Context:
Under the overall supervision of the Chief of Mission in Khartoum, direct supervision of the
Senior Resource Management Officer and in coordination with relevant HRM units at
Headquarters, Manila and Panama, the successful candidate will be responsible and

5. Coordinate with HQs and the Finance Section on the delivery of benefits/entitlements to
international staff in the field.
6. Supervise the preparation of monthly payroll for national staff and ensure accuracy.
Assume the responsibility of PY Posting and work in close coordination with the other
members in order to validate and verify the payroll simulation before the monthly pay run
and posting of national staff payroll in PRISM HR.
7. Supervise maintenance of personnel files and attendance records of all international
and national staff of the Mission and ensure variability.
8. Review and assess mission's staff training and development needs and suggest
possible improvement areas in collaboration with HRM/Staff Development and Learning
(SDL).
9. Facilitate the maintenance and upkeep of mission HR/ Training database.
10. Ensure timely and regular implementation of the Mission’s Staff Evaluation System
(SES).
11. Attend external meetings as and when required and brief management accordingly.

direction.
Core functions / responsibilities:
1. Coordinate IOM's Mixed Migration Programme and ensure that the project manager
is implementing the activities stipulated in the project documents in a timely manner.
2. Anticipate constraints to project implementation and work out solutions with the
project manager and project officers. Liaise closely with other IOM regional
programmes on the same.
3. Coordinate closely with the Mixed Migration Programme Project Officers on the
strategy and approach of mixed migration programmes to ensure harmonious
implementation of the projects within the areas of coverage. Ensure regional
approach within the region by organizing regional meetings.
4. Represent IOM in the Mixed Migration Task Force (MMTF) cluster meetings such as
protection and other related agencies as well as in donor meetings.
5. Participate in field-based MMTF meetings and activities, analyze data collected by
MMTF Coordinator and missions, guide field activities based on
data/recommendations; oversee the organization of the MMTF Regional Conference.
6. Develop and maintain necessary relationships with local authorities, United Nations
(UN) agencies, national and international institutions, non-governmental
organizations, voluntary agencies, required to promote IOM and its transitional
activities, and to facilitate the implementation of ongoing activities. Ensure use of all
IOM partnership and mixed migration tools, and update and disseminate regularly
with lessons and input from the field and partners.
7. Highlight mixed migration issues on UN forums and funding mechanisms such as the
Consolidated Appeals Process (CAP), Central Emergency Response Fund (CERF)
and other institutions. Coordinate with regional institutions such as the
Intergovernmental Authority on Development (IGAD), European Union (EU), Arab
League and other donor forum.
8. Monitor and ensure that budgets and work plans are implemented as planned in
coordination with the Monitoring Officer and the Resource Management Officer.
Provide feedback on areas related to gaps and improvement in the MM programme
implementation and management.
9. Coordinate technical support requirements with the Regional Programme Officer for
Technical Cooperation and other relevant units in IOM.
10. Develop new programmes and activities, especially in areas were IOM technical
expertise would improve the humanitarian response (Internally Displaced Persons,
Disarmament, Demobilization and Reintegration and Emergency Response) in
cooperation with the Interagency Standing Committee members (IASC), relevant

Nutrition Program Manager Job Opportunity at Goal International Ethiopia

Job Title:NUTRITION PROGRAM MANAGER, ETHIOPIA

General Description of the Programme
GOAL has been operational in Ethiopia since 1984, implementing emergency and rehabilitation/development projects. The impact of the current drought has been evident in Ethiopia since late 2010; many areas of the country are manifesting serious nutritional problems. The revised Humanitarian Requirements Document launched on 11 July 2011 calls for an additional US$ 398.4 million in humanitarian funding to meet food and non-food needs in Ethiopia between July and December 2011. The total number of relief food beneficiaries has been increased to 4,567,256. The dire situation in Somalia continues to push an increasing number of refugees into Ethiopia with an average of 1,400 to 2,000 refugees per day reported to arrive at refugee camps in Dolo Odo, Liben zone. Many refugees are arriving in a very weak state, with up to 45% of children suffering from malnutrition. In response, the Government has recently given permission for organizations to begin nutrition screening and other services at the reception and transit sites in Dolo Ado. Currently there are four Somalia refugee camps near to Dollo Odo sheltering 101,315 refugees. GOAL is supporting International Medical Corps with in kind donations of therapeutic food for one camp. Two more camps will be opened shortly to cater for the new arrivals and GOAL plans to support these camps directly. The main support will be nutrition, non-food items and shelter.

GOAL’s Humanitarian Response Program's (HRP) main funders are USAID/OFDA/ ECHO, Irish Aid, UNOCHA and GOAL. GOAL’s nutrition interventions utilize the Community-Management of Acute Malnutrition model of care in line with the country protocols.



General description of the role
The Nutrition Program Manager is responsible for providing technical support and strategic direction to GOAL's emergency nutrition program in Ethiopia in collaboration with the HRP team. Due to the short nature of the contract, the Nutrition Program Manager will be primarily involved in helping to establish a nutrition team, conduct staff training, organising and pre-positioning appropriate materials and ensures the establishment and subsequent maintenance of a comprehensive Nutrition Information System (NIS system) in order to monitor progress and meet all requisite SPHERE standards and reporting needs.

S/he will represent GOAL at nutrition sector and/or camp management meetings in the locality.



Key duties
• Assume overall management for all nutrition activities, ensuring they are implemented in line with donor proposals and verify that the GOAL nutrition response remains closely aligned to the needs in this rapidly evolving emergency.

• Work in close coordination with the Nutrition Coordinator, HRP management team and ACD Programs in order to:
o Help develop any nutrition related proposals and program strategies (as necessary)
o Ensure a tightly integrated programme approach with any other GOAL support activities;
o Ensure close coordination with local partners and ensure that community leaders are involved in the decision making process.
o Work in close coordination with any other operational sectors either implemented by GOAL or other partners (such as WASH, Health etc) ensuring a tight, integrated response is developed across all sectors and natural cross-cutting themes are embedded into each other’s programs.

• Provide technical support to GOAL staff, in consultation with the Nutrition Coordinator, HRP management team and ACD Programs. This support will include:
o Helping to recruit a newly operational nutrition team to be located in a Dollo Odo refugee camp
o Training of all new nutrition staff working in Dollo Odo refugee camp and assessing their ability to provide key nutritional services to a requisite level (including the provision of high level technical curative care, effective management of supply chains and timely data collection & reporting).
o Overseeing the procurement and pre-positioning of all appropriate materials for the full complement of nutrition activities to be implemented by GOAL (including information education communication (IEC) materials)
o Building capacity of key staff who will be ultimately responsible for delivering programs
o Nurture and capacity build national Nutrition Program Manager who will take over responsibility for the management of the operation within 1-3 months
o Regular visits to oversee service delivery, conduct on the job training (in conjunction with national Program Manager), identify potential issues and capacity build team to effectively problem solve
o Ensure the establishment and subsequent maintenance of a comprehensive Nutrition Information System (NIS system) in order to provide accurate, consistent monitoring and evaluation systems, to meet all requisite SPHERE standards and reporting needs
o Conduct regular analysis of data with feedback to field based health staff and Addis Ababa
o Responsible for submission of timely donor reports, in coordination with Nutrition Coordinator and HRP Management

• Representation of GOAL at regional meetings, cultivating close relationships with donors, ministries and other key national stakeholders.

• To be fully conversant with GOAL policies and guidelines, including HR, finance, administration and security protocols

• Any other related tasks at the request of the HRP Senior Management team



Requirements
• Nutrition / Public Health Nutrition qualification with at least 3 years post-graduation experience
• Practical experience working in emergency nutrition programmes for an international NGO with management responsibilities.
• A clear and proven understanding of all aspects of CMAM (including in-patient care, outpatient care, outreach activities and supplementary feeding programs) with training experience and competence (essential)
• Experience of working in clinical settings on the treatment of severe acute malnutrition either in Ethiopia or overseas
• Excellent communication and training skills with track record of building/developing cohesive teams
• Experience of writing donor proposals, budgets, log-frames and gannt charts with subsequent management of projects thereafter.
• Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities.
• Good team player, flexible and capable of working with a multi-national country team
• Ability and willingness to travel to remote locations and live in basic conditions
• Good computer skills, including Word, Excel.
Desirable
• Masters degree in Nutrition, Public Health Nutrition, or medical background with nutrition
• Experience Postgraduate study or relevant work experience in Public Health Nutrition
• Experience of working with Government health system in Ethiopia (an advantage).

The Rural Development Programme focuses on health, education, nutrition and WASH, with particular emphasis on integration of activities and community participation as a core feature of activity in Sidama, Borena and West Hararghe Programme Offices. Sectoral intervention areas are WASH, Health, HIV/ AIDS, Livelihoods and Agriculture and Education with cross-cutting themes including gender, child protection and community participation.

The Street Children programme which is located in Addis works with on and off street children by focusing on the strengths of children and young people and through partnership building, collaboration and networking with various stake holders, the programme supports diverse community structures and initiative through approaches that are Street and Care focused. General Description of the Role and Objectives
The Programme Advisor is responsible for overseeing the staff and activities of the GOAL Ethiopia Programme Team (PT). The PT provides technical support to all three GOAL Ethiopia (GE) Programme areas – the Humanitarian Response Programme, the Rural Development Programme and the Children at Risk Programme. The Programme Advisor supervises nine PT staff representing all GE’s sectors of implementation specifically gender; HIV/AIDS; child protection; livelihoods; health; water, sanitation and hygiene; monitoring, evaluation and learning; and community development. The Programme Advisor is expected to have an experience-based knowledge of all GE sectors and as such to provide concrete, practical support in ensuring that activities in each are technically sound innovative, and in keeping with national and international best practices and guidelines. With experience working with a variety of donors, the Programme Advisor will support the design of new projects, proposal development and other activities to support the diversification of GE’s funding base. The Programme Advisor will also provide support to the PT in project management activities, including donor compliance, budget management and activity tracking.



Description of Functional Relationships of the role
• The Programme Advisor will have a functional responsibility of overseeing the sector coordinators within the Head Office Programme Team
• Work closely with managers of Rural Development Programme, Humanitarian Response Programme and Children at Risk Programme to ensure technical excellence of all interventions



Key Duties:
Management
• Line management of Technical Coordinators and leadership of the country-level Programme Team
• Ensure Continuous Performance Appraisal process is followed consistently with team
• Responsible for the recruitment of all HO and Field level technical programmes staff
• Direct Budget Management of specific Programme Quality (M&E, R&D and organisational development) budgets

Technical
• Ensure that Programme Coordinators are able to provide a high level of input and direction in all project design and are responsible for all project planning and budget preparation concerning their sector
• Coordinate project design and funding applications for submission to potential donor organisations
• Develop new and innovative approaches, skills and competencies within the RDP and programme team
• Ensure continuous technical support to field managers
• Coordinate and plan technical support from the HO Programme Team and The Programme Coordinators

Monitoring and Evaluation
• Conduct field level monitoring and prepare field visit reports
• Ensure that information generated from all field sites is documented and where appropriate absorbed by GE staff for future programme design and implementation
• Ensure that all projects are using relevant quality data in the periodic process and impact monitoring of programme delivery
• Assist in the implementation and continued development of GOAL’s M&E framework.

Strategic
• Assist Programme Team Technical Coordinators in the formulation of sector specific strategic plans
• Participate as a key member of the country senior strategic planning team

Relationships
• Develop close working relationships with GOAL international Technical Team members and ensure close communication of the Programme Team staff with the respective technical counterparts
• Form working relationships and share ideas and information with other development INGOS and local organisations at national level
• Represent GOAL within national level forums and networks

Capacity and Training
• Mentor national Programme Team manager
• Identify training needs and professional support requirements of staff

Mainstreaming
• Familiarise, understand and implement, according to area of responsibility, GOAL’s policies and procedures on mainstreaming of Gender, HIV/AIDS and Child Protection.

Finance and Compliance
• Familiarise and understand GOAL donor compliance issues, specifically to the terms and conditions of the relevant donors
• Ensure that documentation and record keeping requirements are understood and adhered to by Programme Team staff
• Schedule 'grant management meetings' as appropriate throughout the Programme timeframe; at a minimum pre-implementation, review & close out meetings.

Requirements:
• Masters Degree in Development or closely related field of study
• At least five years experience managing a mulit-sectoral development programme with an international NGO in at least two countries

Key qualities, Skills and Competences:
• Ability to write in English to a very high standard
• Excellent knowledge of national and international development policy
• Demonstrable in-depth knowledge of at least four of the following sectoral areas - WASH, health, HIV/AIDS, education, livelihoods and agriculture, gender, child protection and community participation.
• Wide ranging knowledge and experience of M&E tools, systems and approaches
• Excellent communication skills including the ability to facilitate training and consultation events and workshops with a wide range of participants

General Description of the Role:
The Financial Controller is responsible for the financial management, internal control systems, and reporting requirements of the organization. In particular the successful candidate will ensure timely submission of monthly reports to GOAL HQ Dublin comprising the Management Accounts, Donor Status Reporting and other reports as required and also ensure timely submission of required donors reports, statutory reports and other ad hoc reporting to relevant authorities.

As a key member of the senior management team, the Financial Controller will contribute to the overall development and running of the country programme.

Key Duties:
• Report directly to Country Director and to the Chief Financial Officer in Dublin HQ;
• Line manage and build the capacity of the GOAL Ethiopia finance team, including all Roving Finance staff and field site Finance/Logistics/Admin staff;
• Ensure compliance with accounting procedures and policies and actively monitor internal controls to minimize risk to the organisation. In particular ensure appropriate cash management procedures are in place and operating effectively;
• Ensure proper financial systems are in place and implemented to record and report field and head office expenditure;
• Responsible for cash management and control of cash flow, liaison with banks;
• Manage the monthly Management Accounts process and Donor Status Reporting to GOAL Dublin, with adherence to strict monthly reporting deadlines;
• Financial reporting to donors; to include the financial review of donor proposals and donor budgets; Ensure cost allocations basis among donors are reasonable;
• Monitor and ensure project and administrative spending are all in line with agreed budgets, identify potential project under or over-spends via GOAL Budget Monitoring Tools (BMTs) and liaise with Dublin HQ as to the required action needed (e.g. no-cost extensions, budget re-allocations, etc);
• Manage process for annual and quarterly rolling budgeting in cooperation with the Senior Management team, for submission and approval at Dublin HQ.
• Maintain and improve information systems – develop the accounts/financial information maintained on the field’s accounting package and field financial manuals;
• Maintain and update GOAL Ethiopia’s field supplement finance manual, including a summarized and simplified finance and logistics manual for use by project managers and other field based staff;

GOAL is the lead agency in a consortium with Action contre la faim (ACF) and Lay Volunteers International Association (LVIA).

General Description of the Role:

The WASH Advisor will be responsible for ensuring that the ACP-EU Water Facility project is designed and implemented at a high-quality standard and in accordance with the GOAL Ethiopia country strategy, the GOAL Ethiopia and global WASH sector strategy, the project documents, and the donor’s requirements. The WASH Advisor has a strong capacity-building role, and will work closely with the WASH Coordinator and ACP-EU Water Facility Manager to support them in establishing the project’s technical and administrative elements. This will include ensuring that all the necessary project documents, including clarified project proposal and budget; technical needs assessment and baseline survey; technical specification and designs; implementation modality guidance documents; and monitoring tools are established and implemented according to industry best practices. This will be facilitated through extensive field work and support of the ACP-EU Water Facility team.

Key Duties:

• Support the ACP-EU Water Facility Manager to review the project documents and ensure cohesion and appropriateness of the strategic and technical approach going forward for both GOAL Ethiopia and the consortium members; assist the ACP-EU Water Facility Manager to prepare a detailed project implementation and monitoring plan.
• Together with the ACP-EU Water Facility team, conduct needs assessment to refine location and technical specifications of proposed interventions; manage external consultants to conduct feasibility studies.
• Together with the ACP-EU Water Facility team, the WASH Coordinator, and the Global WASH Advisor, develop project implementation modalities for key technical interventions and activities, including activities such as the rehabilitation of improved ponds; work closely with ACP-EU Manager to develop standard design and specification for construction activities.

General Description of Programme
Since establishing an office in Nairobi in 1992, GOAL has provided assistance individuals and families living and working in the city’s informal settlements, with a specific focus on children and youth. In 1996, GOAL began implementing programmes targeting street children and youths and providing basic services to impovrished families. Today GOAL Kenya’s programming includes:

1) A multi-sectoral development programme in the Mukuru and Korogocho slum areas of Nairobi through a variety of health, environmental health, HIV, and education initiatives. The overall objective is to empower vulnerable children and youth in difficult circumstances to enjoy their rights and fulfill their potential for sustainable well-being. The current focus of the environmental health project is the construction of bio-latrine community centres. In addition to its activities in Nairobi, GOAL is developing resources to support urban programming to informal settlements and disadvantaged communities Nakuru.

2) A transitional shelter project in South Rift, in partnership with the Ministry of State for Special Programmes.

3) Emergency water, sanitation and hygiene (WASH) and shelter programmes in Northern Kenya, including Dadaab Refugee Camp and Marsabit County.



Background to the role

GOAL Kenya is in the process of transitioning from a project oriented approach to a programme approach and this role
will assist with ensuring the completion of this transition.



Summary of the Role
The role of the ACD-P is to ensure the effective implementation of the programme approach and the successful overall management of GOAL’s urban and emergency programming. This will involve supporting the integration of the different elements of the current GOAL Kenya programme to meet the agreed programmatic criteria.

1. Strategic programme development
• Support the country team to develop the GOAL Kenya Country Strategy Paper (CSP) 2012-2016, which will provide a revised framework and strategy for the implementation of GOAL’s development and emergency programming in Kenya.
• Provide overall supervision for monitoring and evaluation of all GOAL Kenya programmes.
• Support the revision and implementation of GOAL Kenya’s partnership strategy to meet the objectives outlined in the CSP 2012-2016; and build the capacity of GOAL Kenya to support strategic partnerships and the transition from direct implementation to a model that supports development of civil society partners.
• Ensure that the GOAL Kenya programme is compliant with key donors (currently Irish Aid and Global Fund).
• Ensure optimal programme targeting and evidence-based programming.
• Based on lessons learned in GOAL Kenya there may be opportunities to support and strengthen GOAL’s programmatic approach regionally, this role will require field visits in consultation with GOAL Head Office.
• Assist in the restructuring of the programme implementation team providing input into job descriptions of the key specialists required and leading the performance management process for supervisees.
• Ensure ongoing dialogue related with GOAL’s technical team advisors on programme and strategy development
2. Donor liaison and proposal development
• Identify and cultivate new donor opportunities in urban programs and drive proposal development.

3. Technical support
• Provide technical support with health, HIV, child protection & partnerships to technical focal points and ensure that partners are getting the technical support that they require from GOAL Kenya.

5. M&E Support

6. Mainstreaming

Requirements:
• Existing holder of a Kenyan work permit is desirable.
• Degree-level qualification in public health, nutrition, community development, child protection or a related field. Masters degree preferred.
• 3+ years international experience with an international NGO or UN organization.
• 5+ years experience managing child welfare-related projects within an International NGO in a developing country.
• Strong monitoring and evaluation skills, including experience in quantitative and qualitative/participatory methods.
• Capacity to respect and build the management skills of experienced national team leaders.
• Experience in developing proposals and writing reports.
