PURPOSE OF POSITION:
The Response Manager provides strategic leadership and day-to-day management over the Disaster Management (DMT) and GIK teams, to ensure that they are effective and meet the need of the people affected by disasters, while achieving the designated goals and objectives of World Vision South Sudan.
The Response Manager leads the Disaster Management Team in the development, implementation, oversight and evaluation of all programming related to emergency response and disaster mitigation, with emphasis on leadership, staff development, liaison and coordination, strategic development, resource acquisition, quality control.
Act as a Leader for the DM Team.
Provide leadership and management for the implementation of all WVSS emergency responses programmes in accordance with the overall WVSS country strategy, policies, procedures and objectives, and within adopted Humanitarian standards.
Liaise with OCHA, other UN agencies, the Gov of South Sudan, NGOs, donors and partners on emergency preparedness and response.
Liaise with SOs and the RHEAD on any humanitarian issues affecting South Sudan.
Ensure that all emergency programmes are closely integrated with other programmes in affected regions.
Initiate and lead needs assessments in affected communities.
Work with Regional Program Officers to prepare project proposals as appropriate.
Assist in the development of strategies for long-term disaster mitigation interventions.
Work closely with the Integrated Programme Director in ensuring the smooth functioning of the ERDM programmes.
With the assistance of Regional Program Officers ensure that all donor and Support Office reporting requirements are met.
With the assistance of Regional Program Officers manage and evaluate operational budgets, project funding, expenditures and accomplishment of ministry objectives.
Monitor the progress of projects by frequently visit the projects and communities affected by disasters.
Develop partnership with local organisations and communities to assess and respond to emergencies and assess the effectiveness of current projects and the need for new projects.
Prepare training materials and conduct training of field office and WV frontline staff in humanitarian standards.
Identify, train and mentor national staff counterparts.
Develop annual / quarterly / monthly operating plans and participate in the formulation of management plans and the country strategy.
Coordinate on-going monitoring and the evaluation of all emergency project activities with Regional Programme Officers and M&E Officers.
Provide information and participate in the recruitment, selection and development of staff for emergency response programmes.
Any other appropriate tasks required for the support of WV Southern Sudan programmes.
Act as WVSS official representative in UN, GOSS, NGOs and donors humanitarian coordination meetings.
Build relationships with Government Authorities, SSRRC, donors, NGOs and UN agencies.
Maintain regular contact with other international and local non-governmental organizations (NGOs) and government officials working to serve as a network for obtaining and coordinating information regarding current and future work in the assigned Region.
Along with the County Team leaders maintain good working relationships with local authorities and community leaders, without compromising the independence of WVSS.
Work with the Programme Director to deliver appropriate communication services to the programme and to ensure adherence to WV Communications standards, providing information and support to the Communication Manager as appropriate.
Work with the Finance Director to support the assigned Regional Grant/ Finance Officer to deliver appropriate financial services to the field team and to ensure accountability according to WV Finance standards.
Ensure WV staff comply with security protocols and work in as secure environment.
Work with the IPD and Security Manager to facilitate appropriate security advice and communication services to the ERDM team and to ensure adherence to WV security standards.
Work closely with the Security Manager to assess new intervention areas and analyse and mitigate risks.
KNOWLEDGE, SKILLS & ABILITIES:
Postgraduate qualification in humanitarian affairs or international relations social sciences or a related field.
Technical qualifications in public health, food security or commodities management is an advantage.
Experience in management and knowledge of accounting methods and procedures.
Clear understanding of the functioning of major UN agencies, international donors and governmental agencies in their respective programs, approaches and standards.
Ability to relate and represent WV to these major program partners, in a professional manner.
Experience in relief and development work using an approach of facilitation and empowering local communities.
At least 5 years field experience in a developing country programming context, preferably in humanitarian relief and experience working in conflict/war zones with international consortiums.
Experience in project design, implementation, monitoring and evaluation.
Good public relations and public speaking skill.
A committed Christian who is willing to accept WV’s Christian ethos as reflected in the core values.
Requires a willingness to spend at least 33% of his/her time in the field visiting projects sometimes under difficult living conditions.
Ability to work and travel extensively in Southern Sudan and elsewhere to attend various senior management meetings internationally and within the WV Partnership.
Experience in the management of relief and development work.
