FINCA DRC is looking for a Training Manager (TM) who will work at the country head office to lead the training initiative with the objective of improving operations. The position involves being constantly aware of the needs of the subsidiary branches in order to adapt existing training methodology, curriculum and modules along with building training capacity within the subsidiary. The TM will also assist the country level management team in coordination with subsidiary HR to asses needs, create training plans, and improve the technical skills of employees. The TM will serve as a liaison between training, operations, policy, and HR functions in the subsidiary. It is estimated that travel among subsidiary branches will account for about 15-30% of the TM time.

The purpose of visits to the field offices is to identify the deficiencies related to job knowledge and skills of credit department’s employees and to train them on the ground.

To extend the operation of FINCA DRC, TM must perform professionally the following functions and responsibilities:

PERSONNEL SPECIFICATIONS

* Higher University degree in Business, Finance, Banking, Economics, Management, or equivalent work experience;

FINCA DRC has implemented over the last years a number of basic savings products aimed primarily at clients at the bottom of the pyramid, but also at other market segments. Furthermore, the development and introduction of basic banking services for FINCA DRC core client constituents – e.g. micro insurance, remittances & transfers, bill payment services is anticipated; as is an expansion in delivery channels and models.

At present FINCA DRC is serving approximately 80,000 clients through 11 offices currently located in Kinshasa, Bas Congo and Katanga provinces.To further expand its client portfolio, savings volume and product range FINCA DRC seeks to hire a dynamic Savings & Banking Services Manager (SM) who will oversee all business and product related activities in the area of savings and banking services and assume full results and budget responsibility for the product line. The SM will be the highest ranking executive for this product group and reports directly to the Chief Operating Officer or Chief Executive Officer.

The Savings & Banking Services Manager will:

- Review and revise as needed objectives and strategy for the development of savings & banking services products;

- Propose quantitative and qualitative targets for the delivery of savings & banking services to FINCA DRC clients;

- Review regularly operational targets compliance and achievements of business units;

- Assess periodically budget compliance and propose remedies for budget overruns;

- Perform regular on-site reviews of operational performance of business units and market conditions, including client visits

- Support market intelligence efforts and propose product adjustments accordingly;

- Determine in conjunction with the business units and other organizational areas staffing and training needs to enhance product delivery and efficiency;

- Provide input for the organizational communication and marketing efforts;

- Lead product development in the areas of saving & banking services and oversee product introduction;

- Assess the performance of all functions with respect to their role in savings generation, identifying any factors that are hindering performance or that put it at risk and propose remedies;

- Identifies strategic opportunities to increase FINCA DRC success (outreach) in the area of savings & banking services by creating greater process/operational efficiencies, strengthening the market response (for example, through improvements in product design or new marketing channels), or otherwise enhancing the scale and impact of activities;

- Provide regular reviews of the institutional performance and recommendations for improvement;

- Devise in cooperation with the appropriate departments a performance management approach for savings & banking services line staff;

- Evaluate periodically performance of direct reports as well as contribute in the evaluation of business units’ executives.

Direct reports would include product line staff for “Individual & Micro Enterprise Clients”, “Business & Institutional Clients” and “Banking & Payment Services”. Furthermore, a close working relationship and regular communication with the heads of business units is anticipated.

Ideal profile:

* Bachelor’s degree required, Masters in Economics, Finance or related field a plus;
* At least 5 years of management experience in similar/comparable positions
* Significant experience in a leadership position where he/she provided strategic direction and execution capacity for savings mobilization.

‘Fighting Generational Poverty though Savings & Financial Education for Vulnerable Youth in DRC’
Background
FINCA has been serving micro entrepreneurs in DRC since 2003, and is now offering financial products (savings in particular) designed for DRC’s growing youth market. In the coming weeks, FINCA will begin working with a local training organization to offer financial literacy services as well.
FINCA is seeking proposals from firms versed in developing curricula and providing training for trainers with direct subject matter expertise in youth financial literacy. Please submit your proposal to Katie Torrington via email (Katie.Torrington@finca.org) no later than Monday, October 10 at 12pm EST.
The curriculum should be tailored by age group; the youth will range from 12 to 24 years. The content will introduce major financial concepts, cultivate savings habits and management of personal finances, as well provide practical instruction on conducting financial transactions.
The firm will conduct one or more ToT sessions with a DRC-based training organization. Such organization will then train teachers and other facilitators to lead sessions with 30 to 40 youth participants. The local training organization will reach youth via schools and community organizations such as church groups.
Proposals are to include: Staffing overview noting the number and qualifications of relevant staff including language proficiency as well as an organizational plan; Implementation plan ; References from organizations that have worked with your organization in a similar capacity; Demonstrate relevant expertise such as the trainings of trainers delivered in the past year detailing the topic, audience, duration, organization for each; Note availability to work in Kinshasa and Lubumbashi over the next 3 to 6 months; A detailed budget with itemized cost projections for 1) youth needs assessment, 2) curricula development, 3) training of local organization-time needed (weeks), number of staff involved and overall cost, etc., 4) technical oversight and support to the local organization by number of days. Note that travel for each budget component should be itemized as well.
Deliverables*
1) Quality assessment plan and detailed overview of results, 2) Financial literacy curricula tailored to youth ages 12-24, 3) In-person training of trainers in Kinshasa, DRC to a local training organization on the provision of financial literacy education for youth, and 4) Technical oversight and quality control during the local organization’s initial delivery of financial literacy training (from a few weeks up to several months)
