Job Mission

• To ensure a continuous flow of sites, with all the required approvals, for build by the BTS Implementation and Support department as well as to maintain the current leases and approvals.

KPA Duties

Site Acquisition: • Obtain the necessary landlord consent. • Arrange for site survey to take place. • Ensure that the request for exemption or scoping report is compiled and submitted to the environmental authority within the required time frame. • Ensure that the record of decision is obtained from the environmental authority. • Ensure that the local authority contractor is supplied with all the required documentation and that application is made to the local authority within the required time frame. • Ensure that the Local Authority approvals are obtained within the required time frame. • Negotiate and finalize the lease with the landlord. • Upon receipt of all the necessary approvals release the site from property. Maintenance: • On notification of the imminent expiry/or change to a lease, negotiate and finalise the lease renewal or addendum. • Should a property undergo change of ownership, ensure the completion and signature of the Assignment of Rights. • In cases where certain local authority approvals are temporary in nature, ensure that these are extended or renewed prior to expiry. • In cases where the ROD is about to expire, consult with the relevant internal departments and if still required arrange for the ROD to be renewed or extended. Ad Hoc: • Handle and process landlord complaints or requests. • Act as interface between MTN departments and the landlords or various authorities. • Provide information pertaining to the property function to the MTN departments on request. Database Control and Record Keeping: • Ensure that the property database is accurate and up to date. • Ensure that all filing and paperwork is accurate, complete and up to date. Supervisory / Leadership / Managerial Tasks: • Ensure that site surveys are coordinated correctly so that all role players are available. Job Mission

To ensure that OSS and Lawful Intercept systems are optimized at both a logical and physical layer on an ongoing basis, develop a subsequent action plan aligned with the short-term/long term plan to meet the business requirements.

KPA Duties

Task Complexity: • Ensure that all OSS platforms are loaded with the correct software patches, as well as that all platforms are loaded with the latest MTN SA purchased network (or platform) release. • Review the layout/design of all the OSS platforms and identify any design flaws. If any design flaws are identified, recommend an optimum node design/layout. • Review all node/platform configurations and ensure that the configurations are consistent across all nodes of the same type. In the event that it is identified that there are configuration mismatches/discrepancies are identified, an action plan is to be provided and executed • Assess the OSS hardware, identifying all inefficiencies. These include node memory, processor loads, licensing etc . • Verify that all alarming information, is enabled on the nodes and the relevant OSS system is currently reporting alarms. • Investigate the current MTN SA OSS architecture and indentify any architectural inefficiencies or flaws. • Ensure that sufficient OSS capacity is deployed with a 6-month headroom to cater for the traffic forecast. • Participate in Group initiatives/activities in the area of planning, technical bid preparation and procurement. • Asses and communicate the impact of technology changes to OSS and communicate to the relevant role-players. • Documentation of methodologies, plans, policies and procedures for OSS planning. • Record keeping of technical details on network design, implementation plans and capital projects. • Be a subject matter expert on OSS planning issues by studying global trends and networking with other professionals in this field, and by providing documented recommendations to various internal departments. • Review vendor technical documents and provide recommendations on OSS • Be the single point of contact for issues relating to Lawful Intercept Supervisory Complexity: Influence staff in the following internal departments to ensure outputs: Operations, IS, Billing. Obtain co-operation of vendors to address technical difficulties. Influence product roadmaps of suppliers. Put forward relevant technical standards/policies to be used in the Group.

Requirements

B.Eng/ BSC Eng. (Electronics/Electrical)
Minimum 5 years in Telecom environment, with at least 3 years working with OSS systems, preferably in an integration and optimization environment. Experience on the Ericsson AXE and CPP platforms will be an advantage

KPA Duties

Strategy Development
