PURPOSE OF POSITION:
To provide strategic leadership and direction to the WV Senegal finance department and ensure the proper implementation of financial policies for WV Senegal’s increasingly expanding national program. This includes and is not limited to budgets, cash management, grant and donor accounting, project auditing, and accounting/financial reporting ensuring compliance with established and appropriate policies and World Vision International standards relevant to respective projects.
KEY RESPONSIBILITIES:
Financial/Accounting Management:
To ensure that there is a viable capacity building and knowledge transfer plan in place for the finance department
Ensure financial systems are established/maintained to comply with appropriate policies.
Ensure that quality financial reporting is completed, ensuring that deadlines are met.
Formulate and implement project accounting systems, including grant accounting.
Oversee annual audit.
Oversee internal controls and modify as needed.
Address audit findings and recommendations.
Review financial summary and analysis reports.
Approve and submit financial reports, including compliance with specific grant reporting requirements.
Ensure monthly reconciliation of advances and balances.
Monitoring grant expenditures against budget.
Meet periodically with project managers to review grant report.
Oversee fixed asset maintenance.
Relationship-building:
Building and maintaining key relationships within the WV partnership to ensure commitment to future programme strategies.
Advisory:
Provide strong financial, budget advice and support to the National Director, Operations Director, Project Managers, and other appropriate management.
Support the National Director in resource acquisition.
Prepare budgets identifying funding sources to assist with program planning.
Reconcile PBAS and ensure support office funding is committed on a timely basis.
Liaise with appropriate WV offices regarding financial and accounting issues.
Human Resource Management:
Build a strong Finance Team, providing strategic guidance and strong management skills to guide and build the capacity of a cross-cultural team.
Strong management skills to develop the capacity of the Finance team in a cross-cultural environment.
Recruit, train and supervise finance staff.
Perform periodic performance previews.

KNOWLEDGE, SKILLS & ABILITIES:
The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience or on-the-job training.
Required:
University degree in Accounting or Finance.
Chartered Accountant or CPA, or otherwise internationally recognised accounting certificate.
Minimum five years accounting experience.
Minimum two years management and supervisory experience.
Verifiable strong knowledge of accounting principles, financial systems, and grant accounting.
Thorough knowledge of MS Office, Lotus Notes, and computerised accounting systems.
Competent English communication skills (oral and written).
Strong French communication skills (oral and written),
Understanding of World Vision and Sphere relief standards.
Knowledge of, and adherence to, standardised INGO codes of conduct.
Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
Ability to work in, and contribute to, team building environment.
Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.
