The U.S. Consulate General in Casablanca is seeking an individual for the position of Management Assistant in the Management Section.
BASIC FUNCTION OF POSITION:
The incumbent is responsible for the day-to-day activities of the Management office in the US Consulate in Casablanca. S/he coordinates the operations of diverse administrative functions of the Management Section; maintains oversight of these functions, ensuring timely completion of all activities; maintains working relationship with the Embassy Management Staff in HR, GSO Procurement, Shipping and Customs, B&F, and Facility Maintenance sections; serves as the first point of contact for the above functions and for all management related issues that are handled by the Management Office in Casablanca; provides on-going support and back up for other Management staff as requested by the Management Officer.
QUALIFICATIONS REQUIRED
NOTE: All applicants must meet all qualifications and provide supporting documentation for each criterion below
Education: University degree in business administration or related field is required.
Experience: Three to five years of progressively responsible experience in procurement, travel management, event organizing, or other related field with a strong customer services background is required.
Language: Level 3 (good working knowledge) in English is required. Level 4 (fluency) in Arabic and French is required.
Knowledge: Thorough knowledge of administrative support services is required.
Abilities and Skills:
-Ability to draft routine communication, working memoranda, letters, e-mails, and meeting minutes is required.
-Excellent Computer skills are required.
-Customer service, analytical, interpersonal, and organizational skills are required.

UNDP Practice Architecture:
UNDP’s Strategic Plan 2008-2013 and the 2008 regionalization paper articulate the corporate requirement to bring timely and effective substantive and technical services to the Country Offices through strengthened practice architecture at the global, regional and country level.
The UNDP Practice Architecture is an evolving framework for organizing UNDP to provide consistent policy advisory services, relevant and substantive knowledge, better linking of policy and programming and capacity development.
The Bureau for Development Policy (BDP)plays a key role in helping countries to reach their development goals. It is responsible for articulating UNDP’s global policy on developmental issues using evidence gathered through country applications, regional experiences and global interactions. It helps countries through a network of Country Offices that it helps connect to the best of knowledge and human resources on various thematic issues, in the design and implementation of programmes and projects that effectively contribute to the national-level policies and results. Driven by demand, and working through the Regional Bureaux and the Regional Support Center (RSC), BDP provides the global tools, analysis and capacities that Country Offices need to make a real difference in UNDP’s practice areas.
BDP’s support of UNDP’s strategic plan 2008-2013 is currently focused in 4 practices (Poverty Reduction and the MDGs, Governance, Environment and Energy, HIV/AIDS) and 2 cross cutting thematic areas Capacity Development and Gender Equality and Women’s Empowerment).
The practice management structure at the Regional Support Centre (RSC) RSC is composed of a dedicated Practice/Team Leader for each practice/thematic area and a Knowledge Management Team Leader (KMTL) at the 6 RSCs in Bangkok, Bratislava, Cairo, Dakar, Johannesburg and Panama City. They coordinate the regional team and community of practice with the global practice, to promote consistency and coherence within the practice.
Capacity Development Approach:
UNDP’s strategic plan identifies capacity development as the overarching UNDP contribution, and states that the development effectiveness principles of national ownership, effective aid management and South-South Cooperation will guide UNDP interventions.
Capacity Development Focus: The capacity development approach of UNDP ensures that when partner countries undertaken programmes and other interventions, they do so in cognizance of best fit with their national development priorities, and that programmes are well entrenched within national institutions and systems. The ultimate aim for UNDP is to graduate out of individual programmes and leave behind sustainable systems, people and institutions. As UNDP’s first line of capacity development work, the regional CD team ensures that development interventions are undertaken with full heed to capacity challenges, that capacity assessments have been undertaken and baselines established, and appropriate CD strategies are recommended and implemented. CD responses are designed into programmes and CD results tracked and measured. The UNDP CD approach and services are detailed in Supporting Capacity Development: the UNDP Approach (available on www.capacity.undp.org).
UNDP also undertakes policy advisory support to countries about alternate approaches to capacity development and their advantages and challenges.
Regional Context:
The Regional Bureau for Africa (RBA) has the strategic vision to be a development partner of choice to governments and all development actors in the Africa region. This vision places capacity development for pro-poor growth and accountability at the centre of all UNDP-supported activities in the region, given the fact that lack of capacity in these areas remains one of the key challenges faced by Africa today in its efforts to achieve the MDGs. To achieve this goal UNDP has set itself the task of performing the following key organisational functions to the highest standards of ethics, efficiency, and quality:
* Innovative region-wide strategic thinking, advocacy and partnerships in order to strengthen RBA’s substantive leadership with UNDP on African development issues;
* Translation of corporate and RBA strategies and goals into successful capacity development results on the ground;
* Support UN reform for greater UN System coherence in the region and strengthening its partnerships with both UN and non-UN partners; and
* Continuous upgrading and enhancement of in-house substantive and managerial effectiveness and accountability.
The application of corporate CD approaches and strategies in the Africa region will be guided by the region’s critical needs in attaining the MDGs as outlined in the regional strategy which itself is fully aligned with the UNDP 2008 -2013 Strategic Plan. Discussion with client country offices, RSCs, and BDP have highlighted the need for this application to include such critical areas as capacity diagnostics, effective delivery of social services, and organisational design to support change processes within the state apparatus.
RBA will work on the frontiers of the development discipline, to develop institution-building and change management as a distinct competence. This work will be aligned with corporate efforts to infuse capacity development into all UNDP activities.
The CD team in the RC Dakar serves the Western and Central African region and supports the team in the RC Johannesburg in the implementation of the CD regional programme.
The Practice Leader (PL) is the principal provider and coordinator of policy advice, technical backstopping and knowledge services to countries in the region. S/he will manage a CD team based in the region to create a partnership platform for CD initiatives with key local, national and regional partners. He/she will facilitate cross-practice and cross-regional collaboration and knowledge brokering on capacity development. The Practice Leader will work with the Capacity Development Group (CDG) global team and will collaborate with UNDP’s Country Offices, regional bureaux and other practice teams to realize the above and be responsible for delivering quality services.
Duties and Responsibilities
The PL’s role is to lead from the front with quality policy, knowledge and technical services delivered to countries. S/he has other roles of practice co-ordination with connecting countries to global experiences. The incumbent will ensure the quality and relevance of programme and project services in the Africa region, ensuring consistency at the global level. To that end the TL‘s functions are fully integrated in the Regional Service Centre structure, results planning and delivery. As a result, the incumbent will be accountable for the delivery and quality of results to both Capacity Development Group Director in BDP, NY and the Manager, Regional Center Dakar.

The CD team in the RC Dakar serves the Western and Central African region and supports the team in the RC Johannesburg in the implementation of the CD regional programme.
The Practice Leader (PL) is the principal provider and coordinator of policy advice, technical backstopping and knowledge services to countries in the region. S/he will manage a CD team based in the region to create a partnership platform for CD initiatives with key local, national and regional partners. He/she will facilitate cross-practice and cross-regional collaboration and knowledge brokering on capacity development. The Practice Leader will work with the Capacity Development Group (CDG) global team and will collaborate with UNDP’s Country Offices, regional bureaux and other practice teams to realize the above and be responsible for delivering quality services.
Duties and Responsibilities
The PL’s role is to lead from the front with quality policy, knowledge and technical services delivered to countries. S/he has other roles of practice co-ordination with connecting countries to global experiences. The incumbent will ensure the quality and relevance of programme and project services in the Africa region, ensuring consistency at the global level. To that end the TL‘s functions are fully integrated in the Regional Service Centre structure, results planning and delivery. As a result, the incumbent will be accountable for the delivery and quality of results to both Capacity Development Group Director in BDP, NY and the Manager, Regional Center Dakar.

Mobilizing the Community of Practice:
* Promote the development of a community of practice (COP) at the regional level and catalyze and connect to global experiences including cross-regional/practice collaboration;

Advocacy:
* Provide substantive and content leadership in UNDP corporate discussions and Inter-Agency coordination on capacity development;
* Represent UNDP (and UN partner organizations) to advocate common messages in the international development arena;

Partnership Building:
* Effectively position UNDP within the UN system to foster consistency in approach at the regional level by scanning and assessing activities of non-UNDP players in local context and in support of UNCTs and UNDP CO programming arrangements with government counterparts;
* Provide guidance and leadership for the engagement of civil society in regional and country programmes, the promotion of civic engagement and the establishment of strategic partnerships;

Background
Mozambique, in spite of its steady positive growth rates during the last decade, is still a country where income inequalities are evident, and where widespread poverty (54.7%[1] population) persists, especially in rural areas. With a large portion of the population living in rural areas (over 70%) and heavily dependent on the environment for their daily livelihoods (with over 80% of the population dependent on subsistence agriculture), the impact of unsustainable management practices and the increasingly felt impacts of natural disasters and the effects of climate variability and climate change, are having profound consequences in communities’ ability to provide for themselves, women in particular, hampering the nation’s efforts on poverty reduction.
Mozambique, being one of the most disaster prone countries in the world due to its geographical location, is one of the most exposed countries to the cumulative effects of climate variability and climate change. Even in the most conservative scenarios, the impact of climate change alone on GDP is considerable (averaging 3.5%), but its impact on the most vulnerable groups of the population is much greater.
Widespread environmental degradation is decreasing the social and economic benefits derived by the poor from land and other natural resources, and is thus increasingly worsening environment, social and economic conditions in rural, as well as in urban areas. Many of the environmental problems Mozambique faces today have a direct impact on communities’ well being and their capacity to adapt to new climate and resource base conditions. For example, erosion leading to losses in agriculture productivity and other livelihoods, deforestation increasing vulnerability to flooding, evolving climate conditions leading to an increase in waterborne diseases, depletion of natural resources resulting in greater difficulties for women and children to access them. These all result in cumulative negative impacts that leave communities even less equipped to adapt to new environment and climate challenges. Amongst all groups, women, in particular poor women in rural areas, are the ones who suffer most, both discrimination against the poor and vulnerable segments of society, and discrimination resulting from gender inequality.
Women in Mozambique, representing 54% of the population, still face significant challenges to participate in discussions and decisions that affect their lives and their families. Being the ones who bear the greatest burden from the impacts of environmental degradation, climate change, and related disasters, and playing a central role as stewards of natural resources (being responsible for securing food, water, and energy for their families), Mozambican women play an important role and their voice needs to be heard and recognized, as they can be key agents of change in building resilience in their communities.
Recognizing that the country’s persistent environmental management and climate change issues and its related consequences need to be addressed urgently if the nation is to make progress towards poverty alleviation, the Government of Mozambique (GoM) has included gender mainstreaming in all pillars of their Poverty Reduction Strategy Plan (PARP). It also recognizes the key role that women can play in adapting to new environmental changes and has endorsed a number of international agreements (including UNFCCC), which include commitments regarding the empowerment of women. The GoM has also taken steps to initiate action at the national level, including the approval of the Gender, Environment and Climate Change Strategy, GECCS, in 2010.
In order to better support the GoM to implement its agenda for change, and in alignment with UN principles, UN agencies in Mozambique are taking a closer look at ways to strengthen their support to the gender mainstreaming through enhancing women’s role in environment, climate change, and disaster risk reduction work. This project presents a timely opportunity, as UNDP is currently developing its Country Program document and the GoM is keen on disseminating its GECCS.

Duties and Responsibilities
The local consultant will undertake the following:
* Develop an initial summary stock taking of the establishment and functioning of local management committees in the country, and assist in the selection of the 5 local management committees that will be engaged in the project;
* Review of good practices on increasing women’s participation in community programmes and ongoing capacity development initiatives with local management committees;
* Working with the 5 local management committees to identify barriers and opportunities to women’s participation in these committees, and to strengthen committees knowledge on planning, budgeting and M&E processes and opportunities to integrate women’s concerns;
* Report on findings from work (situational analysis study and capacity building activities) undertaken with 5 local management committees to increase women’s participation and membership;
* Facilitate a validation workshop(s) to present the findings to stakeholders and actors to get their input and comments of the situational analysis study on women’s participation and representation in local management committees; and a national workshop to share the guidelines and indicators;
* Develop gender mainstreaming guidelines that are aligned with the implementation of the National Gender, Environment and Climate Change Strategy (GECCS);
* Engage with government and local officials, parliament (meetings, dialogues) on how to mainstream gender and integrate the recommendations of the GECCS in the different sectors and across sectors;
* Develop gender monitoring and evaluation framework detailing quantitative and qualitative measureable, reportable and verifiable indicators;
* Develop knowledge products (gender analysis report, policy briefs) on gendered vulnerabilities, gender issues in legal and regulatory framework, and gender in relation to climate change cross-sectoral issues;
* Document and showcase best practices of women’s role in environment management, DRR, and CCA;
* Be part of the GGCA cadre of experts network in order to bridge the national work with the UNDP regional and global thinking on gender mainstreaming in relation to climate change adaptation and mitigation;
* Collaborate with the AAP regional expert on specific tasks;
* Any that duties that she/he may be directed to carry on by the supervisor.
Competencies
* In-depth knowledge of the constraints to gender equality and the particular barriers women, disabled and marginalized communities face in fully benefiting from and participating in climate change mitigation and adaptation programme and projects;
* Recognized contributions to the theory and practice of climate change and gender equity, through publications, membership in gender networks, and/or participation and leadership in alliances and committees on these topics;
* Extensive experience in collecting and integrating gender disaggregated data, needs and views, including gender approaches and knowledge with respect to national policy and development;

Background
Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
The success of the transition processes in South Sudan will hinge on the full and active participation of women, as well as proper consideration of women's needs and capacities at every stage in line with Security Council resolutions 1325 (2000) and 1820 (2008). UN Women is particularly concerned that emerging priorities, such as security sector reform, rule of law and early recovery programmes, adequately mainstream gender issues and engage women as decision-makers throughout their design and implementation.
UN Women is implementing a global programme entitled "From Communities to Global Security Institutions" (FC2GSI) and South Sudan will be the fifth country to participate in the initiative. FC2GSI focuses on the following two complementary objectives:

Background
Posted in Dakar under the overall supervision of UNODC’s Regional Representative for West and Central Africa and the Senior Law Enforcement Advisor (SLEA), as well as in close cooperation with the Global Coordinator of the UNODC-WCO Global Container Control Programme (GCCP).
In addition, it is expected that the Regional Project Consultant fully integrates into the UNODC ROSEN-based Law Enforcement Team with a view to promoting synergies with other projects and activities that are ongoing, as well as providing specialised expertise upon request.
Duties and Responsibilities
The Regional Project Consultant will be responsible for planning, coordinating and implementing the GCCP’s strategy and project activities in West and Central African target countries as outlined in the respective project documents, inter alia:
* Facilitating the elaboration and subsequent signing of an inter-institutional Memorandum of Understanding detailing the establishment and operations of Joint Port Control Units (JPCU);
* Supporting the factual establishment of the JPCU;
* Organising the procurement of office and technical equipment;
* Organising trainings and mentorships according to the JPCU’s demands and in collaboration with international experts and consultants;
* Supporting project stakeholders with specialised expertise and providing assistance on an ad-hoc basis where necessary;
* Guiding and orienting the efforts and contributions of external experts and consultants as well as project personnel;
* Ensuring effective financial management, monitoring and reporting of the project budget;
* Preparing annual workplans, budget revisions, and project progress reports and submit them to UNODC for approval;
* Liaising regularly with wider project stakeholders such as donors, international institutions and counterparts in countries towards the achievement of project objectives;
* Identifying needs and determining necessary actions to be taken as well as providing feedback on impact;
* Performing all other duties as required.

Background
After more than 21 years of war in South Sudan, a massive transformation is taking place with hope for sustainable development and peace. Such a hope is premised on the success of the Comprehensive Peace Agreement (CPA) and the successful self determination referendum where South Sudanese pronounced the need for independence. The birth of the Republic of South Sudan places the need for security, peace building and reconciliation at the centre of the government agenda. This will provide a firm ground for recovery and development.
The legacy of decades of war has left millions of small arms in civilian hands, inter- and intra-community conflicts, mistrust, divisions, trauma and the need for a broader reconciliation and healing in South Sudan.
Many actors, both national and international, are currently undertaking peace building activities in South Sudan, ranging from localized through to more regional interventions. Given the broad scope of this work, as well as the need for a more sustained capacity, there is need for development of an approach that can be used to effect greater prioritization of peace building and conflict transformation activities. UNDP has sought to strengthen the capacity of peace actors as well as deepen its partners’ and its own understanding of conflict transformation. This portfolio/post is created to strengthen the knowledge, develop skills and change attitudes and behavior of key players in the peace building and conflict mitigation arena in South Sudan. This will support the actors on how to build durable peace together with a broad range of partners (government and non-governmental, national and international) and to consolidate awareness on the peace building and conflict transformation through a series of trainings at state, county and community levels.
Lead by the South Sudan Peace Commission and in collaboration with the state peace committees, this initiative will be facilitated through the UNDP Crisis Prevention and Recovery Unit (CPRU), in spearheading its Community Security and Arms Control (CSAC) project.
Through State/Local Government and national rule of law institutions, and in conjunction with UNMISS, UN agencies and UN Rule of Law and Governance programmes and NGOs, the 3 main outputs of the project are:
* The GoSS Community Security and Arms Control (CSAC) Bureau is formally established and operational
* Improved security environment allows for development at the community level in Southern Sudan
* The capacity of the South Sudan Peace Commission is enhanced in supporting peace building, conflict transformation and mitigation
Working under the guidance and direction of the UNDP Technical Advisor to the SSPC, the Peace Building Training Officer will support the SSPC team to provide a broad-range of trainings in conflict transformation. The target participants both at National and State level will be determined by the Trainers in conjunction with the state peace committees based on the relevance of such institutions or individual in the peace architecture in South Sudan.
This will support and strengthen the capacity of institutions, communities and individuals to analyse conflicts and solutions, seek healing for the many years of trauma, while enabling them to participate more effectively in planning exercises at different levels of central government, State, county and payams – a critical dimension in building good governance.
The incumbent will be based within UNDP South Sudan’s Conflict Prevention & Recovery Unit (CPRU) in Juba, South Sudan under the direct supervision of the UNDP Technical Advisor to the South Sudan Peace Commission.
Duties and Responsibilities
Coordination
* Support the SSPC in the establishment of a coordination framework on conflict transformation with partners. This should include harmonizing the different approaches used by different partners in conflict transformation training. Once established at national level, the coordination framework should be rolled over to the states and counties, building on the lessons learnt and best practices by the different partners. Harmonized tools should be owned and coordinated by the SSPC. This will enable the participants to strengthen ties on activities and those of international/national actors in the peace building field.
* Identify synergies between other CPRU projects / UNDP Units / partner UN agencies that will maximize impact on peace building and conflict transformation at the community level e.g. how to mainstream peace building activities into the local government planning and budgeting framework.
Training guide development
* Support the SSPC and partners to develop a conflict transformation training guide building on the history, experiences, practices and lessons learnt in peace building in South Sudan. The training guide should be contextually correct building on the successful experiences of peace building in South Sudan. The training guide should be developed in a participatory way, in line with the recommendation of the SSPC capacity building needs in the area of conflict transformation and has to be approved by the SSPC before use.
Training of Trainers
* Develop a ToT approach for rolling out training of trainers to ensure ‘cascading’ of knowledge to grassroots levels (from state to county, payam and boma) for more sustainable local capacity in conflict transformation.
* Ensure that the ToT targets traditional leaders, religious leaders, youth, women and local authorities to empower them to become peace cadres at the community level, building on the accepted local conflict transformation methodologies. This approach will actively contribute to promoting the values of peace and tolerance among the different South Sudanese ethnic groups that will contribute to the overall enabling environment for peace.
* Guide the mainstreaming of the ToT approach to ensure that it is government led and inclusive of the civil society and other peace actors.
Conflict Transformation training to a broad range of participants
* Develop a conflict transformation training programme that will reach all 10 states and ensure that a broad range of national/international actors learn and interact together.
* Support the SSPC to roll out the Conflict transformation training to broad range of participants in 10 states of South Sudan. This will enhance greater understanding of tools for conflict analysis, mitigation and transformation across government, non-governmental and international actors at more local levels.
* With the Technical Advisor to SSPC, support the SSPC to focus on conflict in Africa in general and Sudan specifically, with emphasis placed on culturally sensitive and sustainable responses to regional and community conflicts in Africa and specifically in Sudan through participants’ own knowledge and experience.
* Support the trained peace actors to ensure that individuals and organizations form networks, coalitions and alliances with others working in similar fields.
* Support and guide the targeting of interventions at community level (to be strengthened through the extended Training of Trainers programme), focused on implementing the state conflict transformation strategy.
Development of the state conflict transformation strategy
* Support the state governments to conduct local conflict assessments focused on addressing the inter-intra communal conflicts.
* Support the state peace commissions to develop comprehensive conflict transformation strategy documents and implementation plans.
* Support the state peace commissions to mobilize all stakeholders to implement the state conflict transformation strategy.
Coaching and mentoring
* Pursue an approach of coaching and mentoring the staff of the SSPC and the state peace committees while executing the roles under this position.
Provision of trauma counseling support
* Ensure that the ToT training programme provides a broad-range of advisory services in psycho-social support to the participants and different institutions targeted.
Monitoring and Evaluation
* Monitor, evaluate and report on conflict transformation activities , ensuring that the SSPC and state governments learn from the experience
