Context: Under the direct supervision of the Regional Director/ Regional Office for the Middle East and North Africa in Cairo, and technical supervision of the Head/ Immigration and Border Management Division at Headquarters (HQ), the successful candidate will be accountable Page 1 / 4
and responsible for the monitoring and analysis of regional thematic trends; developments of and support to thematic projects in the region; as well as reviews and endorsement of projects related to his/her thematic area of expertise in the Middle East and North Africa region.
Core functions/ responsibilities: 1. Act as a thematic resource person providing capacity building , training, and general support to Country Offices (CO) in the region. Contribute to building the capacities of IOM staff in the thematic area through a combination of formal training and onthe-job mentoring. 2. Review, endorse, and track project proposals developed by COs in the region, and provide regular updates to the concerned HQ Division on projects endorsed. Ensure that all endorsed projects are: a) consistent with the IOM Constitution, IOM Strategy and the Organization’s policies, thematic guidelines and manuals and any relevant national and/or regional strategies; b) coherent, relevant, and feasible, and take into account good practices in the respective migration/thematic area(s); c) developed according to IOM’s project development procedures as established in the IOM Handbook on Projects. 3. Identify emerging issues relevant to the thematic area and contribute to the development of thematic policy and reports. Monitor developments in the thematic area, in close collaboration with the Regional Policy and Liaison Officer (RPLO), where available, COs and relevant HQ Departments. 4. Develop regional and multi-country programmes and projects in the thematic area and identify anticipated synergies between thematic areas in close coordination with the Regional Project Development Officer (RPDO), where available. 5. Participate in and actively contribute to IOM’s network of Regional Thematic Serivices (RTSs) globally, analyze and share best practices with relevant HQ Divisions and COs. 6. Develop regional thematic guidance notes, information sheets and policy documents in coordination with the RPLO, COs and relevant HQ Division(s). 7. Provide thematic guidance to Project Manager s through sharing information with the CO at the regional level and providing general technical support upon request from the Field in coordination with the RPLO. 8. Ensure the delivery of quality thematic training to governments as required by COs in the region. 9. Represent IOM in the region by actively participating in conferences, workshops and meetings related to the thematic area of expertise, as required by the Regional Director.

10. Cooperate, participate and develop relations with international organizations relevant for IBM issues including INTERPOL, World Customs Organization, International Civil Aviation Organization and the United Nations Office on Drugs and Crime. 11. The Program Coordinator of the LWF/DWS program in South Sudan shall be responsible to the Representative of the LWF/DWS program in South Sudan. The Program Coordinator is a member of the South Sudan Management Team and as such is responsible for ensuring that the LWF/DWS Country Representative is provided with timely and professional advice on all program related matters.
The Program Coordinator shall take advice on programmatic matters from the LWF/DWS Program Officer in Geneva and, as appropriate, any regionally based program thematic or PME Officer. His/her main duties and responsibilities shall include the following:
* Program Unit Management and Staff Development: a. to assist the LWF/DWS Representative or his/her designate in the overall coordination, management and support of all LWF/DWS projects in the South Sudan Country Program;
b. to be responsible for the supervision, coordination and training of the program unit staff, and ensure that they carry out their functions in a timely, coordinated and participatory manner;
c. to coordinate relevant and appropriate training as part of the LWF/DWS overall strategy of capacity building, community development and empowerment, staff development, training and exchange.

Background Thumbs Up The Thumbs Up Foundation The Thumbs Up Foundation (TU) is a non-profit organization which is organizing a hitchhike journey from Groningen, the Netherlands to Cape Town, South Africa. The main goal of TU is to raise awareness with young individuals for the necessity to build towards a just, sustainable and peaceful global society for present and future generations. Through the hitchhike journey, TU hopes to spread worldwide awareness on the issues of sustainability and hopes to inspire people all over the world to commit to sustainable development .
Brief Project Description In June, July and August 2012, a group of hitchhikers – from here on called the 'participants' – will cross the continent of Europe and Africa to increase awareness of the necessity for a sustainable future. Through their journey, the participants will reveal the impacts of such things as war, climate change, and social and economic injustice. They will not only make the necessity for sustainability visible through their encounters, but they will also actively contribute to its realization by participating in innovative and inspiring humanitarian and development aid projects throughout Africa. People from all over the world will join in on this unprecedented journey through the internet, radio and television while the 15 000 kilometer and three-months long hitchhike journey connects divers communities, seeks various solutions to the challenges that become visible, and stimulates people from a wide range of backgrounds to actively engage in moving towards a more just, sustainable and peaceful global society.
Working Context The fixer will work as part of the TU Support Crew in the TU Support Convoys under the main guidance of the Convoy Leader and the Security Coordinator of the TU Foundation.
The TU Support Convoys Through the TU Support Convoys, the participants will at all times remain within reach of direct assistance. The TU Foundation will work with two Support Convoys, each consisting of two cars. One will ride in front of the participants - from here on called the 'lead convoy' - and the other convoy will ride at the back of the participants – from here on called the 'sweeper convoy'. Both Support Convoys have the responsibility of responding swiftly, effectively, and in a coordinated manner in case of emergency. The lead convoy will have the additional responsibility of giving travel details to border controls, exploring the safety situation and dealing with other situations that require the organizational capacity of the foundation. The sweeper convoy will have the additional responsibility of transporting those couples who do not manage to reach the finish of the leg within the required amount of days.
The TU Support Crew Thumbs Up strives to have at least two board members, a mechanic, a medic and a fixer in every convoy. Fixers with local knowledge will operate as guides, translators, and for some areas possibly as security officer s. The position of driver will be fulfilled by at least two of these persons per convoy, in which one will function as the main driver and one will function as a 'relief driver'. TU will work with multiple fixers during its journey. Throughout the journey, one of the fixers will be country specific and the other one will be region specific.
Job purpose To contribute to the overall purpose of TU: 1. The safety and security of the TU participants and TU Support Crew needs to be ensured by guiding the TU Support Convoys effectively and in a coordinated manner through both relatively safe and unsafe areas during the journey.
2. In this regard, the TU Foundation has identified the need to recruit TU Support Crew members, consisting of fixers, medics and mechanics to ensure the safety and security of the TU participants and the TU Support Crew.
Location During the journey, the participants will travel from Groningen in the Netherlands to Cape Town in South Africa. They will take the eastern route through the African continent, crossing five European and eleven African countries* over a period of three months. In order to limit the distance between the Support Convoys and the participants, the route will be divided in legs.
*Thumbs Up will pass the following countries: The Netherlands, (Belgium, Luxembourg, France), (Germany, Switzerland), Italy, (Tunisia), (Libya), Egypt, Sudan, Ethiopia, Kenya, Tanzania, Zambia, Botswana, Namibia, South Africa.
Position within the Thumbs Up Foundation Position as a fixer within the TU Support Crew. The fixer will work closely with the other members of the TU Support Crew (i.e. the medics, mechanics, board members and others if required) and reports directly to the Convoy Leader and the TU Security Coordinator at Headquarters of the TU Foundation.
Main responsibilities and tasks Guaranteeing the safety of the participants and the TU Support Crew - Providing knowledge, services and support to the TU participants, the TU Support Crew, the board members at Headquarters, and others where necessary based on local customs; languages; route; border crossings; local political, cultural and security situations; and other circumstances and/or situations arising during the journey; - Together with the TU Support Crew and TU board, identifying and defining the best strategy and action for securing the safety of the participants and the TU Support Crew in those situations where needed during the journey.
Communications - Act as a translator for the TU Support Crew during the journey; - Responsible for building and sustaining effective relationships with local authorities and main constituents; - Facilitating communications at the local border crossings; - Contribute to the TU overall goal by acting as the representative of TU towards external contacts.
Organizational skills - Acting as a local guide in finding accommodation for the TU Support Crew and participants if needed;
Route - Providing knowledge, services and support to the TU participants, the TU Support Crew, the board members at Headquarters, and others where necessary on (alternative) routes, topography and other circumstances during the journey; - Act as a ('relief') driver in the TU Support Crew during the journey.
Emergency - Identifying together with the TU Support Crew the best local hospitals and other medical facilities, local authorities, gas stations and other relevant points of interest which could be useful in cases of emergency during the journey; - Identifying alternative routes in cooperation with the TU Support Crew in cases of emergency during the journey; - Act as the representative of TU in (clan-affiliated) disputes in those cases in which the TU Support Crew considers this as necessary.
Other - Performing any other tasks in assisting and supporting the TU Support Crew as assigned by the Convoy Leader or TU Security Coordinator at any given moment during the journey.
Qualifications/Requirements Essential requirements - Fluency in English and advanced communication skills are essential; - A demonstrable understanding and command of the local language(s); - Substantial knowledge / experience with the local political and security situation; - Familiarity with the diverse routes, topography and geography of the country; - Familiarity with customs and values of the local population; - Ability to build and sustain effective relationships with local authorities and main constituents; - A proven ability to organize and plan; - Neutrality in clan-affiliated and disputed areas; - Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability; - Capacity to work in groups and multicultural environments; - Candidates must hold a driving license; - Candidates must hold valid identity papers and travel documentation; - Candidates must hold a valid basic health and travel insurance; - Advocates and promotes the vision and mission of TU.

The lead convoy will have the additional responsibility of giving travel details to border controls, exploring the safety situation and dealing with other situations that require the organizational capacity of the foundation. The sweeper convoy will have the additional responsibility of transporting those couples who do not manage to reach the finish of the leg within the required amount of days.
The TU Support Crew Thumbs Up strives to have at least two board members, a mechanic, a medic and a fixer in every convoy. Fixers with local knowledge will operate as guides, translators, and for some areas possibly as security officer s. The position of driver will be fulfilled by at least two of these persons per convoy, in which one will function as the main driver and one will function as a 'relief driver'. TU will work with multiple fixers during its journey. Throughout the journey, one of the fixers will be country specific and the other one will be region specific.
Job purpose To contribute to the overall purpose of TU: 1. The safety and security of the TU participants and TU Support Crew needs to be ensured by guiding the TU Support Convoys effectively and in a coordinated manner through both relatively safe and unsafe areas during the journey.
2. In this regard, the TU Foundation has identified the need to recruit TU Support Crew members, consisting of fixers, medics and mechanics to ensure the safety and security of the TU participants and the TU Support Crew.
Location During the journey, the participants will travel from Groningen in the Netherlands to Cape Town in South Africa. They will take the eastern route through the African continent, crossing five European and eleven African countries* over a period of three months. In order to limit the distance between the Support Convoys and the participants, the route will be divided in legs.
*Thumbs Up will pass the following countries: The Netherlands, (Belgium, Luxembourg, France), (Germany, Switzerland), Italy, (Tunisia), (Libya), Egypt, Sudan, Ethiopia, Kenya, Tanzania, Zambia, Botswana, Namibia, South Africa.
Position within the Thumbs Up Foundation Position as a fixer within the TU Support Crew. The fixer will work closely with the other members of the TU Support Crew (i.e. the medics, mechanics, board members and others if required) and reports directly to the Convoy Leader and the TU Security Coordinator at Headquarters of the TU Foundation.
Main responsibilities and tasks Guaranteeing the safety of the participants and the TU Support Crew - Providing knowledge, services and support to the TU participants, the TU Support Crew, the board members at Headquarters, and others where necessary based on local customs; languages; route; border crossings; local political, cultural and security situations; and other circumstances and/or situations arising during the journey; - Together with the TU Support Crew and TU board, identifying and defining the best strategy and action for securing the safety of the participants and the TU Support Crew in those situations where needed during the journey.
Communications - Act as a translator for the TU Support Crew during the journey; - Responsible for building and sustaining effective relationships with local authorities and main constituents; - Facilitating communications at the local border crossings; - Contribute to the TU overall goal by acting as the representative of TU towards external contacts.
Organizational skills - Acting as a local guide in finding accommodation for the TU Support Crew and participants if needed;
Route - Providing knowledge, services and support to the TU participants, the TU Support Crew, the board members at Headquarters, and others where necessary on (alternative) routes, topography and other circumstances during the journey; - Act as a ('relief') driver in the TU Support Crew during the journey.
Emergency - Identifying together with the TU Support Crew the best local hospitals and other medical facilities, local authorities, gas stations and other relevant points of interest which could be useful in cases of emergency during the journey; - Identifying alternative routes in cooperation with the TU Support Crew in cases of emergency during the journey; - Act as the representative of TU in (clan-affiliated) disputes in those cases in which the TU Support Crew considers this as necessary.
Other - Performing any other tasks in assisting and supporting the TU Support Crew as assigned by the Convoy Leader or TU Security Coordinator at any given moment during the journey.

BACKGROUND
The overall objective for DRC in South Sudan is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, livelihood including agricultural development and self-reliance support as well as a more long term focus on capacity building and sustainable solutions. The objectives are sought through non-food distribution, income generation and livelihood support, shelter and infrastructure, legal aid and protection, and various capacity building initiatives in cooperation with local organisations, international NGOs and authorities. Including the Country Director, DRC has 5 international staff members based in Yei, Juba and Aweil and app.78 local staff at present.
In spite of improvements over the last years, the security situation in South Sudan remains very volatile. Unsolved issues between North Sudan and – the new country – South Sudan, on-going conflicts between tribes and clans, LRA and frequent cattle rustlings all contribute to renewed displacements and general unrest.
DRC is a rights-based organisation and a member of the Humanitarian Accountability Partnership (HAP), and therefore committed to documenting our accountability to the beneficiary population and the impact of our activities. DRC adopts a community-based approach, where beneficiaries and local authorities are included in the prioritising, planning and implementation of activities as an important measure of rehabilitation and capacity building.
Assuring the adherence with international human rights and HAP compliance constitutes some of the main challenges and priorities for the South Sudan Country Director. This is relevant both in terms of consolidating and at the same time developing the programme, continue the process of developing solid impact measurement mechanisms, strengthening accountability initiatives and ensuring that the financial management and organisational setup is adapted to the new and larger DRC South Sudan operation.
DUTIES
The Country Director is overall responsible for the DRC operation in South Sudan, and may have responsibilities as part of regional initiatives. The Country Director refers to and works in close co-ordination with the DRC Head of Desk in Copenhagen. The more specific responsibilities include:
Management
* Overall management of the operation – coaching of and co-ordination between managers, recruitment and development of staff
* Direct supervision of (at present) two other Project Managers and one Programme Manager in Juba and in local offices in Aweil and Yei concerning national staff performance, and in close collaboration with same managers taking action in terms of recruitment, promotions and dismissal
* Direct management of the Head of Finance and Administration and the national staff based in Juba
* Ensure that the programme implementation is well coordinated between the field offices and that these are supported by the Juba office as required
* Frequent travel to the field (up to 1-2 weeks per month for direct operational support and representation).
Programme development
* In co-ordination with the Head of Desk, oversee and conduct strategic planning and the continued process of organizational development and change in response to scenario changes in the country's various regions and corresponding programme strategies - including human resource development strategy
* Overall responsible for supervision, monitoring and evaluation of the programme to ensure that activities/projects are implemented in accordance with agreed strategies, implementation plans, and donor requirements
* Ensure that DRC standard regulations and operational procedures (Code of Conduct, DRC Management handbooks, HAP standards etc.) are followed
* Explore synergies between the DRC programmes in Darfur and South Sudan and ensure appropriate co-ordination and streamlining between the operations where relevant.
Finance and administration
* Together with the Head of Finance and Administration (HoFA), also stationed in Juba, provide overall budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements and ensuring that the necessary systems are in place.
Security

The International Rescue Committee (IRC) has been operating in Sudan since 1981, providing humanitarian and development assistance to refugees, returnees, IDPs and conflict-affected communities. Operations expanded to South Sudan in 1989 and the IRC has made health one of its primary areas of focus including in Aweil East and Centre Counties. IRC's health programming in Northern Bahr el Ghazal State supports a network of 21 primary health care facilities out of which 4 are primary health care centers (PHCC) and 17 are primary health care units (PHCU). These facilities offer a wide range of essential health services such as childhood immunization, reproductive health care, curative care for common endemic diseases and limited inpatient care activities at three of the PHCCs.
IRC South Sudan seeks a consultant to undertake a population-based survey to measure health Knowledge, Practices and Coverage among the population of Aweil East and Center Counties, Northern Bahr el Ghazal State, South Sudan.
These Terms of Reference describe the objectives and scope of the required services, the expected outputs, deliverables and consultancy inputs, the reporting requirements and the arrangements for the management of the services.
Purpose of the consultancy
The purpose of the consultancy is to collect and analyze community-level information to measure, and compare across time, Knowledge, Practice and Coverage (KPC) of key health indicators in Aweil East and Center Counties in Northern Bahr el Ghazal.
The final product of the consultation will be a report on the current situation and analyzing the changes in the variables measured previously by other surveys.

The International Rescue Committee (IRC) has been operating in Sudan since 1981, providing humanitarian and development assistance to refugees, returnees, IDPs and conflict-affected communities. Operations expanded to South Sudan in 1989 and the IRC has made health one of its primary areas of focus including in Aweil East and Centre Counties. IRC's health programming in Northern Bahr el Ghazal State supports a network of 21 primary health care facilities out of which 4 are primary health care centers (PHCC) and 17 are primary health care units (PHCU). These facilities offer a wide range of essential health services such as childhood immunization, reproductive health care, curative care for common endemic diseases and limited inpatient care activities at three of the PHCCs.
IRC South Sudan seeks a consultant to undertake a population-based survey to measure health Knowledge, Practices and Coverage among the population of Aweil East and Center Counties, Northern Bahr el Ghazal State, South Sudan.
These Terms of Reference describe the objectives and scope of the required services, the expected outputs, deliverables and consultancy inputs, the reporting requirements and the arrangements for the management of the services.
Purpose of the consultancy
The purpose of the consultancy is to collect and analyze community-level information to measure, and compare across time, Knowledge, Practice and Coverage (KPC) of key health indicators in Aweil East and Center Counties in Northern Bahr el Ghazal.

Context:
Under the direct supervision of the Chief of Mission (CoM) and in close coordination with the Department of Operations and Emergency (DOE) Thematic Specialists in the IOM Regional Office in Pretoria and DOE Officials at Headquarters, the successful candidate will be accountable and responsible for the development, management and implementation of projects and initiatives related to the peace consolidation, stabilization, reintegration of internally displaced persons (IDPs), capacity building and overall socio-economic development in the Republic of South Sudan (RoSS).
This entails the provision of strong leadership in needs assessment and strategic planning functions in support of crisis preparedness, mitigation and recovery in natural disaster and conflict settings.
Core functions/ responsibilities:
l. Situation Analysis, Needs Assessment and Liaison
* Analyze the RoSS peace-consolidation, stabilization and development strategies defined by the RoSS Government and the International Community and identify the priority areas for IOM activities and interventions.
* Provide substantive advice and expertise to stakeholders, such as the RoSS Government, UN agencies, etc. On transition and recovery and peace consolidation.
* Liaise with the RoSS Government, local authorities, community representatives, partner agencies and civil society in order to ensure maximisation of IOM competencies and capacities in the domain of transition and recovery programming.
* Participate and actively contribute to UN Country Team or other coordination meetings and consultations.
* Design and manage topical and geographical surveys, assessments and profiling exercises to identify the requirements for Demobilization, Disarmament and Reintegration (DDR), Security Sector Reform (SSR), Community Stabilisation, sustainable Return and Reintegration of IDPs, Peace Building and Reconciliation, creation of livelihood opportunities, land and property solutions as well as capacity building in the areas of preparedness, Disaster Risk Reduction and Climate Change Adaptation.
* Consolidate the collected information and propose general directions for IOM's involvement and activities and communicate this information to the CoM, DOE Regional Thematic Specialist (RTS) and DOE for further consultation and advice.
* Contribute substantively to IOM's global and regional polices on recovery, transition and peace consolidation.
ll. Project Development and Fundraising
* Based on the situation analysis, needs assessment and donor priorities, prepare concept notes and project proposals for IOM interventions in the areas of DDR, SSR, CS, peace building, return and reintegration of IDPs, livelihood opportunities, land and property solutions, DRR and CCA.
* Initiate and plan projects on behalf of stakeholders, when necessary, including assessing project feasibility and endorsing proposals while promoting IOM activities and image.
* Communicate the project ideas and concept notes to DOE RTS and DOE officials in Geneva for consultation and guidance.
* Submit the completed project proposals to DOE RTS in IOM Pretoria and/or Transition and Recovery Department in HQ for review and endorsement.
* Submit the project proposals to locally represented donors and follow up on the donor review and approval process.
* Whenever necessary, negotiate with donors the details about the project scope, schedule, budget and financing/contractual arrangements and communicate the adequate information to RO, DOE, Legal Services (LEG), Project Information Unit (PIU), Accounts Division (ACO) and other relevant departments.
* Inform DOE RTS in Pretoria and the Transition and Recovery Division (TRD) about the fundraising progress on a regular basis.
ll. Project Management, Monitoring and Reporting
* Be accountable for the administration, operational and financial management of all Transition and Recovery projects and programmes in South Sudan.
* Based on the endorsed, approved and funded project proposal and in coordination with the CoM and RMO, establish the project implementation structure, including hiring of the project staff, procurement of goods and equipment, engagements of subcontractors and setting up the project offices.
* Manage and coordinate the project activities in accordance with the project scope, schedule and budget.

Context:
Under the direct supervision of the Chief of Mission (CoM) and in close coordination with the Department of Operations and Emergency (DOE) Thematic Specialists in the IOM Regional Office in Pretoria and DOE Officials at Headquarters, the successful candidate will be accountable and responsible for the development, management and implementation of projects and initiatives related to the peace consolidation, stabilization, reintegration of internally displaced persons (IDPs), capacity building and overall socio-economic development in the Republic of South Sudan (RoSS).
This entails the provision of strong leadership in needs assessment and strategic planning functions in support of crisis preparedness, mitigation and recovery in natural disaster and conflict settings.
Core functions/ responsibilities:
l. Situation Analysis, Needs Assessment and Liaison
* Analyze the RoSS peace-consolidation, stabilization and development strategies defined by the RoSS Government and the International Community and identify the priority areas for IOM activities and interventions.
* Provide substantive advice and expertise to stakeholders, such as the RoSS Government, UN agencies, etc. On transition and recovery and peace consolidation.
* Liaise with the RoSS Government, local authorities, community representatives, partner agencies and civil society in order to ensure maximisation of IOM competencies and capacities in the domain of transition and recovery programming.
* Participate and actively contribute to UN Country Team or other coordination meetings and consultations.
* Design and manage topical and geographical surveys, assessments and profiling exercises to identify the requirements for Demobilization, Disarmament and Reintegration (DDR), Security Sector Reform (SSR), Community Stabilisation, sustainable Return and Reintegration of IDPs, Peace Building and Reconciliation, creation of livelihood opportunities, land and property solutions as well as capacity building in the areas of preparedness, Disaster Risk Reduction and Climate Change Adaptation.
* Consolidate the collected information and propose general directions for IOM's involvement and activities and communicate this information to the CoM, DOE Regional Thematic Specialist (RTS) and DOE for further consultation and advice.
* Contribute substantively to IOM's global and regional polices on recovery, transition and peace consolidation.
ll. Project Development and Fundraising
* Based on the situation analysis, needs assessment and donor priorities, prepare concept notes and project proposals for IOM interventions in the areas of DDR, SSR, CS, peace building, return and reintegration of IDPs, livelihood opportunities, land and property solutions, DRR and CCA.
* Initiate and plan projects on behalf of stakeholders, when necessary, including assessing project feasibility and endorsing proposals while promoting IOM activities and image.
* Communicate the project ideas and concept notes to DOE RTS and DOE officials in Geneva for consultation and guidance.
* Submit the completed project proposals to DOE RTS in IOM Pretoria and/or Transition and Recovery Department in HQ for review and endorsement.
* Submit the project proposals to locally represented donors and follow up on the donor review and approval process.
* Whenever necessary, negotiate with donors the details about the project scope, schedule, budget and financing/contractual arrangements and communicate the adequate information to RO, DOE, Legal Services (LEG), Project Information Unit (PIU), Accounts Division (ACO) and other relevant departments.
* Inform DOE RTS in Pretoria and the Transition and Recovery Division (TRD) about the fundraising progress on a regular basis.
ll. Project Management, Monitoring and Reporting
* Be accountable for the administration, operational and financial management of all Transition and Recovery projects and programmes in South Sudan.
* Based on the endorsed, approved and funded project proposal and in coordination with the CoM and RMO, establish the project implementation structure, including hiring of the project staff, procurement of goods and equipment, engagements of subcontractors and setting up the project offices.
* Manage and coordinate the project activities in accordance with the project scope, schedule and budget.
* Whenever required, coordinate the project activities with external project stakeholders such as Government, local authorities, community representatives, partner agencies, UN Country Team, donors, media and civil society.
* Monitor the project implementation against the project scope, schedule and budget on a regular basis.
* Ensure the timely preparation and submission of internal and external reports, updates and media releases.

This expansion has mainly been a result of the existing humanitarian needs associated with the high rates of returnees and due to border clashes in the disputed border town Abyei. DRC has opened additional offices in Juba and in Aweil (Northern Bahr el Ghazal) to serve more than 1.5 million people across the country.
BACKGROUND
The overall objective for DRC in South Sudan is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, livelihood including agricultural development and self-reliance support as well as a more long term focus on capacity building and sustainable solutions. The objectives are sought through non-food distribution, income generation and livelihood support, shelter and infrastructure, legal aid and protection, and various capacity building initiatives in cooperation with local organisations, international NGOs and authorities. Including the Country Director, DRC has 5 international staff members based in Yei, Juba and Aweil and app.78 local staff at present.
In spite of improvements over the last years, the security situation in South Sudan remains very volatile. Unsolved issues between North Sudan and – the new country – South Sudan, on-going conflicts between tribes and clans, LRA and frequent cattle rustlings all contribute to renewed displacements and general unrest.
DRC is a rights-based organisation and a member of the Humanitarian Accountability Partnership (HAP), and therefore committed to documenting our accountability to the beneficiary population and the impact of our activities. DRC adopts a community-based approach, where beneficiaries and local authorities are included in the prioritising, planning and implementation of activities as an important measure of rehabilitation and capacity building.
Assuring the adherence with international human rights and HAP compliance constitutes some of the main challenges and priorities for the South Sudan Country Director. This is relevant both in terms of consolidating and at the same time developing the programme, continue the process of developing solid impact measurement mechanisms, strengthening accountability initiatives and ensuring that the financial management and organisational setup is adapted to the new and larger DRC South Sudan operation.
DUTIES
The Country Director is overall responsible for the DRC operation in South Sudan, and may have responsibilities as part of regional initiatives. The Country Director refers to and works in close co-ordination with the DRC Head of Desk in Copenhagen. The more specific responsibilities include:
Management
* Overall management of the operation – coaching of and co-ordination between managers, recruitment and development of staff
* Direct supervision of (at present) two other Project Managers and one Programme Manager in Juba and in local offices in Aweil and Yei concerning national staff performance, and in close collaboration with same managers taking action in terms of recruitment, promotions and dismissal
* Direct management of the Head of Finance and Administration and the national staff based in Juba
* Ensure that the programme implementation is well coordinated between the field offices and that these are supported by the Juba office as required
* Frequent travel to the field (up to 1-2 weeks per month for direct operational support and representation).
Programme development
* In co-ordination with the Head of Desk, oversee and conduct strategic planning and the continued process of organizational development and change in response to scenario changes in the country's various regions and corresponding programme strategies - including human resource development strategy
* Overall responsible for supervision, monitoring and evaluation of the programme to ensure that activities/projects are implemented in accordance with agreed strategies, implementation plans, and donor requirements
* Ensure that DRC standard regulations and operational procedures (Code of Conduct, DRC Management handbooks, HAP standards etc.) are followed
* Explore synergies between the DRC programmes in Darfur and South Sudan and ensure appropriate co-ordination and streamlining between the operations where relevant.
Finance and administration
* Together with the Head of Finance and Administration (HoFA), also stationed in Juba, provide overall budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements and ensuring that the necessary systems are in place.
Security
* Overall responsible for security, including development of security procedures, and of monitoring the development in the security situation, analysis and provision of recommendations
* Ensuring that required and appropriate security measures are in place and adhered to by all staff. This includes ensuring the upkeep of the DRC MOSS standards and regular update of the security and evacuation plans
* Ensure that appropriate information regarding security in the area of operation is available
* Ensure that security incidents are reported to DRC HQ.
Reporting & Monitoring

Representation

Fundraising
* The Country Director maintains frequent contact with representatives of Danish Representation, UNHCR, WFP, EC/ECHO, UN/OCHA, INGOs, and other donors and partners in Juba an regionally
* As the majority of the fundraising is done locally, the Country Director will - together with the Project Managers - identify opportunities for new projects and pursue possible funding opportunities as well as lead the process of broadening the funding basis
* The Country Director will take the lead in writing concept papers, project proposals and budgets in line with the DRC strategy.
QUALIFICATIONS
