of responsibilities and commitment to address inequalities in the work place. High level of numeracy, accuracy and analytical skills, planning, initiative and attention to details.

The role

As a key member of the Regional Leadership Team and Regional Management team; You will manage and support Country Directors ensuring that programme quality is of organisational standards. Work with and on behalf of the Regional Director, to plan, design, and deliver the Region's programme objectives. Provide leadership to large humanitarian response programmes, deputising for the Regional Director in cases of declared CAT2 or CAT1 emergencies (major humanitarian Catastrophes, which are designated as level 2 or Level 1, where number of impacted people is more than circa 200,000). Manage programme in concert with Oxfam International, playing a key role in the implementation of Oxfam International Single Management Structure (OI SMS) process. Support the implementation of Oxfam's Strategic Change Objectives and Aims within HECA, and to specifically lead on the implementation strategies for Aim 4 (the Right to Be Heard), and Aim 5 (the Right to Gender Justice).

The Person

You will have:

Extensive and proven strategic and programme management skills and experience within the context of an integrated humanitarian, development, and campaigns/ policy work, preferably within the context of the Horn, East, and Central Africa region.
Strong experience in leading and/or managing large humanitarian responses within complex contexts.
Broad set of management experiences and skills (financial, people, donor, technical competences), preferably gained through senior country leadership, or senior regional management experiences.
Previous, senior experience in working to combat poverty and suffering highly desirable, in at least two different countries.

The person

A candidate envisaged for this role will hold a university degree or equivalent preferably coupled with supplies and logistics professional qualification such as CSP (T), with extensive experience in supplies or logistics related skills in reputable organisation. Experience in working with International NGO's will be an added advantage. The person should demonstrate sense of focus, ability to work independently with minimum supervision, understanding of project cycle and programme management, ability to use computerised logistics systems, high level of initiatives with good communication and interpersonal skills, team working and ability to work in a culturally diverse organisation.
