Purpose of the Position
Under the direct supervision of Logistics & Operations Manager, the Commodity Manager will assist in the management of transport, storage and distribution of commodities for the implementation of Jonglei food security program. He will work closely with the Warehouse Officers at Bor, Field offices, Commodity Management Officers and Field Area Coordinators to ensure overall quality management and delivery of CRS food and non-food resources. Also manage the logistics and warehousing of Title II commodities in Mombasa and supervises the port operations activities and transport to in-country warehouses and on to the secondary warehouses.
Operational contacts: Warehouse Officers, Commodity Management Officers, Field Area Coordinators; Logistics Staff; Fleet Manager; Procurement Offices; CRS Program Managers; sister NGO and other humanitarian agency Commodities Managers; representatives of various donors, international NGOs and UN agencies; CRS/HQ Shipping; partner representatives and officials; and local Customs and various local government officials.
Specific Responsibilities
1. Warehouse Management:
* Ensure the efficiency, accountability and transparency of the warehousing and commodity delivery operation of Jonglei food security program in accordance with CRS and USAID regulations, policies and procedures.
* Assess local warehouse availability based on program requirements for CRS and the Consortium Partners. Contract warehouses or site to erect temporary warehouse structures. Oversee the erection of temporary warehouses, guard stations, latrines for staff, etc.
* Assist, as necessary and/or requested, with: the importation of food and non-food commodities and other relief materials; dispatch planning; logistics and transport operations; distribution center inspections; loss reporting, follow-up and sanctioning; and inland shipping and storage.
* Support Partners with the setup and operation of extended and/or final distribution point warehouses
* Procure all equipment required to run the warehouses, e.g. office supplies and equipment, pallets, tarps, scales, generators (when necessary) and lighting (interior and exterior), ventilator fans, signage, etc. Repair/improve roads as required to facilitate the movement of transport vehicles into and out of the warehouse complex.
* Upgrade security as necessary for the warehouses and the commodities stored in the rub halls.
* Develop a system for the hiring and paying of temporary day laborers for the maintenance of warehouse and for loading and un-loading of commodities.
* Ensure proper storage and handling of commodities in the warehouse according to CRS policies and procedures, taking into account the generally accepted food accounting principles, as well as donor regulations. Ensure warehouse cleanliness. Coordinate and arrange for fumigation of food commodities as necessary to arrest deterioration of quality of commodities.
* Coordinate monthly physical inventories of warehouse stocks to ensure the physical stock correspond with warehouse ledger and stack card.
* Ensure sound system is place for the loading and un-loading of trucks.
* With programming staff, develop dispatch plans and schedule transport. Deliver in an efficient and timely manner the correct quantities of food to the correct locations.
* In coordination with the Commodity staff arrange for the testing and disposal of unfit food commodities based on USAID Reg.11.
* Supervise and report on all cash transactions made in support of warehouse operations.
* Ensure the warehouse inspection is performed as per ‘warehouse check list’ at regular intervals by the Warehouse Officers and remedial measures are taken to address the deficiencies.
* Address all issues arising due to shortages, misappropriation of commodities, theft and unaccounted commodities.
* Ensure all warehouse documents are maintained accurately and submitted as required.
* Coordinate with WFP for the warehouse leases as appropriate and ensure these are adequately addressed in Service Level Agreement with WFP.
2. Transport Management
* Ensure that transport contracts are in place for transportation of commodities to all the secondary warehouses of CRS and Consortium Partners.
* Organize meetings with the short listed transporters on the importance of placement of trucks and timely delivery of commodities based on the job orders issued by CRS.
* Ensure the commodities are delivered to the centers based on the approved program levels during the period of accessibility. Assist and coordinate the preparation of dispatch plan with Program staff.
* Provide support and coordinate for the armed security to accompany the trucks after consulting with CRS Security Officer.
* Develop system for inspection of trucks prior to loading and ensure the transporters provide vehicles which are road worthy to carry CRS food.
* Coordinate with the Clearing and Forwarding Agent on the delivery plan of commodities from the Mombasa Port to enable proper and adequate availability of warehousing space at the receiving warehouses. Keep track of movement of trucks through GPS tracking system.
* Develop system for tracking of losses arising due to negligence of the transporters while the commodity was in their custody.
* Initiate claims on the transporters for the lost/damaged commodities and ensure the value is deducted from their invoice prior to making payment. Maintain Loss and Claim register with all relevant details and ensure submission of claims realized to Local Mission.
* With programming staff, develop dispatch plans and schedule transport. Deliver in an efficient and timely manner the correct quantities of food to the correct locations.
3. General tasks
* Provide competent management oversight of all Commodities staff, effective planning and monitoring, delegation and follow-up of assigned tasks, and excellence in reporting.
* Encourage and positively reinforce open and continuous coordination and collaboration with the other CRS departments, particularly with the Program Offices and their staff, to ensure that the Commodity Office provides goods and services of the highest quality.
* Develop effective and efficient commodity management and tracking systems as required or requested. Review systems regularly and revise as necessary.
* Setup a viable and rational document filing system at Bor and Field offices.
* Cultivate a sense of team and promote professionalism among all warehouse staff to achieve the overall objectives of the Jonglei Food Security Program.
* Certify transparency in all warehouse operations and functions.
* Coordinate with the C&FA on the discharge and delivery of commodities based on the BL and ensure the report correspond with the detailed report submitted by Independent Surveyor. All losses should be properly documented and substantiated with evidences and claims initiated on the parties concerned.
* Develop and revise department job descriptions as necessary. Participate fully in the interview process for all employment applications for positions at the warehouses. Assist other departments as requested.
* Identify and meet the training needs of warehouse and partner commodity management staffs.
* Visit CRS and Partner extended distribution sites regularly to monitor commodity management activities and gain understanding of the challenges facing distribution center personnel. Follow-up on center sanctions and payments for losses. Verify that Field Monitors work in collaboration with the programming departments to conduct Partner training and regular interviews of beneficiaries to ensure their understanding of and participation in the relief program, and to confirm programmatic accountability and transparency at the distribution level.
* Coordinate closely with the Procurement Officer to ensure the timely arrival in-country of all documents required for customs clearing of commodities, equipment, supplies and various relief materials.
* Perform other tasks as identified and judged necessary according to the needs of Commodity Office and the benefit of JFSP.
* Any other responsibilities as assigned by Supervisor and COP.

· Knowledge and experience in the implementation of US Government regulations (Reg 211) as they relate to international food assistance and development programs
· Demonstrated ability to manage high profile international development programs
· Must have experience in working in a hardship country
· Must be willing to work and live in locations with bare minimum living facilities.
Qualifications required:
Minimum Masters Degree or equivalent experience in Economic Development, Agricultural Economics, Natural Resources Management, Public Health, Development Studies, International Relations or other relevant field required
Experiences Required:
* Minimum 10 years in commodities and logistics of which 5 years in African countries.
* Significant demonstrated warehouse and commodity management experience in Title II Commodities.
* Supervision of port operations activities for food commodities to ensure the Vendors fulfill the contractual obligations.
Desirable qualifications experience
· Professional working experience in South Sudan, especially in Jonglei, would be an advantage.
