BASIC FUNCTION OF POSITION
Directs and oversees all operations of the Information Resource Center, a public service library and engagement center located in the U.S. Embassy Cairo. The IRC is open to the Egyptian public and is responsible for providing U.S. information and American perspectives through public services, collections and resources, outreach and programming and new technologies, with a countrywide scope. Develops, manages and oversees an extensive and growing network of partnerships with local information and educational institutions throughout Egypt, including libraries and universities. Develops and maintains continuing personal contact with the highest level target audience members. Represents the IRC at Embassy meetings, and is the main liaison with American Officers. Prepares the annual IRC Plan to support Embassy public diplomacy goals.
Responsible for direct supervision and evaluation of 4-5 IRC staff and general guidance to an additional 4 IRC staff.

This position serves as Administrative Manager for CDC-Ethiopia Office with responsibility for managing and coordinating administrative activities such as human resource management, budgeting of indirect cost for office operations, staff travel, transportation service, office reception and communication, property/supply management, and also responsible for liaisoning office security matters. This includes interpreting administrative and property management policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to top management on related issues. Direct and perform administrative and clerical duties in support of project activities. Serves as lead logistics coordinator for office support, project related and/or project sponsored meetings, conferences, and trainings. Supervise overall administrative and clerical support staff.

INTRODUCTION:
In 2011, Somalia experienced the worst drought in 60 years. In search of access to basic
services and better livelihoods, many migrated from the place of origin to neighbouring countries
such as Kenya and Ethiopia as well as urban areas like Mogadishu, where at one point in July
2011, a total of 300,000 reportedly arrived. While the famine is declared to be over, a total of 4
million people are in need of life-saving assistance in Somalia. In response to this humanitarian
situation, IOM is initiating the 'Drought and Livelihoods Response' project consisting of the
following activity components: 1) Capacity building for central and regional authorities; 2)
Provision of livelihood support to drought-affected IDPs; 3) Strengthening and provision of
emergency health and psychosocial assistance as well as health promotion to drought affected
IDPs; and 4) Profiling and provision of assisted voluntary return and reintegration as well as
emergency assistance to drought-affected IDPs.
Context:
Under the direct supervision of the Chief of Mission of IOM Somalia, the successful candidate
will be responsible for the overall implementation of the project through supervision of project
staff. He/she will coordinate with Medical Health Division (MHD) which oversees provision of
emergency health and medical assistance and the Mixed Migration programme which
implements part of profiling and provision of assisted voluntary return and reintegration.
Core functions/ responsibilities:
1. Fine-tune implementation plans through development of detailed work plans with
budgets and clarifying monitoring and evaluation plans accordingly. Ensure clear
demarcation of activity implementation and budget management among relevant
departments and units.
2. Coordinate execution of planned activities in Somalia with relevant units and project
staff: provide technical guidance to the relevant activity components.
3. Provide technical oversight and quality control by identifying implementation
mechanisms and approaches that are feasible, appropriate and effective in the context of
Somalia for the activities.
4. Ensure timeliness and efficiency by regular and periodical monitoring of progress and
budget utilization throughout implementation of the project activities; advise the
management on corrective measures if necessary.
5. Regularly coordinate and share updates of project implementation with the relevant units
of IOM Somalia and the UN agencies for enhancing internal/external coordination and
public relations.
6. Ensure timely liaison with the government and the regional authorities of Somalia on
plans and implementation status as well as technical issues that may need to be
addressed, in order to ensure their active role and involvement to enhance their
ownership and sustainability of the project activities.
7. Lead periodical communication with the donor, clarifying plans and implementation status
of the project, and ensure timely preparations and submission of quality donor reports.
8. Actively liaise with existing and potential donors and catalogue funding opportunities for
CBMM (Capacity Building in Migration Management). Initiate development of concept
notes, proposals and budgets accordingly.
9. In coordination with relevant units and in line with the regulations and policy of IOM,
lead human resource, financial and procurement management for the project.

3. Be responsible for building consensus among IOM programmes involved in complex
humanitarian action and actively facilitating cooperation among them, recognizing that the
ownership of management rests with all relevant programme managers and
cluster coordinators.
4. Analyze project/programme reporting and advise the Chief of Mission accordingly about
potentially required adjustments and emerging complementary opportunities.
5. Establish and maintain strong and regular liaison with the project/programme partners,

humanitarian challenges affecting South Sudan.
Core functions/ responsibilities:
1. Lead and coordinate IOM emergency action with a view to ensuring that it is
principled, timely, effective and efficient, and contributes to longer-term recovery.
2. Manage IOM's emergency response portfolio, including direct supervision of IOM's
assisted returns programme which is anticipated to support up to 500,000 South
Sudanese nationals in their return home over the next months, IOM's water and
sanitation activities, including in the provision of WASH support in camp-like settings,
IOM's emergency health programme, and IOM's rapid response fund. Responsibilities
also include programmatic oversight of IOM's management of the NFI and shelter cluster.
3. Be responsible for building consensus among IOM programmes involved in complex
humanitarian action and actively facilitating cooperation among them, recognizing that the
ownership of management rests with all relevant programme managers and
cluster coordinators.
4. Analyze project/programme reporting and advise the Chief of Mission accordingly about
potentially required adjustments and emerging complementary opportunities.
5. Establish and maintain strong and regular liaison with the project/programme partners,
such as governmental authorities, diplomatic missions, and any other concerned agencies
and working groups, aiming at coordinating and promoting new activities and facilitating
the implementation of ongoing activities and fund raising for new projects/programmes.
6. Work in close collaboration with the COM and relevant partners, with a view to ensuring
that humanitarian action is linked to, and consistent with, cluster frameworks,
recovery/reconstruction and development activities.
7. Work in close collaboration with the COM to ensure that all components of the
emergency response and the regular recovery and development activities operate in
a coherent and mutually supportive manner.
8. Support the IOM humanitarian response programmes with strategic and operational
input, including primary representation of IOM, together with the COM, in Humanitarian
Country Team meetings, liaison with multi-donor trust fund entities, and other
humanitarian stakeholders, such as OCHA, WFP and UNHCR, as well as donor liaison.
9. Ensure adherence to established policies and procedures in the formulation of project
activities, coordinate and advise on the preparation of project documents, including
design, monitoring and evaluation.
10. Coordinate and administer the operational, administrative and financial aspects of the
project/programme, including supervision of project staff.
11. Operations Coordination:
- ensure that a common strategic vision for operations is articulated, by
leading and coordinating its development;
- ensure that response efforts are inclusive and coordinated, by regularly
convening and leading coordination meetings;
- ensure that all necessary efforts are coordinated for the programmes to be funded
sufficiently and in a timely manner, by locally leading inclusive resource mobilization
efforts, overseeing IOM's cluster support functions and emergency response
programmes;
- liaise with programme managers, cluster coordinators, relevant clusters and
humanitarian actors to ensure, timely, safe and unimpeded access by emergency
programmes to populations in need;
12. Response Preparedness
- lead efforts to improve coordination in the response preparedness capacity of
programmes;
- ensure that programmatic response preparedness is in line with inter-cluster
common planning frameworks,
- expend all necessary efforts to ensure that the preparedness efforts envisaged
by IOM at different clusters are implemented.

displaced populations and the implementation of early recovery activities; c) experience in

Context:
Under the supervision of the Regional Director in Pretoria, technical oversight of the Chief
Information Officer (CIO)/ Director, Information Technology and Communications (ITC) at
Headquarters (HQ) and in close consultation with the Information Technology and

and responsible for overseeing the implementation of assigned IT projects in Africa as well as
