Operation Support (50 % OF TIME)
1. Performs hands-on repairs of the HVAC System and other building mechanical systems. Included

variable air volume (VAV) units, HVAC ductwork, evaporators, condensers, humidifiers, motorized
valves, chilled water piping, circulation pumps, damper motors, controllers, actuators, and HVAC

2. Performs preventive maintenance on the HVAC system and related components to maintain system
operation and reliability to ensure uninterrupted power and continuous air supply to critical

maintenance work orders generated by the Computerized Maintenance Management System

3. Inspects, tests, evaluates, calibrates and updates HVAC System to improve reliability and to assure dependability, safety and compliance. Maintenance Support: (40% OF TIME)
1. Maintains HVAC system, drafts and submits reports to the Facility Manager (FM) or supervising engineer detailing operational proficiency. Reports consist of power consumption, evaluations and historical data reviews, and depicting systems performance requirements. Receives reports and logs generated by the BAS and Controls Tech to act upon and enhance systems performance. Provides contractor design information for proposed renovation or new construction work and assists LES Facility Maintenance staff in the performance of in-house projects.
2. Assists in preparation of Statements of Work (SOW) and construction documents for repairs, new construction and renovation work. Assistance includes obtaining telephone/written estimates and quotes of materials and equipment needed for repairs and the completion of job tasks. Monitors contractors work for providing products and services as the terms and conditions of the contract. Assists in developing punch lists, testing, and inspections as required to ensure quality services and construction work and assists LES Facility Maintenance personnel in the performance of in-house projects.
3. Assists in providing guidance to other LES Facility Maintenance personnel and vendors/contractors in the correct operation of equipment, use of diagnostic devices and materials used to complete required maintenance activities, general operations, and future expansion projects.
4. Assists in the development and implementation of a comprehensive preventive maintenance program for building systems equipment and associated electrical devices.
Logistic Support: (10% OF TIME)
1. Contributes to the safety program of the facility. Insures work does not present health problems or risk of injury to workers or other employees or visitors.
2. Remains current on job specific expertise through various sources (e.g. trade publications, trade shows, vendor communication, etc.) to keep abreast of the latest technological developments and products to improve generator reliability.

Collateral duty assignments will be at the discretion of the Facility Manager but could include the following: Additional mechanic duties, Assistant POSHO, Government Technical Monitor (GTM), and/or Escort. QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE
Education: The position requires successful completion of secondary school. Completion of vocational training from an accredited institute recognized as producing journeyman level technicians with a concentration in HVAC principles and application.
Prior Work Experience: Minimum of five to seven (5-7) years’ of broad experience in operations and maintenance of building HVAC systems and associated equipment. A minimum of 3 years of experience must be as an HVAC Technician working with large, modern, commercial or Government office building in operations and maintenance. Knowledge of US building, electrical, mechanical, fire and life safety codes; building and trade standards is highly desirable.
Post Entry Training: Position may require individual to travel TDY for the purpose of receiving on the job training to become familiar with mission maintenance operations. MAJOR DUTIES AND RESPONSIBILITIES 100 % OF TIME
The incumbent specializes in Electrical Generator operations and maintenance of equipment. He or she
receives written or verbal requests for maintenance services and ascertains all of the necessary
information to determine whether the work is of a routine or emergency nature. Assignments will be

building systems is required. This includes but not limited to, electrical power distribution, voltage
regulators, transformers, switchgear, automatic transfer switches and uninterruptible power supply

Operations & Maintenance Support (90% OF TIME):
1. Performs preventive maintenance on uninterrupted power supply systems, generators, and air
compressors to maintain system operation and reliability to ensure uninterrupted power and
continuous air supply to critical facilities, equipment and systems. Responds to scheduled,
unscheduled and preventive maintenance work orders generated by the Computerized
Maintenance Management System (CMMS). The current program for the Department of State is
Work Order for Windows (WOW).
2. Inspects, tests, evaluates, calibrates and updates generator systems and wiring to improve
reliability and to assure dependability and safety and compliance. Identifies and corrects building
and equipment problems by performing electrical and plumbing work to maintain buildings and
equipment in safe condition, prevent degradation of property and systems, and prevent failures
that would cause reduction in service.
3. Installs, repairs and maintains new and replacement generator systems to enhance building
systems reliability. Installations may include residential applications. Removes, relocates, repairs,
installs and tests electrical equipment (e.g. switches, conduit wiring, receptacle lights, circuits, etc.)
to maintain electrical power in buildings and structures, detect shorts and defective connections,
overloading, and restore operation of non-functioning equipment. Installs conduits and wires to
provide power as required. Repairs electric lines in or under floors, walkways, and walls to repair
breaks. Interprets wiring diagrams in order to install generator systems. Assists in the coordination
and in the temporary repair of remote generator systems.

4. Responds to 24-hour emergency calls to repair remote generator systems and assigned work area during off-duty hours.
5. Assists in planning and scheduling corrective actions and preventive maintenance to repair or modify defects and maintain operating condition of facilities and equipment.
6. Assesses critical loads of power requirements to power sources and generators to determine user needs of electrical and/or backup power.
7. Monitor vendors and contractors to determine that work is correctly performed and completed in a timely manner, that the correct materials are utilized, and to assure that procedures meet state requirements.
8. Assist in maintaining costs, inspections, and maintenance records on generators and power systems to document maintenance work and equipment replacement. This includes accounting for labor hours and material usage after completion of work.

The incumbent specializes in plumbing and mechanical systems operation and maintenance of equipment
as directed by the Facility Manager or an assigned Supervising Engineer. Systems to include but limited to;
water supply, storage, filtration, disinfection and other water treatments, hot water systems and
equipment, piping, tubing, fittings and controls, irrigation, domestic plumbing fixtures including waterless
urinals, drainage, sanitary systems, on-site sewage treatment, and storm water management.
Operations & Maintenance Support (90% OF TIME):
1. Performs preventive maintenance and repairs on plumbing/mechanical systems including: air
compressors, fire suppression systems, commercial and domestic toilet facilities, fixtures, valves,
piping, domestic water and sump pumps, water supply boosters, water sewage treatment systems,
domestic and solar water heaters, fuel pumps, oil-water separators and motorized vehicle gates to
ensure optimal and un-interrupted operation of the mechanical systems. Also, duties also include
maintaining operation of gutters and roof drains, storm drains and irrigation systems as applicable.
Responds to scheduled, unscheduled and preventive maintenance work orders generated by the
Computerized Maintenance Management System (CMMS). The current program for the

2. Identifies and corrects building and equipment problems by performing plumbing and associated
mechanical inspections to maintain buildings and equipment in safe condition, prevent degradation
of property and systems, and prevent failures that would cause reduction in service. Ensures that
all assigned maintenance tasks are carried out promptly and in full as described in work orders and
in accordance with manufactures repair or replacement requirements. Familiarization of general
mechanical and electrical systems is required.
3. The incumbent provides emergency services coverage for malfunctioning mechanical systems and
equipment as required 24 hours per day; seven days per week (24/7) operation.
4. Assists with monitoring specialty service contractor’s work as delegated and provides feedback to
the Supervisory Mechanical Engineer and Facility Manager concerning the contractor’s quality of

Operation Support (50 % OF TIME)

programmable control systems for switch gear, medium voltage transformers, motor control

2. Performs preventive maintenance on the electrical power and lighting system and related
components to maintain system operation and reliability to ensure uninterrupted power and
continuous air supply to critical facilities, equipment and systems. Responds to scheduled,
unscheduled and preventive maintenance work orders generated by the Computerized
Maintenance Management System (CMMS). The current program for the Department of State is
Work Order for Windows (WOW).

3. Inspects, tests, evaluates, calibrates and updates electrical power and lighting system and wiring to improve reliability and to assure dependability, safety and compliance. 6. Ensures proper use of time, tools, materials and parts and provides data on all completed preventive maintenance task, spares, and consumables.
7. Responds to 24-hour emergency calls to repair remote generator systems and assigned work area during off-duty hours.
Maintenance Support: (40% OF TIME)
1. Maintains electrical power and lighting systems, drafts and submits reports to the Facility Manager (FM) or supervising engineer detailing operational proficiency. Reports consist of power consumption, evaluations and historical data reviews, and depicting systems performance requirements. Receives reports and logs generated by the BAS and Controls Tech to act upon and enhance systems performance. Provides contractor design information for proposed renovation or new construction work and assists LES Facility Maintenance staff in the performance of in-house projects.
2. Assists in preparation of Statements of Work (SOW) and construction documents for repairs, new construction and renovation work. Assistance includes obtaining telephone/written estimates and quotes of materials and equipment needed for repairs and the completion of job tasks. Monitors contractors work for providing products and services as the terms and conditions of the contract. Assists in developing punch lists, testing, and inspections as required to ensure quality services and construction work and assists LES Facility Maintenance personnel in the performance of in-house projects.
3. Assists in providing guidance to other LES Facility Maintenance personnel and vendors/contractors in the correct operation of equipment, use of diagnostic devices and materials used to complete required maintenance activities, general operations, and future expansion projects.
4. Assists in the development and implementation of a comprehensive preventive maintenance program for building systems equipment and associated electrical devices.
Logistic Support: (10% OF TIME)
1. Contributes to the safety program of the facility. Insures work does not present health problems or risk of injury to workers or other employees or visitors.
2. Remains current on job specific expertise through various sources (e.g. trade publications, trade shows, vendor communication, etc.) to keep abreast of the latest technological developments and products to improve generator reliability.

QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE
Education: The position requires successful completion of secondary school. Completion of vocational training from an accredited institute recognized as producing journeyman level technicians with a concentration in electrical principles and application.
Prior Work Experience: Minimum of five to seven (5-7) years’ of broad experience in operations and maintenance of building electrical power and lighting systems and associated equipment. A minimum of 3 years of experience must be as an Electrical Technician working with large, modern, commercial or Government office building in operations and maintenance. Knowledge of US building, electrical, mechanical, fire and life safety codes; building and trade standards is highly desirable.
Post Entry Training: Position may require individual to travel TDY for the purpose of receiving on the job training to become familiar with mission maintenance operations. Training to operate Work Order for Windows will be provided. Vendor sponsored controls training will be sought. Training plans will be coordinated by the Facility Manager and Post Management.
Language Proficiency: Level III in both English and host country language written, and spoken proficiency required.
Job Knowledge: The incumbent shall possess job knowledge to include general computer literacy, basic math and the ability to use measurement tools needed to lay out and cut shaped, threaded, and joined materials. Must have a very good technical understanding of major building electrical power and lighting systems and equipment with a specialty in controls. Summary of Key Responsibilities:

Required Skills and Experience
Education:

* Secondary education. Certification in administration and/or procurement desirable. University Degree in Business or Public Administration would be desirable, but it is not a requirement.


Experience:

Background
The United Nations in Liberia is represented by the UN Mission (UNMIL) and the UN Country Team (UNCT), comprising 16 specialized agencies, funds, programmes, the World Bank, the IFC and the IMF. Working together, the UN in Liberia has developed the United Nations Development Assistance Framework (UNDAF – 2008-2012), and is engaged in planning and implementing joint programmes, in support of the Government’s Poverty Reduction Strategy (Lift Liberia – 2008-2012).

In October 2010, the UN in Liberia launched Delivering as One (DaO), with a view to replace with the current system of separate country programmes and plans for agencies and entities and with One Programme and One Budget framework, overseen by One Leader. The new model, currently referred to as the United Nations Development Assistance Plan (UNDAP) is anticipated in either December 2012 or July 2013. The objective of the One Programme model is for the UN to become a more effective development partner to the Government of Liberia by responding to the country’s national priorities more efficiently, coherently, and increasing the sustainability of programmatic results.

In November 2010, a mid-term review was conducted of the UNDAF in Liberia. It found that the UNDAF M&E framework was not an effective tool for monitoring of progress and results achieved, and that the UNDAF Outcome Group’s work plan monitoring was also critically insufficient. Similarly, the review of the UN and GoL Joint Programmes, conducted in December 2009, found that the Joint Programmes had weak M&E frameworks and that the monitoring of progress and accountability mechanisms needed improvement.

At the presentation of the MTR of the UNDAF in December 2010, the UN Resident Coordinator and UNMIL DSRSG for Governance and Recovery, Mr Moustapha Soumaré, pledged that the UN would actively address the shortcomings of the UN M&E systems and frameworks, and also look at how to improve and enhance support to and linkages with Government M&E efforts and initiatives.

The UN Inter-Agency Programming Team (IAPT) and its M&E Advisory Group has decided to initiate the implementation of the RC/DSRSG’s commitment, by commissioning a consultancy that will study the M&E systems and practices across UN bodies and Government entities, and identify ways to enhance accountability for results, learning from experience and use of available information.

The overall objective of this consultancy is to have an inventory of systems for monitoring and evaluation in key UN entities in Liberia and across line ministries in the GoL, along with actionable recommendations for how to strengthen the demand and use of monitoring and evaluation information, and also looking at capacity for monitoring and evaluation. This information will enable the UN as well as Government to take concrete steps to improve the environment and opportunities for quality monitoring and evaluation in Liberia.

Providing the inventory of key GoL M&E systems is intended to inform relevant UN agencies what information is being gathered and processed in GoL and where linkages should be established, but equally to assist GoL in its own efforts to improve its monitoring and evaluation systems and efforts. The same applies to the assessment of demand and use of M&E information in GoL, which this consultancy will also produce; the objective being to contribute information to GoL’s strategic work on monitoring, evaluation and results based management.

Additional objectives of the consultancy are to sensitize management levels in the UN and GoL about the role of working environments, organizational conditions and ability to implement changes, for effective results based management. Also, in and of itself, the consultancy will contribute quality evidence and analysis to discussions across UN and GoL about monitoring, evaluation and results based management.

Duties and Responsibilities

The scope of the consultancy includes:

* To develop an inventory of key UN and GoL M&E systems – with a clear distinction between Monitoring and Evaluation;
* To assess practices for demand and use of Monitoring and Evaluation information in key UN agencies and GoL entities – with a clear distinction between Monitoring and Evaluation;
* To assess capacity for M&E in key UN and GoL entities;
* To develop recommendations for how the UN and the GoL can strengthen their M&E system, addressing harmonization of and possible linkages between various M&E systems, as well as where and how capacity could be enhanced; To develop recommendations for where and how to change practices for M&E information demand and use.


Deliverables/Outputs :

The outputs will be assessed against, among other things, the brief conceptual framework submitted as part of the initial proposal submitted by the selected consultant(s).

Deliverables are linked to the payment as follows:

* An Inception Report, outlining the key scope of the work and intended work plan of the consultancy, will be submitted after 5 days of commencing the consultancy. The inception report will be discussed and agreed with the Consultancy Management Team; 20 % of total contract sum;
* A presentation of preliminary findings, in line with the agreed scope of work, will be presented verbally half-way through the consultancy; 23 days after commencement of the consultancy; 20 % of total contract sum;
* A draft Report will be presented and discussed with the Consultancy Management Team and key stakeholders before the departure of the consultant; 40 days after commencement of the consultancy; 20 % of total contract sum;
* A Final Report with specific recommendations, including a proposed action plan for the way forward will be submitted within two weeks of the Consultant’s departure; 45 days after commencement of the consultancy; 40 % of total.

Application Procedure:

Only shortlisted applicants will be notified and forwarded the Individual Consultant Procurement Notice along with terms of reference and general conditions of contrat for the services of Individual Contractors. Short listed candidates will be asked to submit the following:

1. General Proposal explaining why they are the most suitable for the work;
2. Financial proposal;
3. Personal CV including past experience in similar projects and at least 3 references.

To be added to the Request for Proposals: All applicants must submit a brief conceptual framework explaining what results based management, monitoring, evaluation mean and how they connect in practical ways in public organizations such as the UN system and Government institutions. The conceptual framework must also address key organisational conditions for meaningful and useful M&E. This will provide the opportunity to critically assess whether the applicant has a clear conceptual mind about the subject matter, and what type of process, analysis and recommendations can be expected. In addition, the assessment of the consultancy outputs can be made against this initial conceptual framework; it strengthens the clarity of the ‘contract’ that is the consultancy.


Competencies

The consultant must have:

* At least 10 years of work experience in management (public or private sector), programme development, monitoring and evaluation and/or related fields;
* A detailed knowledge and familiarity of the UN, its programming processes and coordination mechanisms, as well as public sector management. Work experience from within the UN would be an asset, as would work experience from Liberia;
* Fluency in English.

Required Skills and Experience
The consultant must have:

* Advanced University degree (Masters Degree or equivalent) in a relevant Social Science (Public Administration, Business Administration, International Relations, etc.).
