PURPOSE OF POSITION

As part of the WV Mauritania Food Crisis Response Team, the Cash Based Programming Project Manager’s role is to provide leadership in the implementation of Cash-Based Programming to ensure the project reaches the intended beneficiaries and achieved the intended outcomes.


KEY RESPONSIBILITIES:

Work closely with internal and external stakeholders to design the CBP project with objective to ensure food insecure communities have the capacity to access food markets throughout the life of the project.
Setup CBP project team and ensure each staff contributes to the project outcomes according to the plan.
Investigate and proposed to senior management the best cash delivery agent.
Together with M&E unit setup monitoring indicators and ensure M&E unit are delivering monitoring reports on regular basis.
Setup / revise project budget and monitor its implementation. Ensure all expenditures according to WV financial policies and manual.
Monitor donor’s incoming commitment to ensure funds availability for monthly operation.
Ensure project is running according to the agreed timeframe and Detailed Implementation Plan.
Monitor the transfer-value to ensure its efficacy / relevancy to the current retail price. If transfer-value no longer relevant, revise the transfer-value by engaging relevant stakeholders and revise project budget accordingly.
Together with M&E Manager to identify area for research to deepen the learning around CBP.
Coordinate and communicate with internal stakeholder to promote integration and smooth project transition.
Coordinate with external stakeholders including, but not limited to, academia, NGOs, Government, Private Sector, USAID and WFP in order to advance the learning goal of the project
Maintain all documentation relating directly to Cash Transfer activities required to ensure accountability to WV SOs and the right bearers/ beneficiaries of this project
Oversee administrative matters relating directly to Cash Transfer activities: time-sheets, payment schedules, required paper-work, liaison with finance department and reconciliation of records
Periodically review cash delivery agent to ensure their efficiency and identify areas of improvement
Prepare monthly reports and coordinate monthly reflection meetings internally with unit members and externally with the relevant sectors
Ensure reports are sent according to the agreed schedule to donor, Support Offices, FPMG and other relevant entities.
Manage ad-hoc issues arise from day-to-day project implementation
Receive additional task from supervisor.



KNOWLEDGE, SKILLS & ABILITIES:

REQUIRED:
A postgraduate degree (MSc/ MA) in economics, social science, agriculture or other relevant field preferred; or the equivalent combination of education and experience in a related area.
Good theoretical and working knowledge of Cash-Based Programming
Good working knowledge of WFP, USAID, EU, CIDA and other food resource donor guidelines.
Extensive understanding of Social Safety Nets, Livelihoods and associated methodologies (e.g. Logical framework approach, results-based management, most significant change etc...)
An understanding of labour based interventions (FFA/FFW)
Understanding of basic economics i.e. elasticity of demand and supply and substitution effects
Ability to articulate the disincentive hypothesis as it relates to food aid and the possible interactions between food and markets (labour and commodity)
A clear appreciation of coping mechanism and strategies
Analytical and systematic in approach, yet able to think and act strategically
Experience in Project Management
Proven skills in process and group facilitation, training and capacity building
Fluency in English and French is a must, both written and oral.
Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills
Must adhere to set security standards
Ensure a gender perspective in the scope of work
Perform other duties as required.
Working Environment / Conditions: Work environment: 90% Field Based.
