Save the Children programme in Sierra Leone was established in 1999 and focused initially on providing immediate needs to children affected by war. The current programme adopts a child rights programming approach aiming to support permanent changes for children in the thematic areas of Protection, Child Rights Governance, Health and Education. The programme also works with national government authorities on policy issues to support and influence policies towards the fulfilment of children’s rights.
We are currently looking for a Field Manager who will be responsible for the day to day management of our Programmes within the Kailahun & Pujehun Districts. This includes the management of the four thematic programmes – Child Protection, Child Rights Governance, Health & Education and support services – Logistics, Finance & Human Resources. The postholder will be responsible for 2 (two) offices with more than 60 staff.

Director of Operations
This post has primary responsibility for the effectiveness and efficiency of programmes in Democratic Republic of Congo. The post holder will be accountable for the delivery of quality programmes, efficient management of resources as well as security of staff. As the most senior person based in the East of the country, the post holder will be responsible for representation with all actors in the East and will report directly to the Country Director. The post holder will be a member of the Senior Management Team and will manage and guide the development of Save the Children UK’s operations in field bases in South Kivu, North Kivu, Province Orientale, Kasai Orientale and Kinshasa.

Job Purpose
The Programme Manager Education will be responsible for delivery on current education activities and re-growing the programme (in collaboration with the Field Manager and other thematic managers) in Ituri, strengthening a holistic approach through child protection component integration. The Programme Manager Education is the technical lead and is responsible for strategic development and for ensuring programme quality, in proposal development, implementation and monitoring and evaluation. In Ituri, the Education Programme includes projects from a variety of donors, including a portfolio managed by Save the Children Spain. The Education Manager will be responsible for grant management reporting according to specific Spanish donors’ guidance. In addition the Programme Manager will be the main point of contact for education between the DRC programme donors and the technical advisers in Save the Children’s London office. The Programme Manager Education in Ituri will assume the responsibility of Education Cluster co-lead for the Oriental Province.

Introduction
Save the Children (SC) is an international non governmental organization that works to see a world that listens, values, respects children. Save the Children fights for the realization of immediate and lasting benefit of children. In November 2009, the three member organisations operational in South Sudan – Save the Children US, Save the Children UK and Save the Children Sweden unified to form one organization – Save the Children in South Sudan. Through this new Unified Presence, Save the Children aims to create a stronger voice for children. The post holder will be one of the key personnel who will contribute towards achieving this aim. In addition to managing the Cash transfer project, the post holder will be part of the key role players in the planning, design of hunger (Food Security) related programs.
Job Purpose
The Cash Transfer Project Manager will oversee the implementation of ECHO funded Cash Transfer Project in Northern Bahr el Ghazal state of southern Sudan. The job holder is responsible for managing the human, material, and financial resource of the project and ensuring smooth coordination internally and externally. The aim of the project is to support food insecure households in Aweil East County, NBeG to have improved access to sufficient quantity and quality of food, and protect and build livelihood assets.
Key Accountabilities
Project Planning, implementation, monitoring & reporting
• Ensure that project action plan is prepared at the start of the project and reviewed periodically based on the feedback from the on going monitoring of the project. This also includes preparation of procurement plan and identification of support requirement from other sectors with in the organization.
• Ensure that the project has clear monitoring framework and progress is effectively monitored through the regular collection and analysis of key indicators and ensure that processes and results are properly documented;
• To understand and appropriately implement ECHO’s guidelines and procedures regarding reporting requirement, procurement of goods and services, call for tenders, recruitment, disposal of assets etc.; In this aspect the job holder is expected to work with the finance department (grants unit).
• Ensure that internal and external reporting requirements are met, including monthly, quarterly and annual narrative reports, in line with the internal Save the Children and donor requirement using the required format and with review and input from technical advisors and program implementation department;
• Ensure the safe delivery and distribution of cash to beneficiaries. This includes adherence to standard operating procedures (SOP), safety and security measures and training staff on SOP and safety and security measures
• Based on the on going monitoring of the project activities, ensure that lessons learnt and success stories from the project are effectively documented and shared;
• As one of the lead personnel in food security in the area program office, ensure regular monitoring of the food security situation of the operational area and communicate with emergency officer and the management in Juba, if there is an emergency situation.
• Input into the development of future food security and livelihood proposals for funding and carry out needs assessment and suggest programs locally in line with the country strategy plan.
• Participation in Emergency Intervention: The project manager will be available when requested to respond to emergencies occurring during the field of implementation of the project; he/she will coordinate with emergency staff and other NGOs following the work plan set as a response to the emergency
Budget planning & Management
• Ensure budget action plan prepared at the beginning of the project which clearly reflects the activity plan of the project.
• Oversee project expenditure and hold budget management responsibility for the project, including monitoring budget vs expenditure, ensuring that costs are allocated correctly and expenditure is happening in line with the plan and agreement with the donor;
• Ensure budget utilization and physical target achievement are reviewed at least once a month, and a copy of the review and minutes of the meeting are shared with the Area Program Manager, Grants Manager, Director of Finance and Director of program implementation.
• Ensure all foreseeable deviations in project implementation requiring budget revisions, a request for budget revision is made to the donor well in advance depending on contract agreement with the donor in consultation with the Grants Manager.
• Ensure regular Re-Phasing (re-planning) of the project budget in line with the activity plan

Job Purpose
The Cash Transfer Project Manager will oversee the implementation of ECHO funded Cash Transfer Project in Northern Bahr el Ghazal state of southern Sudan. The job holder is responsible for managing the human, material, and financial resource of the project and ensuring smooth coordination internally and externally. The aim of the project is to support food insecure households in Aweil East County, NBeG to have improved access to sufficient quantity and quality of food, and protect and build livelihood assets.
Key Accountabilities
Project Planning, implementation, monitoring & reporting
• Ensure that project action plan is prepared at the start of the project and reviewed periodically based on the feedback from the on going monitoring of the project. This also includes preparation of procurement plan and identification of support requirement from other sectors with in the organization.
• Ensure that the project has clear monitoring framework and progress is effectively monitored through the regular collection and analysis of key indicators and ensure that processes and results are properly documented;
• To understand and appropriately implement ECHO’s guidelines and procedures regarding reporting requirement, procurement of goods and services, call for tenders, recruitment, disposal of assets etc.; In this aspect the job holder is expected to work with the finance department (grants unit).
• Ensure that internal and external reporting requirements are met, including monthly, quarterly and annual narrative reports, in line with the internal Save the Children and donor requirement using the required format and with review and input from technical advisors and program implementation department;
• Ensure the safe delivery and distribution of cash to beneficiaries. This includes adherence to standard operating procedures (SOP), safety and security measures and training staff on SOP and safety and security measures
• Based on the on going monitoring of the project activities, ensure that lessons learnt and success stories from the project are effectively documented and shared;
• As one of the lead personnel in food security in the area program office, ensure regular monitoring of the food security situation of the operational area and communicate with emergency officer and the management in Juba, if there is an emergency situation.

To participate in developing research methodologies and application of research findings;
