Job Purpose: To provide support to response project team in logistics, Warehousing and transport arrangement for Wash items movement and distribution.
Post holder reports to: Logistics and Administration Manager

Key Responsibilities
General
Organise all supply chain activities across all Oxfam programmes in Liberia including delegated logistics processes, purchasing, warehousing, communications, transport, and commodity distributions as well as the related administrative procedures for these, for Oxfam operations.
Establish and maintain good contacts with, government offices, UN agencies and other NGO's with regard to logistical matters, especially on obtain quick clearance of goods from port of entry.
Report monthly on all logistics activities.
Assist with logistics advice during the drawing up of new project proposals.
Liaise with the Field Logisticians and Programme/Project Managers in all operational areas to obtain requests and process them and implement the supply chain for both the emergency response and ongoing development projects
To establish and maintain a project pipeline report, sharing this information with all Project Programme managers and team leaders as and when required.
Support Oxfam's procurement officer and partners in carrying out the logistics and purchasing functions in accordance to Oxfam policies and procedures.
Report monthly on all logistics activities.
In the absence of Logistics Officer and procurement Officer to step in and provide cover
Purchasing
Obtain requisitions from all operational areas in Oxfam Liberia and turning them into Request orders within Helios system
Collecting quotations from Suppliers as instructed by the logistics and administration manager.
Negotiating with Suppliers and obtaining competitive prices
Checking prices and maintaining up to date price lists of items regularly required by Oxfam.
In the absence of the Procurement Officer, the post holder provide cover.
Supply planning/ chain management
Support on development and implementation of supply plans, including regular communication and coordination of commodity movements.
To help in generating ROs, GRN, update asset register and logistics reports from HELIOS and alert management for any action needed to improve ways of working
Regular tracking of commodity movements from source to distribution points
Transportation and distribution
Ensure involvement in collaborative delivery planning
Deliver against delivery plans, arranging labour and transport as required
Organise the manual loading and unloading of vehicles when necessary
Administration
To ensure the proper administrative procedures and standards for filing, commodity movements are followed
Skills and Competence
Should have qualifications in Supply Chain management, logistics, and administration
Hands on person, with experience in emergency and development work
Good written and spoken English. Regional/local language desirable
Ability to keep clear and concise records
Diplomacy, tact and negotiating skills
Good Team work and Computer skills.

The role

Motivate, equip and assist staff to develop and implement Christian Commitments (CC) strategies that enhance the expression of our Christian identity in all national and regional programmes and budgets.
Lead the process to ensure the integration of WV’s Christian identity and commitments in Regional, NO and programme sector strategies;
Ensure the appropriate fulfilment of WV’s Christian commitments and Regional CC-related strategic objectives in all programme areas; with special focus on Spiritual Nurture of Children, Child Protection, Gender Based Violence and Women in Leadership.
Conduct Annual CC Country Assessment and oversee CC-related programme evaluation (Annual Christian Commitments Country Assessment (ACCA) Standard # 1).
Provide technical support
Provide technical supervision and coaching for National office CC-related staff, ensuring active participation within the Region in CC-related Communities of Practice and working groups. (ACCA Standard # 2 & 3).
Provide regional leadership, coordination and technical support on CC focused programming to NOs and RO.
Review, on request, CC [projects] proposals and provide technical advice in consultation with other sector LCs/units to assist particular country programmes.
Ensure program designs, annual operating plans or detailed implementation plans tangibly address relevant CC issues and child well being outcomes.
Provide relevant CC tools (in line with LEAP, IPM and others) for child-focus and LEAP aligned programming.
Collaborate with SAR Gender, CP, HEA and Advocacy Advisors, IPM, LEAP and Communications on CC specific issues at NO and Regional levels to facilitate integration and increased impact on wellbeing of children.
Build skills of NO and ADP Staff in CC formation and programming
Conduct CC Learning Labs (LL) and participate in Integrated LL as appropriate.
Work with National Directors, regional and national People & Culture staff and CC Coordinators to ensure that staff selection, orientation, Christian formation and spiritual nurture are consistent with WV policies and encourage staff to engage in Christ-centred life and work. (ACCA Standard # 4 and 5).
Work with the Regional Working Group, Support Offices and help National Offices to secure adequate funding to implement Christian Commitment programmes.
Ensure that National CC and ADPs programmes fulfill national policies for the spiritual formation of children, youth and their communities (ACCA Standard # 3).
Establish linkages and networks
Engage Churches/Faith Based organisations in different countries to promote spiritual nurture of Children, child protection, women in leadership and campaign against Gender Based Violence.
Encourage engagement with other faith leaders and organizations around issues pertaining to peace, reconciliation and the well-being of children (ACCA Standards # 8).
Build collaborative links with key in –country partners and institutions within the LC host country to leverage resources and efforts, refinement, execution and promotes learning and well being of Children. (ACCA Standards # 6 & 7).
Facilitate formation/strengthening of relationships between NOs and SOs for resource acquisition and other support
Actively contribute to regional perspectives and experience to the global Community of Practice on CC issues.
Represent the Region in Regional and Global forums and meetings; contribute to Partnership-wide CC leadership; and be a spokesperson regarding WV’s Christian Commitments and the role of faith in development.
Attend to other CP-related issues as assigned by the LC National Director, Regional and GC Leadership
KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:
Formal theological training and/or postgraduate education/studies in development, theology/missions and/or sociology, preferably with an emphasis on mission and development.
Expertise in Christian leadership formation and staff development
Minimum 5 years experience working in the African context at a senior level.
Displays a deep understanding of the history, role, and diversity of the Church in the region and its religious landscape specifically in restricted contexts. Proficiency in functioning in diverse cross-cultural, religious, and ecumenical settings
Expertise in leading others in understanding Christian mission and its relationship to development, relief and advocacy.
Good knowledge and demonstrated commitment of WV’s ethos, philosophy of ministry, and core documents.

Assist in the development of strategies for long-term or additional interventions in the assigned area.
Maintain familiarity with the requirements and compliance procedures of current and new programme donors.
Work closely with the Integrated Ministry Director and/or Regional Program Manager in ensuring the smooth functioning of the assigned area programme
Oversee all aspects of day-to-day the assigned Area Programme implementation, ensuring the achievement of the programme operational goals
With the assistance of Regional Program Officer ensure that all donor and Support Office reporting requirements are met
With the assistance of Regional Program Officer manage and evaluate operations budgets, project funding, expenditures and accomplishment of ministry objectives
Support and supervise the work of County Teams and all operations staff in the assigned area.

Along with the County Team leaders maintain good working relationships with local authorities and community leaders, without compromising the independence of WVSS and its non-governmental role.
Communication:
Manage public relations for the assigned Area Office, including arranging schedules for visitors and media groups, transport, lodging, arranging of appointments and orientation to projects
When appropriate, keep the Communications Officer in Juba informed of media opportunities and coordinate
Finance:
Work with the Regional Finance Manager to support the assigned Areal Grant/Finance Officer to deliver appropriate financial services to the field team and to ensure accountability according to WV Finance standards
