Background
A national policy on disaster risk reduction and prevention in Rwanda was formulated in 2002 and approved by the Cabinet in July 2003 paving the way for the establishment of a Disaster Management Unit. The Disaster Management Unit has been transferred a number of times to various offices, including the Prime Minister’s Office, Ministry of Internal Security, Rwanda National Police, and Ministry of Local Authorities. On 12 April 2010, the unit was moved to the newly created Ministry of Disaster Management and Refugee Affairs.
The Government of Rwanda’s Economic Development and Poverty Reduction Strategy (EDPRS) and Vision 2020 are geared towards economic growth and achieving the MDGs. Disaster mitigation, the reduction of the impact of disasters on the citizens of Rwanda, is a central component of the drive towards sustainable development and Vision 2020.
With the support of UNDP, the Government put together the National Disaster Preparedness and Contingency Plan (7 December 2009). This plan confirms the arrangements for disaster risk management and for preparing for and responding to disasters within the Republic of Rwanda as required by the Constitution, 2003 as amended to date and other laws. UN agencies are members of the Disaster Management Task Force described in the plan.
Since the Vision 2020 was developed, Rwanda has implemented strong policy reforms which have driven high and steady rates of economic growth averaging 6% to 7%, with a peak of double digit growth rate in 2008 (11.6%). The implementation of EDPRS has helped the country to reduce poverty and develop economically; significant progress has been made in a number of development areas, a number of targets have been already achieved and others are on track to be achieved.
From the time the current Vision 2020 was launched, a number of new development opportunities and challenges have emerged which need to be taken into consideration. Some key aspects of sustainable development such as climate change, disaster risks, access to energy and clean water, rural habitat development; suitable infrastructures were not given much consideration as prerequisite of national development.
From the Disaster Risk perspective, climate change will have profound consequences on Rwanda. As we plan for social transformation and economic growth we need to combat the already existing impacts of climate change like floods, droughts, landslides to mention a few and the revised Vision 2020 will therefore need to integrate issues related to climate change and disaster risk reduction.
The EDPRS 2 (2013-2017) is currently under development. Within this context, the One UN is committed to ensuring that the next UNDAP (2013-2017) is fully aligned to the national planning processes as well as the priorities set out in the second EDPRS. Alignment with Government priorities identified in the next EDPRS provides an important opportunity for the UN system in Rwanda to show its commitment to the principles and practices of the Paris Declaration and the Accra Agenda for Action. Alignment with government priorities will also help to strengthen the role of UN agencies in processes of donor harmonization, donor coordination and division of labor.
UNDP works closely with governments in disaster-risk countries to build capacities at the national, sub-national and local levels for reducing disaster risk. A major role of the UNDP/Bureau for Crisis Prevention and Recovery (BCPR) is to support UNDP Country Offices in the formulation and implementation of programme and projects for disaster risk reduction. As part of this support, UNDP/BCPR has Disaster Reduction Specialists in selected high disaster-risk countries.
Under the overall guidance of the Country Director of the UNDP Rwanda Country Office and technical guidance of the BCPR Regional Disaster Reduction Advisor Johannesburg, the NDRA is responsible for providing technical advice and support to the development and implementation of disaster risk reduction programmes in Rwanda. As such, the Specialist will be located in the Ministry of Disaster Management and Refugee Affairs (MIDIMAR) and will be reporting directly to the Permanent Secretary of the MIDIMAR.
The position requires high degree of technical knowledge of disaster risk reduction, ability to quickly analyze and understand the country context, build partnerships, develop innovative solutions and mobilize regional and global knowledge to meet the specific country needs.
Duties and Responsibilities
Provide policy advice and technical input for the design, development, and implementation of national disaster reduction risk reduction initiatives in support of the MIDIMAR;
Develop sustainable and integrated capacity-development related initiatives for MIDIMAR, Districts, Sector Disaster Committees and DMTF members as well as developing an appropriate implementation plan;
Map out likely scenario’s and review the Government of Rwanda’s capacity in responding to disasters, and existing contingency mitigation plans;
Identify specific needs and demands in different technical areas – risk identification, urban risk management, pre-disaster recovery planning – and help build partnerships at the national, regional or global levels to meet those needs. Where possible, serve as a broker in harnessing regional and global support through UN/UNDP to respond to such needs;
Analyse the socio-economic environment, disaster-risk and institutional context to provide advisory services in the field of disaster reduction, identifying catalytic areas where disaster risk reduction can be integrated and add value to other, ongoing or planned UN/UNDP support interventions;
Assist MIDIMAR in coordinating UN/UNDP disaster reduction efforts with the other ISDR system partners - government agencies, UN agencies, the World Bank, national and international NGOs, academic and technical institutions - at the country level. Where suitable (such as in One-UN Pilot Countries), serve as a resource for the ISDR system in ensuring that the national government receives a coherent package of support from the system;
Support MIDIMAR in identifying and following up on potential opportunities for resource mobilization in support of disaster risk reduction programmes. This may include support from bilateral development partners, the international financial institutions, as well as resources from the Government of Rwanda;
In post-disaster situations, in coordination with the Regional Disaster Reduction Advisor (and other support available from regional and global level) advise the Country Office on recovery issues including: utilization of emergency grants; post-disaster assessments; formulation of early recovery frameworks/programmes; reorientation, as appropriate, of existing CO programmes to meet recovery needs; and planning for longer term recovery.

The UNDP Community Security and Arms Control (CSAC) project was launched in 2008 as an innovative, cross-cutting, area-based and community driven approach. The project supports conflict prevention initiatives identified at the County level within the existing strategic planning frameworks at county and state levels and enhancing the work of existing UN and UNDP South Sudan programmes where appropriate. The goal of CSAC is to provide technical assistance to enhance the capacity of the Government of South Sudan in the carrying out of its duty to protect the rights and lives of southern Sudanese citizens, during a process of State formation. The purpose of CSAC is to reduce the vulnerability of communities in areas at risk of localised conflict and instability.

UNMISS will have a decentralized presence at state and county levels with an integrated platform and portal for mandated mission tasks and to support development activities by UN agencies ,funds and programmes, other development actors and relevant NGOs.
As part of the roll-out of UNMISS County Support Bases (CSBs) in 28 target counties across South Sudan, the UNDP led Support to Local Government through CSAC will deliver support to building and upgrading local Government facilities, including community centers, local Government offices, and multi-purpose facilities, as well as provide additional equipment and, material support to strengthen local Government presence and capacity at the county level.
UNDP is the Executing Agency of this programme and is working in collaboration with UNMISS and other UN Agencies to ensure timely delivery of all infrastructure related project activities and therefore requires the services of a Project Coordinator to work closely with the project board under the supervision of the CSAC Project Manager to effectively deliver the project outputs in a timely manner. The achievement of the infrastructure component of this project is crucial to the success of the decentralization programme.
Duties and Responsibilities
Summary of Key Functions:
As a member of the CSAC management team, ensures Infrastructure Technical guidance and leadership, focusing on the following results:
Manage the overall infrastructure works component and provide leadership and direction for project engineers.
Work closely and coordinate civil works activities with the programme and procurement staff.
Be responsible for the preparation and revision of civil works programme documents such as monthly and quarterly work plans as well as quarterly project board reports.
Provide technical support and advice to government counterparts and other partners.
Carries out Infrastructure component assessments, design, planning, management, monitoring and oversight focusing on the following results:
Oversee technical assessments, designs, and preparation of technical specifications for the tendering of civil works projects in compliance with UNDP procurement rules and regulations.
Ensure proper planning and timely application of UNDP general conditions of contracts for civil works to enable compliance of contractors.
Oversee performance tracking and execution of civil works projects to ensure quality assurance and delivery of outputs on time.
Supervise the planning and preparation of site monitoring schedules for project engineers.
Ensure technical specifications for infrastructure works are gender sensitive and provide ease of access for the disabled.
Ensure effective coordination and strategic partnerships:

Background
A national policy on disaster risk reduction and prevention in Rwanda was formulated in 2002 and approved by the Cabinet in July 2003 paving the way for the establishment of a Disaster Management Unit. The Disaster Management Unit has been transferred a number of times to various offices, including the Prime Minister’s Office, Ministry of Internal Security, Rwanda National Police, and Ministry of Local Authorities. On 12 April 2010, the unit was moved to the newly created Ministry of Disaster Management and Refugee Affairs.
The Government of Rwanda’s Economic Development and Poverty Reduction Strategy (EDPRS) and Vision 2020 are geared towards economic growth and achieving the MDGs. Disaster mitigation, the reduction of the impact of disasters on the citizens of Rwanda, is a central component of the drive towards sustainable development and Vision 2020.
With the support of UNDP, the Government put together the National Disaster Preparedness and Contingency Plan (7 December 2009). This plan confirms the arrangements for disaster risk management and for preparing for and responding to disasters within the Republic of Rwanda as required by the Constitution, 2003 as amended to date and other laws. UN agencies are members of the Disaster Management Task Force described in the plan.
Since the Vision 2020 was developed, Rwanda has implemented strong policy reforms which have driven high and steady rates of economic growth averaging 6% to 7%, with a peak of double digit growth rate in 2008 (11.6%). The implementation of EDPRS has helped the country to reduce poverty and develop economically; significant progress has been made in a number of development areas, a number of targets have been already achieved and others are on track to be achieved.
From the time the current Vision 2020 was launched, a number of new development opportunities and challenges have emerged which need to be taken into consideration. Some key aspects of sustainable development such as climate change, disaster risks, access to energy and clean water, rural habitat development; suitable infrastructures were not given much consideration as prerequisite of national development.
From the Disaster Risk perspective, climate change will have profound consequences on Rwanda. As we plan for social transformation and economic growth we need to combat the already existing impacts of climate change like floods, droughts, landslides to mention a few and the revised Vision 2020 will therefore need to integrate issues related to climate change and disaster risk reduction.
The EDPRS 2 (2013-2017) is currently under development. Within this context, the One UN is committed to ensuring that the next UNDAP (2013-2017) is fully aligned to the national planning processes as well as the priorities set out in the second EDPRS. Alignment with Government priorities identified in the next EDPRS provides an important opportunity for the UN system in Rwanda to show its commitment to the principles and practices of the Paris Declaration and the Accra Agenda for Action. Alignment with government priorities will also help to strengthen the role of UN agencies in processes of donor harmonization, donor coordination and division of labor.
UNDP works closely with governments in disaster-risk countries to build capacities at the national, sub-national and local levels for reducing disaster risk. A major role of the UNDP/Bureau for Crisis Prevention and Recovery (BCPR) is to support UNDP Country Offices in the formulation and implementation of programme and projects for disaster risk reduction. Democratic governance is a concept that emerged from the principles that are based on the understanding that an effective system of democratic governance is one which is based on representative, equitable (across gender and other categories), transparent, accountable and inclusive institutions; a vibrant, responsible and capable media; and a dynamic civil society which is engaged in the political process. The overall goal of the Democratic Governance for Development Project (DGD) in Nigeria is to help develop the capacity of national and sub-national institutions, networks and processes, whether governmental or non-governmental, as a contribution to the further entrenchment of democratic governance in Nigeria.
Efforts on the electoral cycle reinforce national efforts to build the norms, practices, mechanisms and institutions that can foster active citizenship and stronger democratic accountability, in keeping with the stated objectives of Government policy. The project provides technical assistance to the Electoral Institute of the Independent National Electoral Commission and State Independent Electoral Commissions. In addition, the project works with civil society and other democratic institutions to help them maximize public participation and confidence in the outcome of elections.
Work on broader issues of democratic governance helps build the norms, practices and institutions that can underpin the development of democratic governance in Nigeria over the medium- to long-term whilst also supporting near-term action on pressing issues such constitutional and electoral reform. The project, with the support made available through a joint donor fund established to provide assistance to Nigerian democratic institutions, primarily technical assistance and financing for capacity development linked to practical outcomes in a number of areas: legislature, election management bodies, political parties, civil society, media, gender equality in politics.
The contributors to the project are the European Commission, the UK Department for International Development (DFID), the Canadian International Development Agency (CIDA), the Korean International Co-operation Agency (KOICA) and the United Nations Development Program (UNDP). Democratic governance is a concept that emerged from the principles that are based on the understanding that an effective system of democratic governance is one which is based on representative, equitable (across gender and other categories), transparent, accountable and inclusive institutions; a vibrant, responsible and capable media; and a dynamic civil society which is engaged in the political process. The overall goal of the Democratic Governance for Development Project (DGD) in Nigeria is to help develop the capacity of national and sub-national institutions, networks and processes, whether governmental or non-governmental, as a contribution to the further entrenchment of democratic governance in Nigeria.
Efforts on the electoral cycle reinforce national efforts to build the norms, practices, mechanisms and institutions that can foster active citizenship and stronger democratic accountability, in keeping with the stated objectives of Government policy. The project provides technical assistance to the Electoral Institute of the Independent National Electoral Commission and State Independent Electoral Commissions. In addition, the project works with civil society and other democratic institutions to help them maximize public participation and confidence in the outcome of elections.
Work on broader issues of democratic governance helps build the norms, practices and institutions that can underpin the development of democratic governance in Nigeria over the medium- to long-term whilst also supporting near-term action on pressing issues such constitutional and electoral reform. The project, with the support made available through a joint donor fund established to provide assistance to Nigerian democratic institutions, primarily technical assistance and financing for capacity development linked to practical outcomes in a number of areas: legislature, election management bodies, political parties, civil society, media, gender equality in politics.
The contributors to the project are the European Commission, the UK Department for International Development (DFID), the Canadian International Development Agency (CIDA), the Korean International Co-operation Agency (KOICA) and the United Nations Development Program (UNDP). A Project Management Unit (PMU) runs the project under the leadership of the UNDP.
Under the strategic direction of the Project Director, the supervision of the International Expert Democratic Governance and working in close coordination with UNDP’s Capacity for Governance Team Leader and development partners, the National Expert Democratic Governance National Assembly (NASS) and Political Parties (PP) will support and provide expert services in negotiations, identification of priorities, preparation of relevant documents, implementation of activities and follow up support for management and continued partnership development to the project on behalf of UNDP.

Support information management activities:
Collect and catalogue relevant information on Somalia on a weekly/monthly basis to be used in information products.

Background
Given the current crisis in Somalia, OCHA has to scale up support immediately to support the Humanitarian Coordinator in mobilization and coordination of an effective and principled humanitarian response. Duties and Responsibilities

Maintain constructive media relations through engagement with international and Somali media:
Maintain relations with media counterparts and support the office in all public information activities
Organize and support local and international media trips and briefings.

Consultant Activities
Under the overall direction of UNDESA, and guidance of the National CSD Focal Point the contracted Consultant will undertake, in collaboration with a lead consultant the following activities:
A) Prepare the stocktaking report
For the preparation of the agriculture sector including livestock, stocktaking report the national consultant will conduct interviews and consultations with national stakeholders starting and ending with the national CSD focal point. A lead consultant will provide the overall structured and integrated approach for the national stocktaking report and communication to the UNCSD. Through this consultative process, the consultant obtains relevant contextual information from a number of stakeholders in government and national Major Groups and donor organizations. Furthermore, relevant documentation of national strategies, plans, policies, capacity needs assessments, and practical experiences will be reviewed and synthesized by the consultant. A set of guiding questions is in Annex 1.
From this process the consultant will prepare a 10-20 page agriculture sector stocktaking report that will feed into the discussions to take place during the multi-stakeholder meeting.
B) Conduct Multi-stakeholder consultative meeting
Based on the agriculture stocktaking reports, a multi-stakeholder meeting will be organized by the project team to discuss and move towards consensus on a national assessment of progress, remaining gaps, experiences and opportunities pertaining to the themes of the UNCSD. In addition, this key phase in the national preparation process has the intent to build the capacity of relevant national institutions to engage in the regional and global preparation processes and implement outcomes of the UNCSD.
Success of the consultative meeting will highly depend on active participation of the attendees. Therefore, it is imperative to invite knowledgeable and senior representatives of the following stakeholder groups to the meeting:
- Environmental Protection Authority, Ministry of Finance and Economy Development , Ministry of Agriculture, Ministry of Transport, Ministry of Industry, Ministry of Energy and Water as appropriate representatives from other ministries and commissions;
- International and national financial institutions (e.g. national development banks, commercial banks); and
- organizations representing Major Groups such as women, farmers, youth, trade unions and others.
The consultant will participate in the workshop in Ethiopia. The date and venue have yet to be determined.
Consultant will participate as a presenter and discussant in the 2-day meeting. The consultant will submit the draft paper to UNDESA for review and incorporate comments provided by UNDESA.
Time Frame & Deliverables
The consultant will deliver to UNDESA, UNDP and EPA the following:
1) Further elaboration of this ToR and agreement with EPA and UNDP … to be completed within 1 week after signing of the contract.

The stock taking report will be prepared by a team. This consultancy will lead the team and provide an integrated, structured approach to preparing and finalizing the report. Another consultant will provide the technical inputs one focussing on relevant sectors (e.g. energy, transport sectors, agriculture, land use and water etc) to be defined by the Rio +20 focal point for Ethiopia.
The stock taking report will include where possible intermediate objectives and activities, indicators and institutional frameworks for achieving the sustainable development goals. For the preparation of the stocktaking report the national consultant will conduct any additional interviews and consultations with national stakeholders necessary for the extended work starting and ending with the national CSD focal point. Through this consultative process, the consultant obtains relevant contextual information from a number of stakeholders in government and national Major Groups and donor organizations. Furthermore, any other relevant documentation of national strategies, plans, policies, capacity needs assessments, and practical experiences will be reviewed and synthesized by the consultant. A set of guiding questions is in Annex 1.
From this process the consultant will prepare a 20-30 page stocktaking report with sections provided by the other consultants feed into the discussions to take place during the multi-stakeholder meeting.

UNDP may in addition engage in district by district consultations feeding into the national consultation meeting. Success of the consultative meeting will highly depend on active participation of the attendees. Therefore, it is imperative to invite knowledgeable and senior representatives of the following stakeholder groups to the meeting:

The consultant will facilitate the national workshop. The date and venue are to be confirmed. The proceedings of the meeting will be prepared and circulated as a revised stocktaking report or part of the draft national report to Rio+20.
Prepare a Draft National Report:
A synthesis report capturing the outcomes of both the stocktaking exercise and the multi-stakeholder meeting will be completed following the workshop. The questions that have been answered during these first two phases will now be presented in a succinct and focused manner. The synthesis report should address the UNCSD objective and the two new themes in the context of the traditional themes of sustainable development the present situation, experiences gained and aspirations of the country. The synthesis report should aim at providing a number of recommendations for the UNCSD. A set of guiding questions is in Annex 2. In addition, the Questionnaire for Member States on Experiences, Success Factors, Risks and Challenges with Regard to Objective and Themes of the UNCSD will guide the reporting.
The Consultant will prepare, with inputs from the supporting consultants, a workshop report. To facilitate preparation of this report, the contactor shall act as rapporteur to cover workshop proceedings as noted above. The National Report shall be reviewed by the appropriate government agencies and the principal United Nations partners.
The synthesis report should consist of the following elements:
Minimum of 20 pages, and be written in a clear, concise and readable manner.
Include a brief summary of the workshop.

The stocktaking report could describe the context of green economy and national institutional framework for sustainable development based on the following questions:

Background
Ethiopia has elected to participate in the national preparatory process in advance of the United Nations Conference on Sustainable Development (UNCSD) to take place in Rio de Janeiro in June 2012.
In this connection, UNDESA is planning to support multi-stakeholder consultations in advance of the Rio+20 conference. As part of the consultative process UNDESA will support a national consultative workshop in Ethiopia. The intention is to build national capacity to engage more fully in the Rio+20 process as well as to ensure continuing efforts to implement the outcomes of the conference. Participants at the workshop will be drawn from Government, NGOs, private sector, and donor organizations.
The national preparation process consists of three consecutive and interlinked phases. All three phases contribute to the preparation of an output document while building capacity on the issues. These three phases are:
the preparation of a stocktaking report based on interviews, consultations and desk review;
a multi-stakeholder meeting addresses the issues of the UNCSD; and
the outcomes of both the stocktaking exercise and multi-stakeholder meeting are captured in a national report by the consultant.
Duties and Responsibilities
Consultant Activities
Under the overall direction of UNDESA, and guidance of UNDP-Ethiopia and the Environmental Protection Authority and the contracted Consultant will undertake the following activities as lead consultant with assistance from one consultant covering the energy and transport sectors and one covering the agriculture, water and tourism sectors. The lead consultant will ensure that all pertinent themes of sustainable development are integrated including such themes as health and education.
Prepare the stocktaking report:
The stock taking report will be prepared by a team. This consultancy will lead the team and provide an integrated, structured approach to preparing and finalizing the report. Another consultant will provide the technical inputs one focussing on relevant sectors (e.g. energy, transport sectors, agriculture, land use and water etc) to be defined by the Rio +20 focal point for Ethiopia.
The stock taking report will include where possible intermediate objectives and activities, indicators and institutional frameworks for achieving the sustainable development goals. For the preparation of the stocktaking report the national consultant will conduct any additional interviews and consultations with national stakeholders necessary for the extended work starting and ending with the national CSD focal point. Through this consultative process, the consultant obtains relevant contextual information from a number of stakeholders in government and national Major Groups and donor organizations. Furthermore, any other relevant documentation of national strategies, plans, policies, capacity needs assessments, and practical experiences will be reviewed and synthesized by the consultant. A set of guiding questions is in Annex 1.
From this process the consultant will prepare a 20-30 page stocktaking report with sections provided by the other consultants feed into the discussions to take place during the multi-stakeholder meeting.
Conduct Multi-stakeholder consultative meeting:
In collaboration with UNDP Country Office, multi-stakeholder meetings will be organized by the project team to discuss and move towards consensus on a national assessment of progress, remaining gaps, experiences and opportunities pertaining to the themes of the UNCSD. UNDP may in addition engage in district by district consultations feeding into the national consultation meeting. Success of the consultative meeting will highly depend on active participation of the attendees. Therefore, it is imperative to invite knowledgeable and senior representatives of the following stakeholder groups to the meeting:
Environmental Protection Authority, Ministry of Finance and Economy Development , Ministry of Agriculture, Ministry of Transport, Ministry of Industry, Ministry of Energy and Water as appropriate representatives from other ministries and commissions.
International and national financial institutions (e.g. national development banks, commercial banks).
Organizations representing Major Groups such as women, farmers, youth, trade unions and others.
The consultant will facilitate the national workshop. The date and venue are to be confirmed. The proceedings of the meeting will be prepared and circulated as a revised stocktaking report or part of the draft national report to Rio+20.
Prepare a Draft National Report:
A synthesis report capturing the outcomes of both the stocktaking exercise and the multi-stakeholder meeting will be completed following the workshop. The questions that have been answered during these first two phases will now be presented in a succinct and focused manner. The synthesis report should address the UNCSD objective and the two new themes in the context of the traditional themes of sustainable development the present situation, experiences gained and aspirations of the country. The synthesis report should aim at providing a number of recommendations for the UNCSD. A set of guiding questions is in Annex 2. In addition, the Questionnaire for Member States on Experiences, Success Factors, Risks and Challenges with Regard to Objective and Themes of the UNCSD will guide the reporting.
The Consultant will prepare, with inputs from the supporting consultants, a workshop report. To facilitate preparation of this report, the contactor shall act as rapporteur to cover workshop proceedings as noted above. The National Report shall be reviewed by the appropriate government agencies and the principal United Nations partners.
The synthesis report should consist of the following elements:
