2. Major duties and responsibilities :
The position will be reporting to the Director of Programming, Budgeting, Finance and
Accounting (PBFA) and will:
• Develop and update an IPSAS implementation strategy including work plan in the context of
the roll-out strategy with the goal of achieving full IPSAS compliant reporting by the beginning of
January 2013;
• Interpret Reporting requirements under IPSAS with reference to AUC's circumstances.
• Supporting and testing of information system solutions and assist in the re configuration of
SAP to fully comply with IPSAS.;
• Develop a working methodology for the determination of opening balances, including the
preparation of pro-forma financial statement and notes;
• Closely support the IPSAS task force in charge of implementing IPSAS and the revision of the
AU Financial Rules & Regulations;
• Keep all documentations of the meetings of the IPSAS implementing task force;
• Deliver a comprehensive set of IPSAS- compliant accounting policies, guidance and
operational procedures manual to support the preparation of IPSAS-compliant reporting
including revised Financial Rules and regulations;
• Provide guidance and training to staff regarding IPSAS compliance;
• Playa lead role to the development of AUC IPSAS compliant financial statements and reports.
3. Competencies :
• Comprehensive knowledge of IPSAS and IFRS,
• Proven ability in developing timelines for project completion including project deliverables,
measurable benchmarks and communicate the project status regularly;
• Demonstrated experience in interpretation of International Public Accounting Standards and
preparation of financial statements within an ERP environment;
• Experience and knowledge of SAP FI module;
• Proven ability to write in clear and concise manner and to communicate effectively orally;
• Ability to apply conceptual, analytical and evaluative skills in accounting operations;
• Ability to conduct independent research and analysis, identify issues, formulate options and
make conclusions and recommendations;
• Very good command of written and spoken English.
4. Educational Qualifications and Work Experience Required:
Candidates must have a Master Degree in Accounting and eight (8) years of relevant
experience or BA Degree in Accounting plus professional qualification (ACCA/CPA) and ten
(10) years of relevant experience.
5. Language requirement: Proficiency in one of the AU working languages. Knowledge of

4. Qualifications and Experience Required
Advanced university degree (Master's degree or equivalent) in Finance,
Auditing, Law or a related area. A first-level university degree in combination

accepted in lieu of the advanced university degree. However, a candidate
must be a Certified Fraud Examiner (CFE).
5. Professional experience required:
Candidates must have at least 8 years of relevant working experience in
investigative work and auditing. Experience in an international public

6. Language requirement
Proficiency in one of the AU working languages (English, French, Arabic and
Portuguese) is a must. Knowledge of one or all of the other working languages would be

Candidates must preferably be between 35 and 50 years old.
8. Tenure of Appointment:
The appointment will be made on a fixed term contract for a period of three (3)
years, of which the first twelve months will be considered a probationary period.
Thereafter, the contract will be for a period of two years renewable, subject to
satisfactory performance.

2. Major duties and responsibilities
To advise the Commissioner on policy and strategy matters and assist in
developing and supervising work programmes and in fostering
partnerships;
To provide technical guidance and ensure efficient functioning of supervised
Divisions;
To organise and coordinate the preparation and implementation of plans of
action and programmes and activities of the Department;
To oversee the functioning and the performance of the Secretariat of the
African Commission for Human and Peoples’ Rights and other AU External
and Liaison Offices as assigned;
To promote best practices and appropriate working systems;
To ensure overall management of the Department: personnel, budget,
performance, quality, discipline, training, in conformity with relevant rules
and procedures in force;
To produce and submit periodic reports of activities and specific missions;
To build coherent and constructive working relations with other
Departments/Directorates/ Offices of the Commission;
To develop and maintain appropriate working relations with partners of the
African Union;
