OVERALL DESCRIPTION General Description of the Programme: GOAL has been working in Sierra Leone since 1999, implementing a Community Based Street Children's / Disadvantaged Children and Youth Programme (DCYP) in the capital Freetown and, since 2002, health and WASH programmes in the eastern district of Kenema.

The Integrated Child and Youth Welfare Programme (ICYWP) works with street children and other vulnerable children and youth including commercially and sexually exploited children. The Disadvantaged Children and Youth outreach programme reaches around 1,500 children every year and GOAL supports children by providing drop in facilities, formal and non formal education support, family tracing and reunification, health and hygiene education (including HIV awareness), and livelihoods support for older children and their families.

The ICYWP also includes the partnership and training unit, which has the specific focus of developing GOAL's partners in Sierra Leone (including local government, local NGOs and community based organisations). Partnership is a key element of the GOAL approach in Sierra Leone, and our eventual exit strategy.

Since 2008, GOAL has become more involved in the challenges of WASH service provision in the urban environment of Freetown's slums. GOAL is one of five INGO partners in the DFID funded Urban WASH Consortium, which aims to strategically partner with the Government of Sierra Leone to deal with WASH issues in slum areas.

Since 2002 GOAL was implementing an Integrated Health, Nutrition and Water and Sanitation programme and Growth Monitoring Project in Kenema which has developed from an emergency-led programme towards longer-term sustainable development , working in partnership with the District Ministry of Health in Kenema and local community structures. This programme has now transitioned into a WASH project based around the Community Led Total Sanitation approach. It also includes infrastructure work supporting WASH facilities in health units and schools, and school sanitation and hygiene education. GOAL works very closely with local partners in Kenema.

General Description of the Role: The GOAL Country Director is responsible for the management and ongoing development/expansion of GOAL's work in country. You will be responsible for ensuring that GOAL's work contributes effectively and efficiently towards meeting the short, medium and long term needs of the poorest of the poor, within the framework of the organisation's objectives. The development of key national staff members with particular respect to enhancing their ability to manage effectively and, as their capacity develops, the devolution of responsibility and authority is critical in ensuring achieving our development objectives.

KEY DUTIES: Security:

The Country Director is responsible for ensuring that all-necessary security guidelines and practices are implemented throughout all GOAL programmes. The security procedures need to be agreed with the appropriate UN bodies and reviewed accordingly. Donors:
The Country Director is the principal point of contact with the in-country donors and has responsibility for securing funding, and providing accurate and timely reports and proposals. Projects:
The Country Director is responsible for ensuring that all projects are monitored and evaluated in a timely manner and to ensure that they are appropriate, necessary, cost effective, targeted, sustainable and in keeping with GOAL's philosophy. Personnel:
As Country Director you are responsible for the health and welfare of your team of staff including expatriate and local personnel and are empowered to use all available resources to promote their development in line with GOAL policy:
Ensure that the policies and guidelines as laid down in the GOAL Personnel Manual are adhered to by all.
The Country Director has overall responsibility for the preparation and implementation of in country personnel policies in line with overall GOAL and Government policies.
The Country Director must ensure that there are procedures in place to support and encourage appropriate personal and professional development of staff within the context of the organisation objectives.
It is the Country Directors responsibility to provide support and supervision to all staff where necessary. This includes the provision of training for staff. Financial Accountability:
The Country Director has ultimate responsibility for all financial matters in the field and must:
Ensure adherence to the financial guidelines as per Financial Manual by GOAL, Dublin.
Ensure that comprehensive and timely reports are produced in accordance with schedules and provide the annual budget and financial plan for the year ahead by 30 September every year.
Review and approve the monthly management accounts. Knowledge:
All Country Directors must be fully informed regarding the political, security and humanitarian conditions within their country of assignment.
It is the responsibility of the Country Director to be fully informed regarding the humanitarian and relief and development perspective in their country of operation. Media/PR/Visibilty:
Media and PR coverage for GOAL in a developing country is the responsibility of the Country Director. The Country Director must seek out and present GOAL to any international media personnel in country, and ensure coverage of GOAL activities, if appropriate, to the story being sought by the media.
The Country Director must also ensure that all of the GOAL team are well briefed on the official GOAL position in relation to various issues.
The Country Director is also responsible for ensuring that the visibility of GOAL is promoted appropriately at field level.

REQUIREMENTS:
Relevant post-graduate qualification is desirable.
5 years previous experience in a management position with an international NGO or in a development environment.
Previous NGO experience as a Country Director advantageous.
Previous experience in a management role in development situations with an understanding and experience of security management .
Proven experience in proposal and report writing.
Good personnel skills.

SCOPE OF WORK IRC-DRC works with about 20 active grants for health, gender-based violence, community driven reconstruction, rapid response, and civil society development from donors including USAID, DFID, SIDA, World Bank, and UNICEF, among others. The primary responsibility of the Bukavu-based Grants Manager (GM) is to support the Deputy Director of Programs for South-Kivu & the Kinshasa-based Grants Coordinator by ensuring donor compliance with all grants in his/her portfolio. Additionally, the GM will assist in the development of donor proposals; prepare monthly, quarterly and annual reports; and assist in program design, program implementation and monitoring & evaluation. The GM is expected to contribute to harmonization of approaches, grant management systems and procedures, and countrywide strategies for program implementation.

RESPONSIBILITIES Donor Compliance o Responsible for complete, correct, and timely submission of high quality reports for all grants under GM responsibility; o Facilitate financial, logistical and procurement compliance for colleagues; o Liaise with colleagues in the Kinshasa headquarters office to highlight and when necessary troubleshoot problems identified in project reports or data. The Deputy Director of Programs (DDP) South Kivu provides leadership to and oversight of the IRC's programming in five sectors of intervention in South Kivu, ensuring strategic program direction, managed growth and compliance with IRC and donor regulations. Program implementation is of high quality, managed closely through the rigorous use of structured, updated workplans, spending plans, indicator tracking sheets and approved monitoring & evaluation plans. The DDP is able to represent the IRC and the IRC's interests in a professional manner to implementing partners, the government, and donors.

Based in Bukavu, the DDP reports to the Kivus Provincial Director and directly supervises five Program Coordinators who are responsible for the direct implementation of programs and management of their program teams, as well as the Grants Manager. The DDP also works closely with the Deputy Director in North Kivu to ensure holistic and quality support to IRC's programming in both Kivu provinces in the sectors of Health, Gender-Based Violence and Community Recovery.

REQUIREMENTS

Masters degree in international development or management, or equivalent demonstrable experience in relevant fields.
At least four years' overseas experience with program management responsibilities, preferably in a post-conflict environment.
Experience working with and coordinating with international and national partner organizations.
Strong budget management skills, and experience working with a complex donor portfolio and monitoring large, multi-year donor budgets.
Strong organizational, interpersonal, and communication skills.
Demonstrable ability to manage human resources.
Fluency in French and English.
Strong proposal and report writing skills in French and English.
Strong computer skills: competency in the use of Windows MS Office programs (Word, Excel), e-mail programs, etc.

Responsibilities
The OVC Specialist will be based in Lusaka, in the Teacher Education and Specialized Services Directorate, and will build consensus on guidance and counseling activities for OVC cooperating with schools, pupils, local communities and NGOs. The incumbent will assist to develop a system wide effort to use guidance and counseling as a strategic tool to enhance learner retention and performance. The incumbent will also oversee the administration of scholarships and related activities.


Requirements
• Masters degree in education, social sciences, or relevant field with a minimum of five years experience in the education field

Regularly review funding opportunities according to in-country strategy, and maintain productive working relationships with donors and be responsible for undertaking country level negotiations related to securing funding, programming contracts, and reports.
Manage the country programme effectively including allocation of resources and ensuring that appropriate monitoring and controls are maintained at all levels by working with programme and systems managers and staff.
Provide adequate leadership and support to ACDP, Area and Programme Managers in setting up high quality standards and implementation of humanitarian, recovery and development orientated sector programmes ( Livelihoods, WASH and Emergency) as well as cross cutting themes including equality, protection, prevention of GBV, DRR, HIV and AIDS, social protection etc.
Ensure that all programmes are implemented and completed according to programme documents including agreed plans and budget.
Maintain effective communication and liaise with Concern head office in Dublin and ensure that high standard internal and donor reports are produced and submitted in timely manner and in line with relevant targets and objectives.

Human Resources Management:

Line manage senior management team and be responsible for the overall management and development of national and international staff of Concern DRC. Manage and support country programme team ensuring that there is clearly defined up-to-date structure and job descriptions for all staff.
Ensure that regular staff Performance and Development Review (PDR) system is established and maintained and that PDRs are undertaken seriously at all levels.
Develop, review, and effectively implement all Human Resources related policies and procedures in accordance with Concern policies and procedures and in line with the national labour law of DRC.
Work with CMT and programme managers to develop and implement sound staff development plans.
Establish and maintain regular, participative and documented forums and meetings for all key staff to discuss policy, strategic, operational and management issues, coordinate planning and implementation of activities, and ensure information sharing.

Financial Management:

Be responsible for overall financial management of Concern DRC including participatory budget preparation, revision and monitoring.
Ensure that the Concern organisational and country specific financial guidelines and procedures are adhered to.
Ensure development and implementation of work and expenditure plans and ensure that programmes are implemented within agreed and approved budgets through undertaking regular budget monitoring of expenditure against budget.
Ensure that internal and donor financial reports are submitted in a timely manner and up to high quality standard.

Policies and procedures:

Ensure consistent implementation of Concern organisational and country specific policies and procedures.
Liaise with Concern head office and technical advisors over country specific policy development and make recommendations for organisational policy revisions as necessitated by field conditions.
Ensure that all Concern DRC staff are familiar with policies and procedures and effectively implementing them.
Ensure that support systems are in place and functioning in accordance with best practices in order to ensure transparency and accountability to programme participants, donors, government, and other relevant stakeholder.
Be responsible for security and safety of Concern personnel and resources in DRC including participatory development, review and implementation of Country Security Management Plan.

Representation and Networking:

Represent Concern DRC and maintain coordination and networking relationships with the government, donors and other national and international development actors in the country.
Ensure that relationship and formal agreements with the government are maintained and updated as appropriate.
Represent Concern at various national level coordination forums.

Person Specification:

Essential:

Third level qualification in Humanitarian Aid/ Development studies or related field. Minimum 5 years in national or international agencies working in the development sector. Minimum 3 years programme management in development countries, including financial management, HR management, programme design, networking with donors, agencies and national authorities. Working knowledge of French and fluency in English.

Desirable:

Masters Degree in Humanitarian Aid/ Development studies or related field. Experience in working in multisectoral and multicultural teams. Experience with line management of both national and international staff with different skill sets. Excellent leadership - people management skills. Strong vision on Concern's mission and capacity to share it. Proficient spoken English and French. Excellent English writing skills. Patience and good tolerance for frustration.
