Introduction

Innovations for Poverty Action (IPA) is a rapidly growing, global organization with operations in over 40 countries. IPA-Kenya (IPAK) is IPA’s oldest and largest country office, and the center of a major IPA scale-up initiative –the Safe Water Program (SWP), which is pursuing a national scale-up of the Chlorine Dispenser System (CDS) in Kenya. The program is the first of its kind not only in Kenya, but internationally, and offers the unique opportunity to transform child health and development based on rigorous evidence of the dispenser system’s cost-effectiveness and impact.

SWP currently serves 400,000 people in Kenya with access to safe water and has ambitious growth plans for the coming years. The program’s mission in Kenya is to reach at least 5 million with access to safe water, averting nearly 2.3 million cases of child diarrhea and over 2,200 child deaths each year at this scale. The Research and Evaluations Manager will work with SWP’s team to manage all research and evaluations-related aspects of the program, including, but not limited to: cross-project monitoring and evaluation; development and management of research priorities; systems and technology development; team management and personnel development; and technical assistance and capacity-building as the program expands across Kenya and East Africa.

The Research and Evaluations Manager will supervise the Research and Development Officer, the Evaluations Officer, and the Data and IT Officer, and this person will be responsible for overseeing a large team of staff to complete field evaluations and answer discrete research questions to guide program growth in a high-impact and cost-effective manner.

Specific Responsibilities:

Cross-Project Monitoring and Evaluation

Execute field evaluations for a variety of programs and operational models; create work-plans and staffing plans to ensure fieldwork is conducted promptly and efficiently
Oversee the management and training of survey teams, including setting up and overseeing systems for quality control of data collection
Oversee comprehensive data management and information systems
Conduct and oversee rigorous data analysis on operational research and create reports to influence future program design and operations
Work with policy and research advisors to write up research findings, policy briefings, and publications and present as needed

Development and Management of Research Priorities

Work closely with SWP research advisors and senior management team to identify key priorities for R&D; develop study designs and related work-plans to implement research
Oversee research that may include microbiological testing, chlorine concentration testing, and chlorine residual in drinking water
Oversee cost-modelling to evaluate cost-effectiveness of various chlorine delivery operational models
Oversee qualitative research and focus groups related to safe water program applications in communities
Undertake program targeting and market research to maximize health impact

Systems and Technology Development

Work closely with operations team to develop systems and technologies that will improve efficiencies in program operations
Oversee electronic data collection and management related to program implementation and ongoing operations
Integrate new technologies into field operations and program design

Team Management and Personnel Development

Manage 3+ high-capacity staff members in Kenya, work to develop their skills and professional growth
Oversee management and training of large team of staff for field evaluations

Technical Assistance and Capacity-Building

Work closely with implementing teams to ensure that learning from research and evaluations is integrated into SWP programs in Kenya and other countries
Provide advice and guidance on adaptation of Kenya-specific systems for implementation in other contexts

Qualifications

Desired Background and Skills

Bachelors degree in economics, social sciences, public policy, public health, environmental engineering, or a related field; Master’s degree strongly preferred
3+ years work experience, preferably in a developing country, and demonstrated management potential; management experience a plus
Flexible, self-motivating, and a team player
Experience with data analysis in STATA and data management in Access
Creative problem-solver; proven ability to set direction through strategic analytic thinking and decision-making

Job Description:

The Country Director manages the research activities of the IPA Zambia office in the following ways:
Initiate and manage the development of new research proposals including both the technical design as well as identifying and applying for funding support.
Contribute to research design of projects, with particular emphasis on tailoring research to the local context. Ensure compliance with research design and communicate closely with PIs.
Manage relationships with current and potential IPA partner organizations in the implementation of interventions whose effect we are researching.
Disseminate results via local and international presentations, reports, and publications.
Manage a team of Project Associates/Coordinators, whose responsibilities include project design and implementation, data collection, data management and analysis, and reports.
Liaise with US-based and local Principal Investigators and IPA headquarters.
Oversee basic administrative tasks related to the management of the Zambia office, oversee project budgets, ensure compliance with Zambian legal and regulatory requirements, participate in grant reporting and other financial management tasks.

Qualifications Required:

Graduate degree in international affairs, international public policy, development economics, or field related to international economic development.

The position offers an opportunity to gain first-hand field management experience in an organization undertaking cutting-edge development research. The position is located in Kampala, and is implemented in collaboration with the World Bank with Bilal Zia, from the World Bank Finance and Private Sector Development Unit, as principal investigator.

Project Description:

The project studies the network effects in small, informal businesses that operate in the outskirts of Kampala via a randomized control trial methodology. The study aims at understanding the knowledge transfer and information sharing within small businesses networks, identifying and comparing transfers of observable technical skills with spillovers of unobservable business /financial management knowledge. For this purpose, the project evaluates a technical and business skills training program among around 700 workshop owners and their workers implemented with the support of the World Bank and the Ugandan Government.

The responsibilities of the Project Associate will include, but not be limited to, the following:

Developing and piloting the survey instruments,
Training and managing a survey teams that conduct surveys among business owners, workers, and household members.
Planning, organizing and reporting on surveys in the field,
Managing the project data from collection to cleaned datasets,
Tracking expenses and adhering to the project budget,
Writing regular progress reports,
Working closely with the principal investigator and the local partners running the program to ensure study protocols are followed.

Desired Qualifications and Experience

A Bachelor’s degree (Master’s preferred) in economics, business, or related field.

Background

Baseline Assessment General Tasks

 Implement RI standards in respect to Inventory control, procurement standards and other operational aspects.
 Establish reports based on logistics movements and other essential reporting tools and requirements.
 Ensure that accurate and complete accounting, reporting and internal controls systems are functioning and that all relevant records are maintained.
 Ensure effective warehouse and commodity management and quality control measures are implemented.
 Ensure adequate logistics preparedness through contingency planning and continuous preparedness reviews.
 Define the logistics strategy within RI policy and donor requirements.
 Advise on logistics management and structure and staffing levels to ensure that they are at all times adequate to meet workload and donor requirements.
QUALIFICATIONS:
 University degree or similar in Logistics, Supply Chain Management or a comparable discipline
 Four or more years of experience in similar a similar role
 Experience in refugee programs
 Solid knowledge of practical logistics procedures and experience maintaining supply pipelines in contexts with weak infrastructure
 Experience managing teams of international, multi-cultural staff
 Ability to live, work, and travel in remote South Sudan, which can be difficult and stressful
 Previous experience in South Sudan preferred

Job Title: Community Service Coordinator
Reports to: Camp Manager
Location: Maban County - Upper Nile State, South Sudan
Duration: 12 month
SUMMARY: Relief International (RI), an international relief and development agency with cross-sectoral programs bridging relief and development, currently seeks a Community Service Coordinator to lead the coordination process of Doro camp.
The Community Service Coordinator will lead the implementation of various activities at the camp level and serve as the most direct link between the various beneficiary groups and committees and the RI management of the project.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
 Help to establish community based committees in the refugee and host communities
 Establish a network of the various groups and committees
 Develop and manage key contacts, build relationships and develop partnerships with local organizations, service providers and other stakeholders. Establish information mechanisms to ensure transparency and communicate effectively with the refugee and host communities.
 Supervise and provide support to local staff hired to assist and work on the program.
 Plan and implement activities against workplan ensuring timely achievement of program objectives
 Encourage the involvement of camp residents as volunteers, as appropriate.
 Evaluate and provide for appropriate developmental/mentoring opportunities for assigned staff.
 Coordinate with Camp Manager to develop appropriate risk reduction strategies under the program activities
 Coordinate with Logistics and operations colleagues to ensure effective distribution of commodities according to the workplan
 Develop educational and training materials for capacity building of program beneficiaries
QUALIFICATIONS:
 Three or more years of experience in a similar role, preferably in humanitarian settings/refugee camps
 Appreciation for and understanding of refugee issues and challenges
 Previous experience in coordination role of project integrating multiple stakeholders, particularly grassroots groups and managing communications across cultural and language barriers
 Previous livelihoods work in humanitarian programming
 Ability to live, work, and travel in remote South Sudan, which can be difficult and stressful
 Previous experience in South Sudan preferred
 Fluent English required, Arabic language skills to be deemed a plus
 Demonstrated ability to work independently, as well as ability in decision making, problem solving, and team building
